(Minghui.org) Since 2002, in order to “transform” Falun Gong practitioners, Shandong First Prison authorities have encouraged criminal inmates to use violence and torture on them, resulting in the deaths of 11 practitioners.
Prison guards have openly clamored, “If not 'transformed,' beat them to death. Their deaths will be attributed to natural causes.” Guards have used reduction of prison terms as an incentive to lure prisoners into participating in the persecution of Falun Gong practitioners. Since the beginning of 2012, the use of violence by the prison authorities against practitioners has become more rampant. Some police officers and instructors have said, “The district supervisor has granted us the right to hit practitioners.”
Liu Wei, the district supervisor: “If the mouth doesn't work, then use the stick.”
In May 2012, prisoners Wang Kedong, Yang Hongyu, and Zhang Shaoqing threatened practitioners by saying: “The district supervisor, Liu Wei, said that in 'transforming' Falun Gong practitioners, if our mouth doesn't work, then we should use a stick.” Subsequently, prisoners Wang Kedong, Zhang Shaoqing, and someone with the surname Guo pulled Falun Gong practitioner Mr. Fan Yanqi out of bed and started slapping his face. Mr. Fan was then dragged to the fourth floor. He and two other practitioners, Mr. Liu Ruping and Wang Kangning, protested the persecution by going on a hunger strike.
Liu Wei, the district supervisor, not only didn't stop the persecution, but shouted to the three practitioners, “Do you want to live or die?” Mr. Wang Kangning was taken to the control room on the fifth floor and beaten until his ankles were swollen with bruises all around. Mr. Liu Ruping was beaten and kicked by prisoner Zhao Yuekui from the 20th Group, causing swelling on his ear and cheek. He was force-fed six times a day for over three weeks. Mr. Fan was transferred to the police hospital for continued persecution.
In June 2012, practitioner Li Qing was sent to the police hospital as a result of torture. Yang Hongyou said, “Li Qing's blood pressure reached 200 mmHg. District supervisor Li Wei didn't spare him, saying that without more pressure, there is no result. In the end, Li Qing was sent to the hospital.”
On June 6, 2012, prisoner Teng Deyi beat practitioner Lu Xinliang twice in front of others. The deputy district supervisor, Niu Qifeng, sided with the prisoner.
Prison police officer, “I won't let you die, nor will I allow you to live.”
In June 2012, under orders from deputy district supervisor Niu Qifeng, Qi Dongxing (who has killed and maimed a number of Falun Gong practitioners), Xu Wenbin, Ning Yong (who was an armed police officer), Lu Yuxiang, Teng Deyi, and Lu Zhonglin started hitting practitioner Zhang Huirong from 6 a.m. to 10:30 a.m. As a result, he was unable to walk. When he was taken to the hospital for an x-ray, he was said to have a muscle injury. He had bruises all over, and his clothes were torn.
After this incident, a number of practitioners went on protesting the persecution and filed a complaint with the prison authorities. However, a police officer told them, “The district supervisor granted us the right to hit you. As long as the district supervisor is here, we can't do anything about it.” Practitioner Mr. Shi Zenglei said, “Mr. Lu Xinliang was beaten last week, and now Mr. Zhang Huirong. We want to go home alive!” The police officer shamelessly told him, “I won't let you die, nor will I allow you to live. You can write a letter to the prison warden if you want, but you must follow the procedure, and we have to approve it first before it gets passed to the warden or prosecutor.”
On July 12, practitioners Hao Wuzhong, Shi Zenglei, and Liu Ruping went on a hunger strike to protest the prison's use of criminals to beat them. Not only didn't Hu Bao, the prison instructor, punish the offenders, but he vigorously protected them. He ordered the persecution of Falun Gong practitioners on the site and forcibly took Mr. Hao Wuzhong, who was on a hunger strike for three days and had hypertension and pulmonary heart disease as a result of torture, to the 18th Group for continued torture. At that time, Mr. Hao's blood pressure had already reached over 200 mmHg. Fearing that he would die in prison, Liu Wei sent him to the police hospital for treatment. Mr. Liu Ruping is still detained in the prison and force-fed by prisoners. In order to torture him, he was force-fed six times a day. The doctor who inserted the tube was very cruel. He intentionally inserted it all the way into the stomach, and kept pulling it up and down, causing excruciating pain. Practitioner Mr. Jiang Guobao was force-fed seven times a day. Many practitioners died from force-feeding.
