On April 17, 2009, Xu Yongqin, commander of Domestic Security Division, Heping District Police Bureau; policeman Liu Yuhan; and other police officers arrested Ms. Shu Dong'an because she was explaining the facts about the persecution of Falun Gong to people. They arrested her and ransacked her home. Her case was also submitted to the Heping District Procuratorate, requesting that the office approve her arrest. The Procuratorate dismissed the case because there was not enough evidence to send her to court. One month later, Ms. Shu Dong'an was released and returned to her home.
During November and December 2009, Ms. Shu Dong'an went to the Domestic Security Division, Heping District Police Bureau several times and clarified the truth to Xu Yongqin and Liu Yuhan so that they could have a bright future. However, they did not accept what she said. Moreover, they wrote down Ms. Shu Dong'an's words as evidence to be used against her.
On December 30, 2009, police officers from Heping District Domestic Security Division again arrested Ms. Shu Dong'an and sent her to the Shenyang City Detention Center. That same afternoon the Heping District Procuratorate issued an arrest warrant for her. On February 25 or 26, 2010, the Heping District Domestic Security Division again submitted Ms. Shu Dong'an's case to the Heping District Procuratorate, falsely charging Ms. Shu Dong'an with sabotaging law enforcement.
The Heping District Procuratorate sent her case back to Heping District Domestic Security Division on April 6, 2010. Ten days later, Ms. Shu Dong'an's family went to the Heping District Domestic Division and asked for her release. However, Xu Yongqin refused to release her, using the pretext that she was not cooperating while at the detention center. Later, the Heping District Domestic Security Division, for the third time, sent Ms. Shu's case to Heping District Procuratorate.
The Heping District Court put Ms. Shu Dong'an on trial in June 2010. The judge said the case lacked evidence. As a result, the Heping District Procuratorate, for the third time, withdrew the charges.
In July 2010, Ms. Shu Dong'an requested that the court allow her to hire a lawyer from Beijing to defend her. The Heping District Court deprived her right of having counsel. Later, without a trial, the court sentenced Ms. Shu Dong'an to four years in the Liaoning Province Women's Prison.
