Ms. Liang's sister, Liang Zuojuan, went to see Chen Guodong to reason with him and ask for the return of 5,000 yuan that he extorted from them. Chen refused to admit any wrongdoing, but when Liang Zuojuan said she had two witnesses that saw him take the money, Chen just said, “This is the wrong place to talk about it,” and then left.
A little after 5:00 a.m. on October 9, Chen called Liang Zuojuan and said he was coming to her home. A little after 6:00 a.m., Chen called Ms. Liang again when he was outside her door. When Ms. Liang's husband opened the door, eleven police officers rushed in and began to ransack the house. They made a mess but did not find any evidence that she was a Falun Gong practitioner. Chen ordered them to search again, but they still found nothing. They then arrested the couple anyway. Ms. Liang's husband was detained at Aershan Police Department until 4:00 p.m., while Ms. Liang Zuojuan was taken to Ulanhot City Police Department's detention center. No one was allowed to see her except the lawyers.
The family's lawyer from Beijing went to Aershan Police Department on October 13, handed in legal documents to represent Ms. Liang and asked to see Chen, who was responsible for the case. He was told that Chen wasn't there. The lawyer spoke to the political commissioner, who told him to return in the afternoon. When the lawyer returned, the entire building was almost empty and the political commissioner would not see him. Only the staff at the Legal Division were still there. The lawyer tried to talk to them, but he was informed that they only dealt with internal affairs and did not know about the case that he was referring to. The lawyer waited until 4:00 p.m., but had not been able to see anyone. The lawyer returned very early the next day and waited at the entrance, but he still did not get to see the anyone with authority to talk to him about the case.
