(Clearwisdom.net) In the last several years, the Public Security Bureau of Kunming City in Yun'nan Province has been refusing to issue a passport to the daughter of Ms. Wang Lan, a Falun Gong practitioner. The Exit-Entry Administration office did not give a reasonable explanation in writing, as is required by Chinese law. This is a violation of the laws set out for state law enforcement agencies.
Ms. Wang Lan has been practicing Falun Gong for 11 years. Over the years, she has been arrested several times. After one particular arrest, she was sentenced to four years in prison, where she was cruelly tortured both physically and mentally.
After Ms. Wang Lan was illegally sentenced, her daughter was also persecuted. The Exit-Entry Administration department of Kunming Public Security Bureau refuses to issue her a passport. At first they simply returned her application. Later on, the application was accepted but not processed.
According to the "Passport Law of the People's Republic of China," when a passport application is denied, the petitioner must be notified in writing. However, the person in charge at the bureau actually claimed that "no written notice" was required.
Ms. Wang Lan submitted a report regarding this violation of the law to the Government and Public Security Bureaus of Yunnan Province and Kunming City. However, the officials in the Kunming Public Security Bureau refused to accept her report and shouted, "Throw out anything from Falun Gong!"
