(Clearwisdom) On April 16, 2010, officers from the Bailinzhuang Town Police Station in Laiyang City, Shandong Province, arrested Ms. Liu Zhimei, a former student at Tsinghua University who suffered a mental collapse as a result of persecution during her imprisonment. They also arrested the four practitioners, including Ms. Gao Chunhong, who were taking care of Ms. Liu. Additionally, Ms. Gao's rental house was ransacked, and many private belongings were taken away.
On June 15, 2010 the Laiyang 610 Office took Ms. Gao to the No. 2 Women's Forced Labor Camp in Shandong. Her brother, Gao Jianting, a driver, was also arrested and detained, and his boss's car was confiscated. On May 21, 2010, members of the Laiyang City Domestic Security Division suspected that Mr. Gao Jianting had helped take care of Ms. Liu. At about 5:00 p.m., Ma Shuguang, an official from the 610 Office, arrested Mr. Gao. Ma took the key from Mr. Gao and stole his car. Also, his house was ransacked, and many personal belongings were taken away. Gao Jianting was arrested and tortured for seven days. After he was forced to sign a bail statement, he returned home.
Since May 30, 2010, Mr. Gao Jianting and his boss, Zhang Shengqi, have gone to the Domestic Security Division many times to request the return of the car and a receipt for other items that were taken, but they've been turned down. Zhang Shenqi said, "If you don't return the car, I will file a lawsuit against you." Ma Shuguang arrogantly said, "Do whatever you want! You could even go to the UN. I'm a blackguard; why should I be afraid of anyone?"
Zhang Shengqi brought a lawsuit against Laiyang 610 Officers, but the court dared not accept it
In July, 2010 Zhang Shengqi engaged two lawyers to file a complaint with the court. However, Ms. Sun, vice chairman of the court, dismissed the suit. Zhang Shengqi asked her to show them the verdict. She asked them to talk to the head of the court. Wang Weidong, the head of the court, also dismissed the case, saying that it was not a civil case. He also said, "In a case like this, you should just go to the police station and talk to the director. Don't come to the court. What's more, you don't have a receipt. How can you say that your car has been taken?"
The authorities handed the case back and forth, and neither would accept full responsibility. From their manner of handling the case, we can see why the Chinese Communist Party (CCP) doesn't have an official statement on persecuting Falun Gong and why members of the 610 Office don't give receipts when they ransack homes and arrest practitioners. They know very well that those documents would be evidence of their crimes.
On the morning of July 2, Zhang Shengqi and Gao Jianting (with the lawyer) again went to the court and asked Wang Weidong, the head of the court, to accept the case. Impatiently, he refused. The lawyer argued, "You don't have the right to refuse it!" Wang Weidong countered, "I wonder whether you really are a lawyer. How many years have you been a lawyer? Show me your certificate." The lawyer took out his certificate and said, "I have been a lawyer for over 20 years. I have conducted four cases of indemnity on a state level. Would that be enough?" Wang saw that this person was different, and he immediately changed his attitude. He said, "I didn't sleep well last night. That's why I am kind of impatient today. It's not easy for you to come on such a hot day. Now that you want the case to be considered a civil one, I will let my boss know. However, he will say the same thing. You guys just go back and bring some paperwork."
In the afternoon, one more time, they handed in the materials they had prepared. Then, when the lawyer asked Wang Weidong to give them a receipt, Wang answered, "I don't know that I should do that." The lawyer took out some law documents to show him. Wang asked, "Which year is the book dated? Is it expired?" The lawyer said no and told him that it was still available. Later on, Wang said, "I need to go to a meeting. Hold on for one second." Half an hour later, he came back and made a record of the case. But he rejected the case without giving a reason. The lawyer said, "That's illegal. I will take you to court for that." Wang said, "Go ahead!"
At about 10 o'clock in the morning on July 5, Wang Weidong called Zhang Shengqi and told him that the head of the administration court had talked with the police and they agreed to return his car on the condition that he would not continue with his lawsuit. In the afternoon, Zhang Shengqi and Gao Jianting went to the court to see the two persons in charge. However, neither of them were there.
On July 6, Zhang Shengqi and Gao Jianting again went to the court. At about 10:30 a.m., they were able to talk with Wang Kejin, the head of the administration court, on the phone. Wang Kejin asked them to go directly to the police station to take the car back. So they went to the Domestic Security Division and found Ma Shuguang. Ma said to Zhang Shengqi, "I need some information about the car."
Zhang Shengqi said, "I have never broken the rules. You must return the car. No conditions!" Ma said, "Let's talk about it this afternoon." At 3 o'clock, they again went to the Domestic Security Division. Ma asked what kind of songs were saved on the audio system in the car. Additionally, Ma wanted to make a record of it, but they refused. He said a lot of dirty words. At last, he used the excuse that the person in charge of logistics was not present, and he refused to return the car.
