(Minghui.org) Zhou Yongkang is the highest ranking CCP official who has actively executed the persecution of Falun Gong under Jiang. After Jiang stepped down, he has pushed the persecution forward using the CCP's Political and Legal Committee system. Zhou Yongkang, like Bo Xilai, has done this because he knows that when the persecution ends, that is the day he will be brought to justice.
Liang Shibin, the Domestic Security Chief and 610 Office Chair of Jiangbei District, Chongqing City, personally told Falun Gong practitioners that they were following orders from Bo Xilai and Zhou Yongkang. Liang has led his department in arresting, torturing, and sentencing Falun Gong practitioners. He has also sent them to labor camps and brainwashing centers. Some practitioners have lost their lives, some have been crippled, and some are in dire danger of losing their lives. We see innocent people suffering, with their families torn apart. This is the result of Zhou's orders in just one district out of 2,862 district or county level government bodies.
Crimes Follow Zhou Yongkang Everywhere
Wherever Zhou Yongkang goes, the persecution escalates. He has gone all over the country in the past two years to personally escalate the persecution. One example is his role in the arrest of Shaanxi Province practitioner Mr. Li Xupeng. Soon after Zhou left Xi'an city, the Domestic Security Division and 610 Office officers from Xi'an went to Guangzhou City, Guangdong Province to arrest Mr. Li. More than one dozen armed police officers stormed into his rental home and ransacked his place.
From the end of 2009 to the beginning of 2010, Zhou issued an order to the court system that all Falun Gong cases must be processed harshly and quickly. He was in Shanghai from April 14 to 15, 2010. Falun Gong practitioners who live in the Shanghai suburbs were harassed by local CCP Political and Legal Committees, with some arrested. Those that were not arrested were not allowed to leave their homes during the World Expo period.
In April 2010, 376 villagers from Qingyuan County, Fushen City, Liaoning Province signed a petition on behalf of Falun Gong practitioner Mr. Xu Dawei, who was tortured to death in Dongling Prison. Zhou Yongkang ordered an investigation into this appeal, wanting to find out who initiated the petition and to threaten villagers to not get involved in counteracting the persecution of Falun Gong.
From the end of July to the beginning of August 2010, the 610 Office held a national meeting in Wuhan City, Hubei Province regarding the persecution. Zhou Yongkang repeated Jiang Zemin's order to “eliminate Falun Gong in three months.” He allocated funding to each region for carrying out the persecution.
In August 2010, Zhou visited the 505 Factory in Meishan City, Sichuan Province, where a brainwashing center is located.
In September 2010, Zhou went to Huaihua City, Hunan Province, where the persecution suddenly escalated. The 610 Offices at each level of government harassed practitioners either by going to their homes or with phone calls. They threatened practitioners' families and forced practitioners to sign statements. They also arrested more than a dozen practitioners and took them to a brainwashing center. These practitioners came from counties and small towns in the Huaihua area, as well as the Xiangxi Autonomous Prefecture.
On November 15, 2010, Zhou Yongkang went to Wanzhou District, Chongqing City, and went to the Zhucheng District on November 16. Bo Xilai, the Chongqing City CCP Secretary, was hoping to be the next CCP Political and Legal Committee Secretary in 2012. To curry favor, Bo ordered the arrest of several dozen practitioners on November 16, 2010.
On November 23, 2010, Zhou went from Jinan City to Jining City in Shandong Province. On the evening of November 12, 2010, nearly ten practitioners were arrested in Jinan City, and their homes were ransacked. On December 7, 2010, Shandong province 610 Office workers went to Jining City and ordered practitioners to attend a meeting in the Huanghuai Hotel, where they tried to force practitioners to sign guarantee statements to quit practicing.
In November 2010, practitioners successfully tapped into the Dalian Traffic Radio Station and broadcasted facts about Falun Gong. Zhou went to Dalian and personally arranged the arrests of these practitioners, mobilizing both the police and the military in doing so.
