Ms. Li Guoxia was detained for 111 days in a detention center in Ulanhot City before being released.
1. Police waiting for opportunity to arrest Ms. Li Guoxia for over 11 years
Ms. Li went to her sister's home in Ulanhot City in September, 2009 and met a few times with other practitioners. They were reported to the police in Ulanhot and were arrested, detained, and sentenced to forced-labor. The police department was searching for her frantically because Ms. Li had managed to escape, but they didn't find her in spite of having searched in several provinces. The police department in the Forestry Public Security Bureau of Arxan City, Yiershi Local Police Station, the police department in Arxan City, and Ulanhot City joined forces to arrest Ms. Li Guoxia, but failed to find her.
Over 11 years, the police were unwilling to give up and have been persecuting Falun Gong practitioners under the Chinese Communist Party's (CCP) edicts. During these 11 years, Ms. Li Guoxia's family of three has been drifting apart and living a very difficult life. The CCP didn't allow her husband and her son to apply for identification cards. Her son didn't get his identification card until 2008. Their lives have been very difficult and they have been enduring tremendous pressure both economically and physically.
When Ms. Li Guoxia reached retirement age, she couldn't file for retirement benefits by herself, and her relative had to apply for her. By 2011, the retirement benefits needed to be improved, so all retirees were asked to file for them again by themselves. By February, Ms. Li Guoxia's paycheck was stopped and Ms. Li Guoxia returned to her hometown to apply for the retirement benefits.
2. Chen Guodong took the opportunity to arrest Ms. Li Guoxia and tried to sentence her when she was applying for retirement benefits
At around 3:00 p.m. on March 25, 2011, Ms. Li went to the retirement office to file for retirement benefits, accompanied by her niece. Four or five officers from the Domestic Security Division in Arxan City and Yiershi City rushed out to arrest her. The staff in the retirement office was scared and shouted, “What are you doing?” The police said, "Don’t interfere with our official business." Ms. Li Guoxia was put into one police car while her niece was taken in another.
Ms. Li started to clarify the truth to the police after she was put into the police car. They had nothing to say. She was later detained in the Yiershi local police station.
At around 8:00 p.m., Chen Guodong, team lead of the Domestic Security Division in Arxan City, drove over to pick up Ms. Li. He asked in a very aggressive manner, once he stepped into the room, “Do you know who I am?” He then continued, “I am Chen Guodong. Everyone asks whether I am very ruthless. Yes, I am ruthless.” He then pushed Ms. Li Guoxia into the police car and her niece was put into another police car.
Chen Guodong asked where Ms. Li was staying, but Ms. Li refused to answer. They then went to her niece’s family's house and ransacked the place. They didn’t find what they wanted, so Chen Guodong shouted, “I am going to search every home in Yiershi City to get what I want.” They questioned Ms. Li’s niece as to where Ms. Li was staying, and then took her niece to get some things and took Ms. Li to the Domestic Security Division in Arxan City.
After arriving at the police department, Chen Guodong interrogated Ms. Li, but she refused to cooperate. Chen shouted and threatened, “I have seen many Falun Gong practitioners. None of them refused.” Ms. Li Guoxia still refused to cooperate, so he started to beat her.
Ms. Li is 56 years old, while Chen Guodong is only in his forties. Ms. Li tried to persuade him by saying, “Don’t be so cruel to Falun Gong practitioners. You will be blessed if you are kind to practitioners. Falun Gong practitioners are kind people. You should use your power to protect them and accumulate virtue for yourself.” But he said, “Don’t tell me about this. I would like to go to Hell.” He slapped her face over ten times. Chen Guodong twisted her arms, since she still refused to cooperate. He kicked her and put a plastic bag over her head to suffocate her. She broke through the plastic bag to breathe.
Chen Guodong recorded what Ms. Li Guoxia had told him about the wonderfulness of Falun Dafa and used it as justification for further persecution. At around midnight, Ms. Li wanted to use the restroom but was not allowed. Later that morning, Ms. Li insisted on going to the restroom. She was pushed back by Chen Guodong when she walked to the door, and almost fell. Chen shouted, “This is a police department, not your home. You are a criminal now.” At around seven o’clock, she was allowed to use the men’s restroom. Chen Guodong searched Ms. Li’s pocket and found a ten yuan truth-clarification bank note and claimed it was so-called evidence. He thought he had collected enough evidence to persecute Ms. Li, so he asked her to write her experiences and to sign the document. Ms. Li Guoxia refused to do so. Chen Guodong picked up Ms. Li’s cup and threw it in her face. The cup broke and Ms. Li’s nose bridge became swollen. He also twisted her arm many times.
On the morning of March 26, 2011, Chen Guodong told Ms. Li, “If you do what I tell you, I won’t report you to the upper level and sentence you to two years in a forced labor camp.” Ms. Li still refused to cooperate. Chen Guoxia shouted, “You don’t know what is good for you. I treat you very well. If you refuse, you will be sentenced to five years in prison.” He wanted to get her fingerprints, but Ms. Li Guoxia refused, so two police officers forced her to do it. Then they tried to force her to sign the document. but she refused. Chen Guodong shouted, “It is still valid without a signature!” They called the Domestic Security Division in Ulanhot City. They also agreed that Ms. Li Guoxia’s case was very serious.
After the call Chen Guodong said in a ferocious voice, “Li Guoxia, you have lost your freedom from now, on. Your fate will be miserable. You are going to stay in prison for five years. Worse, your retirement wages will be stopped.” Later, Ms. Li Guoxia was taken to the employee hospital in Arxan City for a checkup. Ms. Li Guoxia’s nose was swollen and her left hand was blue. The doctor asked what had happened to her hand. Ms. Li told the doctor, “It was the police outside who beat me, just because I cultivate Falun Dafa. They arrested me and beat me.” After the checkup, they went downstairs. Chen Guodong threatened, “Wait for me to take care of you!” Ms. Li said, “If you hit me one more time, I will cry and the whole police department will hear it.” Chen Guodong said nothing and went downstairs. It was already after 4:00 p.m. when they returned to the Domestic Security Division. Chen Guodong sent Ms. Li to the detention center in Arxan City. By 4:00 p.m. the next day (March 27, 2011), four officers from the Domestic Security Division of the Police Department in Ulanhot City drove over to send Ms. Li Guoxia to the detention center in Ulanhot City.
By the time they arrived at the detention center, Ms. Li’s face had swelled up. The pain in her nose and hand lasted for over a month, and she was detained for 111 days before being released.
