(Clearwisdom.net) On April 13, 2009, the "Prevention Office" of Shijiazhuang City Party Committee in Hebei Province, issued a secret notice. In this notice, besides the common slanderous words against Falun Gong, the "Prevention Office" exposed their own fear about the fact that more and more lawyers have defended innocent Falun Gong practitioners. This is similar to the recently exposed notice from the 610 Office in the Tiexi District of Shenyang City. This Tiexi 610 Office notice revealed that the CCP's judicial system "absolutely does not allow the appearance of non-guilty verdicts." This kind of unconstitutional notice is naturally not just limited to Shenyang and Shijiazhuang.
The "Prevention Office" is the same in nature as the 610 Office. To persecute Falun Gong, Jiang Zemin established the "Office of the Leadership Team on the Issue of Falun Gong," an illegal organization that is also called the 610 Office. They are directly responsible for the deaths of many Falun Gong practitioners.
In August 2003, in order to deceive people, the notorious 610 Office was renamed to the "Office for the Prevention and Handling of Cults", also known as the "Prevention Office". So the "Prevention Office" is just a disguised form of the 610 Office, and it is mainly responsible for planning the persecution of Falun Gong.
Many Chinese attorneys have openly indicated that Falun Gong is legal in China and the CCP's persecution of Falun Gong is illegal. More and more attorneys have dared to openly defend innocent Falun Gong practitioners, so the impact is getting bigger. For example, in February 2009, Attorney Li Subing, Associate Director of the Yitong Law Office in Beijing, wrote an article entitled "The Constitution is supreme and believing in Falun Gong is not a crime." In this article he reached the conclusion that "all biased statements from the courts, the Procuratorates, or other organizations, such as declaring Falun Gong an evil cult, consequently determining guilt and punishment against Falun Gong practitioners, are against the Legal Principle of Crime and Punishment. All of these actions should be immediately corrected."
As the CCP's actions against the rule of law have been exposed, it has gone further and further. This notice issued by the "Prevention Office" in Shijiazhuang City orders that Falun Gong practitioners' efforts of "safeguarding their human rights by law" and the lawyers' efforts in defending innocent practitioners, be "stopped in a timely manner" and that the government branches "make all efforts to do well with the cases related to Falun Gong."
This notice also proposed measures to manipulate the judicial system. The notice requires that the "Prevention Office" "takes the lead in setting up the coordination mechanism with the courts, Procuratorate, police departments, national security bureaus, judicial departments, and other governmental branches," so as to try Falun Gong cases, and also have a good grasp of the activities of those lawyers who are involved in safeguarding human rights, and to "take coordinated actions."
The third part of this notice demands "coordination ahead of time." It requires that city intermediate court and the county-level "Prevention Offices" report the court-trial plans of Falun Gong cases to the city "Prevention Office" three days before the court dates, and that the courts "take immediate responding measures upon seeing signs." The notice also requires that the intermediate court or county-level "Prevention Offices" "report in a timely manner the situation to the city Prevention Office, if human rights lawyers from other regions have come to Shijiazhuang."
From this notice, we can see that the "Prevention Office" has placed itself above the law, and that it is this office that has been interfering with the independence of the judicial system and the rule of law. Of course, whether it is the "610 Office" or the "Prevention Office," it is just a pawn that the CCP has used for the persecution of Falun Gong.
