Falun Gong practitioner Ms. Li Shuxiu from the Qingdao Economic Development District was deceived by CCP agent Guo Xiuyan and went to Guo's home at about 10 a.m. on June 3, 2010. Li Shuxiu was then immediately arrested by the Xinan Town Police Station in the Qingdao Economic Development District. A few days later, she was transferred to the Domestic Security Division of the Zhucheng Public Security Bureau and detained for a month. The Zhucheng 610 Office and the Domestic Security Division sent her to the Wangcun Forced Labor Camp in Zibo, Shandong Province on July 5, although her life was at great risk due to her state of health.
Li Shuxiu's younger sister (not a Falun Gong practitioner) went to the Domestic Security Division in Zhucheng City and requested to see her sister on June 11. However, the police rejected her request. A police officer named Wang from the Domestic Security Division asked her some information about her sister, such as Liu Shuxiu's address and her mother's situation. Li Shuxiu's sister asked for the detention papers. However, the police rejected her request again.
Li Shuxiu's younger sister again went to the Domestic Security Division on June 18. The captain of the Domestic Security Division asked her, "Do you know anyone else practicing Falun Gong? Your sister's arrest was exposed on the Minghui website. Who else knew she was detained here?" When he could not get a satisfactory answer, he started to deceive her, "If your family members cooperate with us and tell us who else knew of her detention and who else also practices Falun Gong, we will reduce her sentence. Can you think of who might have exposed this case?" Liu Shuxiu's sister asked, "If her arrest was not exposed on the Minghui website, would the sentence be reduced?" The captain did not answer. He then went out for a while. After he came back, he continued to ask, "What sickness does your sister have?" She said, "She had many sicknesses before she practiced Falun Gong." The captain asked Li Shuxiu's sister to get 20,000 yuan cash to pay the bail deposit before the following Tuesday. Li Shuxiu's sister asked again, "If I pay now, can I take my sister back home with me?" The captain replied, "I need to talk to my boss and he needs to talk to his boss. If we do not agree to release her, you'll have to wait for one month to get your deposit back." Li's sister said that her family was very poor and they could not afford 20,000 yuan. She asked again for the detention paperss. However, the police still refused to give them to her and said, "It is legal if I do not give you the detention papers. We have rules for this."
On June 20, Li Shuxiu's younger sister again, along with her almost 90-year-old mother and her son came to the Domestic Security Division. The captain saw them coming and he immediately disappeared. Li Shuxiu's family members had to look for the head of the police department. However, the police did not allow them to see the head either. Instead, they sent them to the complaints office at the front door of the police department. In the complaints office, Liu Shuxiu's sister helped her mother to lie down on the couch to rest for a while. All the police in the room immediately shouted at them and scolded her mother for lying on the couch. After they waited for a very long time, a policeman who said he was from the First Team finally came to the office. Li Shuxiu's family members asked why the police arrested and detained Li Shuxiu but did not provide the detention papers. The police said, "Based on the law, we don't have to provide the detention papers. It is not a violation of the law. If you are not satisfied, you can go to the procuratorate to appeal." He also said, "You do not understand the law. Find a lawyer to talk to me."
Li Shuxiu's family members went to the Zhucheng City Procuratorate. The officials there said, "The police did follow the legal procedures if they arrested someone but did not give the family members the detention papers. However, it is not a crime yet, so it has not reached the point which needs the procuratorate's intervention." Again, the family members were pushed out, this time by the procuratorate.
Li Shuxiu's younger sister and the attorney she hired from Beijing went to the Domestic Security Division of the Zhucheng Public Security Bureau on July 4. The police told them they already decided to sentence Li Shuxiu to one year of forced labor and they were going to send her to the forced labor camp the next day. Based on the law, the attorney requested to see Li Shuxiu within 24 hours. The police also rejected his request with the excuse that they needed to ask for the leader's permission.
The next day, Li Shuxiu was illegally charged with crimes of sabotaging the implementation of the state's laws and executive regulations and was sent to the Wangcun Forced Labor Camp in Zibo City by the Zhucheng City 610 Office, although her life was at great risk due to her poor state of health.