District supervisor Liu Wei said, “Going on a hunger strike is the same as defying the government. Defying the government is a dead end.” Practitioners Fan Yanqi and Shi Zenglei asked to see the prison warden, but by Liu Wei refused their request. Teng Deyi said, “You can't prosecute our district supervisor. Many people have died before. No one could do anything about it. Their deaths counted for nothing.” Under the instigation and orders of the police, inmates who had underground backgrounds wantonly persecuted practitioners. Lured by a reduction of their terms, they became even worse. Practitioner Mr. Dong Chuanyan had a bone broken in two as a result of the severe beating. Mr. Li Qing suffered from diabetes, and his vision was limited to just two meters. Mr. Shi Zenglei and Mr. Zhang Huirong were forced to write suicide notes.
The Instruments and Techniques Used in the 11th Supervision District
The 11th Supervision District was an isolated building that served as a home base for the Chinese communist rogues. Claiming to be “Educating,” “Converting,” and “Rescuing,” they have tried to bewitch the public. In reality, they implemented and executed Jiang Zemin and his political gang's directive that: “Killing Falun Gong practitioners will not incur any responsibilities, and their deaths will be considered suicides.” Since 2001, a group of prison guards, who openly stood by these directives, were selected, and nearly 1,000 murderers, robbers, and drug abusers were selected from over 3,000 criminals. These rogues came together to form a group of the worst criminals and police officers to persecute Falun Gong practitioners.
A modern facility was specially set up for “transforming” practitioners on the second floor. Every Wednesday, Friday, and Saturday, there was an “exposing” conference. Practitioners were forced to watch the so-called “patriotic education videos” and to “expose” those who were still firm believers. During the “exposing” conference, the criminals were directed to watch the practitioners. Practitioners who were still active in resisting persecution, those who had issued solemn statements to continue the practice, and those who refused to be brainwashed were targeted by police and criminals who applied intense pressure, sleep deprivation, and violence against them. They carried practitioners to the podium and forced them to speak against their will; otherwise, they would inflict even worse things on them.
Some of the tactics used on practitioners included, but were not limited to: clubbing, stomping on their fingers, burning them with lighters, piercing their flesh with needles, pouring hot sauce on their genitals, handcuffing and shackling them, punching and kicking them, depriving them of sleep, insulting and cursing them, etc.
For newly-entered practitioners to the prison, a group of prison accomplices rushed up in an attempt to “transform” them. They hit and kicked them, and took photos and their fingerprints against their will. They detained and tortured them on the third, fourth, and fifth floors.
Because practitioner Mr. Liu Xitong, a well-known calligrapher from Qingdao City, refused to give up the practice, he was tortured by over 40 hooligans who tortured him in over 100 different ways for over eight months. Because Mr. Shao Chengluo, a Chinese medical doctor from the Chengyang District, Qingdao City, protested the violence used in trying to “transform” him by going on a hunger strike, he was also tortured in many different ways. As a result, his fingers and ribs were broken, his hip was badly smashed, salt was poured in his wounds, his legs were broken from beatings, his neck was injured, and all his flesh was mangled.
Practitioner Mr. Shi Zenglei worked at an agricultural company in Mengyin County, Shandong Province. He was born in 1956. After he started practicing Falun Gong, he benefited both physically and mentally. He was sentenced to jail in 2003. He was persecuted in Shandong Province Prison for a long time. For the past nine years, he has been isolated, and has been beaten so severely that no one can recognize him. His cervical vertebra was fractured. He has been severely affected both physically and mentally. He was not allowed to sleep or use the bathroom. He was repeatedly tortured almost to death.
Mr. Liu Ruping from the Changqing District in Jinan City was a professor of economic management and law. He was also the director of the legal department and a lawyer in Shantian Law Office (License No. 150094120774). He was arrested in 2010 and sentenced to seven years.
In prison, good people are strictly monitored and managed. The authorities' favorites are those who are the cruelest and most wicked, such as those who served as hit men. Practitioners' basic rights are non-existent. We call on more people to pay attention to this matter, condemn the injustices, and help put an end to the atrocities taking place in Shandong Provincial Prison. The evil police and prisoners need to be brought to justice, and illegally-detained Falun Gong practitioners need to be released.