At the beginning of April 2011, Zhou Yongkang went to Wuhan City, resulting in a large scale wave of arrests on April 20 in the Wuchang District. At least 16 practitioners were arrested within three days, and at least 45 practitioners were arrested by the end of May. The city police department acted on Zhou's order to establish a combined task force to monitor practitioners' movements and phone calls and to carry out further arrests. After this wave of arrests, the Wuhan City Yangyuan brainwashing center held at least 18 practitioners, Hubei Province Banqiao brainwashing center detained at least 9 practitioners, Etouwan brainwashing center in Qiaokou District detained at least 7 practitioners, Chenjiaji Brainwashing Center in Jiangan District detained at least 6 practitioners, and Erdaopeng Brainwashing Center in Jianghan District detained at least 11 practitioners.
After Zhou Yongkang went to Yunnan Province in May 2011, the local 610 Offices conducted multiple waves arrests in May and June under his direction. On May 11, 2011, Kunming City 610 Office and police department arrested many practitioners in one day, including Ms. Chen Huanli, Ms. Zhang Xiaohua, Ms. Zhang Xiaoyun, Ms. Dong Biwei, Ms. Gu Liqing, Ms. Ding Guiying, Ms. Peng Zhenglan, and Ms. Guo.
The Jiang Regime Spent Large Funds on Persecuting Falun Gong
The Chinese edition of the Wall Street Journal reported on March 6, 2012, that the China domestic security cost will be more than the cost of the military for the third straight year. On March 5, 2012, according to information released in the People's Congress, in 2012 the budget for police, national guards, courts, prisons, and other public safety measures increased by 11.5%, which is 70 billion yuan, (about $11 billion dollars). Meanwhile, the national defense budget is 67 billion yuan, which increased by 11.2%. Falun Gong has been classified by the CCP as the number one target for suppression since 1999.
One official in the State Planning Committee revealed that in order to persecute Falun Gong, the Jiang regime had spent an extraordinary amount of state funds. Many high ranking corrupt officials have also squandered huge amounts of money on overseas scholars and media to get them to cooperate with the CCP in persecuting Falun Gong. People are using this persecution policy to make money illicitly under a variety of guises. A former high level official in the Liaoning Province Justice Department openly said in a Masanjia Labor Camp meeting in 2004, “The cost for suppressing Falun Gong has surpassed that of a war.”
Pulling Ordinary People into the Persecution
Jiang's regime has used techniques from the Cultural Revolution to force innocent people to get involved in the persecution, such as “group guarantees,” residential registration, neighborhood-level agents, and public denouncement sessions. At the beginning of 2012, Zhou heard that there were many Falun Gong banners seen along some streets of county seats in Shandong Province. He ordered the Qingdao City 610 Office to hold a secret meeting of all towns and townships leaders and CCP secretaries. He ordered them to report Falun Gong practitioners that distributed flyers and their material centers.
From June to August 2011, under Zhou Yongkang's direction, Qijiang County CCP Political and Legal Committee and 610 Office held several brainwashing sessions in the Party School hotel. They mobilized personnel from police, the Procuratorate, the court system, as well as each factory, government office, and community administrators. They were forced to help in the arresting of practitioners.
In November 2011, Zhou went from Shaanxi Province to the Xinjiang Uighur Autonomous Region and held an event in the Science Exhibition Hall to slander Falun Gong. He held a meeting on November 25, 2011. Right after that meeting, CCP organizations forced people to sign a “promise card” to go against Falun Gong practitioners, the same people who live by the principles of Truthfulness-Compassion-Forbearance.
Zhou went to Guizhou Province in December 2011 and ordered middle schools and elementary schools to broadcast propaganda that slanders Falun Gong, and forced students to write articles to attack Falun Gong. Zhou also ordered police and community administrations to take a photo of each practitioner and their homes. They were also forced to register their family members at their work units as “family of Falun Gong practitioner” as an intimidation tactic.
There is a saying, that the heavenly net of justice has no holes. Sooner or later, Zhou will be brought to justice for his crimes.
