(Clearwisdom.net) At around 11:30 a.m. on June 30, 2009, the chief of the Goumenzi Police Station in Lingyuan City, Liaoning Province, Fang Zhiguo; the deputy chief Wang Shiliang; and four plain-clothed police officers broke into Mr. Li Rushan's home. They threw a subpoena into the home and began to turn over chests and rummage through drawers.
Mr. Li Rushan, his wife, and his daughter were all home at that time. They attempted to stop the reckless actions of the officers. When the police tried to arrest Mr. Li, he did not cooperate and asked the police, "What kind of crime did I commit? Why are you ransacking my home illegally?" The police replied, "We don't want to do this either. The CCP told us to do this."
Wang Shiliang called for backup when he decided that the six of them could not arrest Mr. Li by force. After a while, around thirty officers arrived with electric batons, tear gas, and other equipment. Without saying anything, they surrounded Mr. Li and his family, beat them, and fired tear gas at them. Mr. Li was overwhelmed by the police and was forcefully carried out to the police car.
According to a bystander, the police punched and kicked Mr. Li after they carried him to the car, causing Mr. Li to bleed from the head and face. On July 2, 2009, officers from the Goumenzi Police Station once again broke into Mr. Li's home in an attempt to arrest his wife and daughter. However, they could not be found. On July 3, 2009, over ten officers from the Goumenzi Police Station and the Lingyuan City Domestic Security Division, carrying electric batons and tear gas, once again entered Mr. Li's home and also his brother's home to try to arrest the wife and daughter. Mr. Li's wife and daughter already knew the police's intentions and had left beforehand. The police did not give up and announced to the public that anyone who provided leads to the whereabouts of Mr. Li's wife and daughter would receive a reward of 500 yuan.
Fang Zhiguo was transferred to the Guomenzi Township Police Station to be the chief in April or May 2009. In just over a month since he arrived, he has led the entire station's officers to arrest Falun Gong practitioners nine times, harass many people, and extort 13,000 yuan in cash.
