(Minghui.org) On the morning of September 25, 2012, nearly 20 Falun Gong practitioners from Qingyuan County, Fushun City, Liaoning Province, were arrested.
The following persons are detained: Liu Liying, Jiang Yan, Wang Fajun, Jia Yunlong, Liu Haitao, Liu Bin, Li Wensong, Liu Yulan, Li Hengliang, Hu Fengju, Zhang Guangying, Gai Yongjie, Liu Yingjie, Dong Zhuangnan, Fu Wenquan, Liu Shaoyi, Li Fengxiang and others.
The police also ransacked their homes and looted their property. Liu Haitao, Liu Bin, and others were beaten during the arrest. Deputy Director Yang of Fushun City Police Department ordered the beatings, and Gao Bing complied. The Fushun City Police Department (with officers from the Fushun National Security Team, Dongzhou Police Branch Station, and Qingyuan County Police Department) are involved. About 40 to 50 police officers participated in the arrests.
In response to the brutality on the part of the Fushun City police, the family members of the practitioners filed a complaint. The following is the full text:
We are the family members of Falun Gong practitioners. As allowed by law, we intend to sue the participating officers from Fushun City Police Department. The practitioners in our families are known in the community as good people. They do not have any bad habits. Nevertheless, they were arrested by the Fushun City Police Department at 7:00 a.m. on September 25, 2012. The police broke into our homes, asked them their names, and handcuffed them. They stole our personal belongings including our bank books. If we did not open the door, the police climbed over the wall and pounded on the doors. They broke the locks and threatened to open fire. They detained friends and relatives who were visiting us at the time, and they detained every Falun Gong practitioner. Some relatives were taken to Fushun City before being released.
These arrests have caused our families great emotional and physical distress. We now know that the police had been using wiretapping, surveillance, tracking, etc. for a long time, so these arrests were premeditated.
The 40 or 50 police officers participating in these arrests were required to bring pistols, handcuffs, tape, towels, and digital cameras. They did not drive police vehicles and were dressed in plainclothes.
Our family members practice Falun Gong, which is protected by the provisions of the Chinese Constitution. According to China's Constitution, we have the right to freedom of belief and freedom of speech. We have consulted lawyers and searched through all the laws and regulations but cannot find which law practicing Falun Gong violates. But we did find that what the police did is illegal. They violated Article 35 and Article 36 of the Constitution. They also violated the Criminal Law. They illegally deprived citizens of their right to freedom of religious belief, trespassed in and searched private residences, and abused their power. They also stole from and illegally detained people.
It is well-known that Falun Gong teaches people to become good by following Truthfulness-Compassion-Forbearance. It teaches people to be kind and purifies their minds. It also has miraculous healing effects. The survey conducted by the Standing Committee Chairman Qiao Shi in 1998 concluded that Falun Gong is beneficial for both the country and the people. It has many benefits without any harmful effects. Such a good practice has been spread to over 100 countries around the world (including Taiwan, Hong Kong, and Macau). All those governments are clear that practicing Falun Gong will improve overall moral standards.
Today we are following the law to sue the law enforcement agents who violated the law. We do not want them go any further and we want justice to prevail. The law is clear. Article 54 of Chapter IX of the Civil Servant Law stipulates: "The civil servants who make clearly illegal decisions or orders shall bear the corresponding responsibility." Law enforcement agents should distinguish between right and wrong and enforce the law impartially.
Our family members are currently detained in Fushun, and we do not have any specific information about them. We have heard that Fushun police persecute Falun Gong practitioners brutally. We are extremely worried. We demand the unconditional release of our family members and the return of all looted belongings. The responsibility of those who gave the orders, deployed, or participated these arrests should be investigated according to the law. We also want to remind the officers who handle this case not to violate the law intentionally. Justice will prevail, good is rewarded with good, and evil provokes retribution. That is the heavenly truth. Many lessons in history and in real life bear this out. Please act with prudence!
