(Minghui.org) Since former Chongqing Police Department head Wang Lijun fled to the U.S. Consulate in Chengdu City on February 6, 2012, possibly seeking asylum, a string of scandals regarding Zhou Yongkang's and Bo Xilai's corruption, clique forming, persecution of dissidents and plot to usurp power have been exposed. After a series of stories of covert manipulation were revealed, the initiators of the “Chongqing Incident”—Wang Lijun and his boss Bo Xilai—were dismissed from their positions, and Zhou Yongkang became the new focal point. In fact, Wang Lijun, Bo Xilai, together with Zhou Yongkang, Luo Gan and chief culprit Jiang Zemin, are the major perpetrators in the persecution of Falun Gong. They will definitely be held accountable for the crimes they have committed.
Zhou Yongkang Has Committed Monstrous Crimes in Persecuting Falun Gong
Zhou Yongkang, is from Wuxi City, Jiangsu Province, and has worked as Sichuan Province Party Committee head, Public Security minister and Central Political and Judiciary Committee head.
(1) Implementing Policy of Persecuting Falun Gong in Sichuan
Zhou Yongkang was Sichuan Province Party Committee head between December 1999 and December 2002. During his tenure, he actively pushed forward and directly involved himself in the persecution of Falun Gong practitioners. As of December 2002, 43 Falun Gong practitioners had died as a direct result of the persecution in Sichuan Province, making Sichuan one of the provinces in which the largest number of Falun Gong practitioners had died as result of the persecution, and one of the provinces in which the persecution of Falun Gong was the most severe. Zhou not only emphasized numerous times through slander propaganda intensifying the attack on Falun Gong, but also rewarded the public security organs and individuals who actively participated in persecuting Falun Gong. He was also directly involved in carrying out specific persecution in some workplaces. Numerous practitioners were illegally detained in prisons and forced labor camps in Sichuan, such as Nanmusi Women's Forced Labor Camp and Xinhua Forced Labor Camp in Mianyang. In the Nanmusi Forced Labor Camp alone, thousands of practitioners were successively incarcerated.
(2) Working Even Harder to Persecute Falun Gong After Taking Office as Minister of Public Security
Because of his active participation in the persecution of Falun Gong, Zhou Yongkang was promoted to Minister of Public Security. After he took office, the Public Security system became seriously corrupt, the police were no better than bandits.
Zhou Yongkang spared no effort in persecuting Falun Gong, he spoke at meetings of officials at or above the bureau-level in the Public Security Ministry and at teleconferences of the national public security organs, pushing the persecution of Falun Gong forward by saying that “strictly attacking Falun Gong is still the focus of work in China's public security system.” At the same time, he commended and offered material rewards for groups and individuals who actively participated in the persecution. Whenever it was a holiday, or the regime's “sensitive days” or National People's Congress, Zhou especially required “severe attack” be carried out nationwide, leading to arrests of Falun Gong practitioners across China. Police officers publicly declared, “Murders and arson can be ignored, only focus on arresting Falun Gong [practitioners].” From December 2002 to November 2005, within less than three years, it is verified that the number of Falun Gong practitioners who died as a result of the persecution increased from about 700 to 2940.
(3) Crimes Committed After Taking Office as Political and Judiciary Committee Head
In order to continue his persecution policy Jiang Zemin spared no effort to bring Zhou Yongkang into the Politburo, giving him precedence over Luo Gan to control the massive and powerful Political and Legal Affairs Committee (PLAC). The Chinese Communist regime's Political and Legal Affairs Committee is the main organ in charge of persecuting Falun Gong. Jiang's clique sent out the order to “eradicate Falun Gong in three months” numerous times. The PLAC dictates the regime's general persecution policy, and the 610 Office specifically implements the persecution.
The 610 Offices override the law, and implement Jiang's clique and the CCP regime's genocidal policy on Falun Gong practitioners: “ruin their reputation, bankrupt them financially and destroy them physically.” As of today, 3,518 Falun Gong practitioners are verified to have died as a result of the persecution, most of whom were tortured to death. Renowned human rights lawyer Gao Zhisheng made an investigation, and found that the guards employed electric batons to wantonly shock Falun Gong practitioners, including on their genitals. Mr. Gao therefore wrote a public letter to Hu Jintao and Wen Jiabao. He himself was also subjected to similar horrific torture methods. After he went missing, until recently, his whereabouts were unknown. Reportedly, Zhou Yongkang ordered Mr. Gao tortured.
Zhou Yongkang traveled to various places in China in order to implement the persecution of Falun Gong. Wherever he went, the persecution of practitioners in that area was intensified. Practitioners were arrested, or incarcerated in brainwashing centers. The local people in that place were poisoned by lies. According to the Minghui website, Zhou Yongkang has been to many places in China over the past two years, to specifically implement and arrange the persecution. He has committed countless crimes.
(4) Extending the Persecution Outside of China
Zhou Yongkang directly commanded and disrupted overseas rallies supporting Chinese people's withdrawals from the Chinese Communist Party (CCP) and its affiliated organizations. He made use of special CCP agents outside of China, and behind-the-scenes manipulated the overseas Chinese Associations and Students and Scholars Associations and other organizations, inciting hatred. Local hoodlums were brought in to cause trouble and assault people at rallies supporting Chinese people quitting the CCP and its affiliated organizations in San Francisco, New York, Hong Kong and other places.
(5) Zhou Yongkang Sued in Many Countries for Persecuting Falun Gong
CCP officials who have launched and maintained the persecution cannot escape legal punishment. Zhou Yongkang has been sued in many countries for persecuting Falun Gong. He was charged with committing crimes against humanity and genocide.
On August 27, 2001, Zhou Yongkang was sued in the U.S. for crimes against humanity. Mr. He Haiying, 36, Boston resident, delivered the indictment to Zhou's hands.
On July 21, 2006, Zhou was sued in France.
In November 2008, Zhou was sued in Australia.
In November 2009, the Spanish National Court indicted Jiang Zemin, Luo Gan, Bo Xilai, Jia Qinglin and Wu Guanzheng, the five chief perpetrators in the persecution of Falun Gong, charging them with crimes of genocide and torture.
Jiang Zemin, Luo Gan, Zhou Yongkang and 42 others were placed on the Royal Canadian Mounted Police watch list for ordering and participating in the persecution.
(6) He Who is Unjust is Sure to Bring Destruction to Himself
Bo Xilai and Zhou Yongkang's attempt to seize power in the Political and Legal Affairs Committee and even at the highest levels in the CCP has come to naught. For a window of time, Baidu, China's largest search engine, unblocked the CCP's most taboo topic—Falun Gong. At 1:00 a.m. on March 21, 2012, netizens found that they could search Falun Dafa's main book Zhuan Falun on Baidu. On March 22, Baidu once again unblocked the movie “False Fire” that exposes the Tiananmen Self-Immolation hoax. On the evening of March 23, the book Bloody Harvest about organ harvesting was also unblocked on Baidu. Those who have played major roles in persecuting Falun Gong and harvesting organs from living Falun Gong practitioners are Jiang Zemin, Zhou Yongkang, Luo Gan and Bo Xilai, among others. Former Chongqing Police Department head Wang Lijun was personally involved in these crimes.
Zhou Yongkang will inevitably face trial. Those CCP officials who are still participating in the persecution, should no longer be part of it, but step away from the CCP. This would be their wisest choice to protect themselves.
