Mr. Huang Jingkun, 78, died at a relative's home in late March 2010. He had retired from the Training School of the Qiqihar Construction Bank.
In October 1999, Mr. Huang was detained at the Qiqihar Detention Center for more than two months, as a result of his phone being monitored and the police gaining information about his Falun Gong practice. He was tortured in the detention center.
Officers from the Tiefeng District went to Mr. Huang's neighborhood at around 4:00 a.m. on July 25, 2007. They waited to arrest Mr. Huang, and when he appeared downstairs at around 6:00 a.m., the officers surrounded him. They grabbed his bag, took out the Falun Gong leaflets, and put them on the ground. They wanted to take a picture of Mr. Huang with the so-called evidence. Mr. Huang refused to cooperate, and started doing the Falun Gong sitting meditation on the ground. The officers took the keys to his apartment but they were unable to open the door. They carried the old man with his legs still crossed in lotus position, to a police car. The police later sent police cars and a fire truck to his home. They used an extension ladder to break into Mr. Huang's home, and confiscated a computer, a printer, and other personal belongings. A group of police officers also took turns staying at Mr. Huang's home in attempt to arrest more Falun Gong practitioners.
Mr. Huang was sent to a detention center. He was beaten and denied use of a restroom. He was subjected to physical punishment and mental torture. His body became swollen and he developed a severe kidney disorder. He was released after 32 days when 1,000 yuan was extorted from him. Back at home, Mr. Huang was continuously harassed by the local police and so he left his home town. He returned home in July 2008.
A local officer named Zhang Youshun went to Mr. Huang's home on May 31, 2009, and confiscated a laptop computer, a multifunctional printer, and started monitoring Mr. Huang. Zhang Youshun went to Mr. Huang's home again on June 3, 2009, and threatened Mr. Huang saying, "We'll send you away somewhere tomorrow."
