Editors' note: Each time we publish news of this nature, we do so with heavy hearts. These people started off as public servants, but under the intense pressure applied by the Jiang regime, they were pushed into persecuting Dafa disciples. In both Western and Chinese cultures, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is the characteristic of the universe, Truthfulness-Compassion-Forbearance. The universe will reward acts that are in harmony with this principle, while doing things such as beating, torturing and murdering people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while evildoings will meet due retribution. Articles such as this one are meant as a compassionate reminder of this principle to those who would commit wrongdoing. While many of those who persecute Falun Gong are merely "following orders," the universal law requires that they, too, be held responsible for their actions, and that only by reversing their course of wrongdoing may they escape retribution.

Liu Cunzhu, Deputy Mayor and Political Committee Secretary of Xinji City, Hebei Province, Died after Becoming Mentally Disordered
After the Chinese Communist Party (CCP) launched the persecution to Falun Gong on July 20, 1999, Liu Cunzhu, the deputy mayor and city political committee secretary at the time, followed the CCP closely and actively to participate in the persecution. Eventually, he lost his position in the government and became mentally disordered.
When Falun Gong was being persecuted most brutally, he was in charge of the 610 Office in Xinji City. He orchestrated the persecution throughout the whole city and was the most brutal CCP cadre.
On February 28, 2001, Liu Cunzhu gave a secret presentation at the "Meeting for Maintaining Stability" during the CCP's two major conferences of the Year )the National People's Congress and Political Consultative Conference). The content of his presentation was distributed as a confidential document and is shown below.
"1. From late March to early July in 2000, the city will have brainwashing sessions for 73 Falun Gong practitioners at the Communist Party School to force them to 'reform.'" In addition, he shamelessly required that "the old town and the South Zhiqiu regions should collaborate to host intensive brainwashing sessions."
"2. Sentenced 10 Falun Gong practitioners to prison, 20 to forced labor camp, 197 to administrative detention, and 300 to intense brainwashing sessions.
"3. The city should take specific actions targeted to confiscate all Data-related materials to the extent that not a single book or a single cassette recording is left. In addition, all the owners and employees of individually owned printing shops should be registered. Falun Gong practitioners are not allowed to work for those businesses. If the local police station fails to find the practitioners who distribute Falun Gong related materials in their local areas, the chief officer for those areas will be held responsible. He will be removed from his post and the whole police station will be investigated. The city will thoroughly investigate all Falun Gong practitioners in the city and establish a file for each of them.
"4. Strictly enforce the implication system for converting Falun Gong practitioners. The team works exclusively to convert Falun Gong practitioners in their assigned village and cannot withdraw from the village until all the Falun Gong practitioners have been converted.
"5. A special team is to be established and headed by a deputy chief from the public security bureau to pursue and arrest Falun Gong practitioners such as Chen Xibu. The city should establish an implication system. During the political sensitive periods, if a single person is caught traveling to Beijing to appeal, the government and law department in charge of the administration and management of the entire town or region where the practitioner is from will be censured. All the top leaders, including major administrative and political leaders, major managers and the chief of the local police station, will be given an administrative reprimand.
"6. Staff members should be assigned to check the train stations and bus stations. People without special letters or ID cards should not be allowed to get on the train or bus." (The city had previously confiscated Falun Gong practitioners' IDs on large scale.)
"7. During the period of the 'Two Conferences,' the Falun Gong practitioners that do not cooperate with the CCP well can be reported to the City Committee. The City Communist Party School will have intensive brainwashing sessions and regulate those practitioners together. All work units should also have intensive brainwashing sessions.
"8. All Internet cafes and private computers should be inspected one by one. Downloading and copying Falun Dafa related materials is to be strictly forbidden. More effort should be put into detecting people who download, copy, and distribute Falun Dafa related materials.
"9. Enhance the efforts to crush Falun Gong, intensify the propaganda, establish special organizations to work on Falun Gong issues, and specify targets for conversion."
In April 2006, Liu Cunzhu lost his position as mayor and was abandoned by the CCP. However, he did not want to give up his personal benefits, so he drove to Shijiazhuan, the capital of Hebei Province, to find people to help him. He was turned down. On his way back, he suddenly asked the driver to stop the car. He got out of the car and walked to the shoulder of the highway, where he sat for almost an hour. After that, he started to lose his mind.
After arriving at home, he became schizophrenic. He got treatment in Beijing and improved, but he still met his due retribution in time.
