(Minghui.org) Falun Gong practitioner Ms. Li Zhongfang from Chengdu City was arrested by officers from the Qingquan Police Station as she talked to people about the persecution of Falun Gong on August 1, 2012. She was incarcerated in the Qingbaijiang District Detention Center for more than 10 days, and then transferred to a brainwashing center.
On the afternoon of August 1, a friend of Ms. Li was called by a man who said that he was Liu Peng from the Qingbaijiang District Police Department (it was believed that Liu found her phone number on Ms. Li’s cell phone). When Liu began questioning her and asked what Ms. Li did for a living, she felt that something was odd and hung up. The following day she tried to contact Ms. Li, but was unable to reach her. Then she called Liu Peng and was told that Ms. Li had been taken into custody in the Qingbaijiang District. Liu demanded to speak to Ms. Li’s daughter face to face, but her daughter could not go because of her busy work schedule.
Ms. Li’s family contacted Liu Peng on August 3. Liu said that Ms. Li had been subjected to administrative detention for 15 days, and that written procedures were unnecessary for administrative detention according to the law. Her family did not believe him and went to the Qingbaijiang District Police Department to talk to him in person. When they arrived there, they were told that Liu Peng was off that day, and were met by an officer surnamed Zhang. Zhang confirmed the 15-day administrative detention, and told the family to go to the Qingquan Police Station to get the written procedures. While they were at the police department, Zhang repeatedly demanded to know Ms. Li’s home address. Her family requested to visit Ms. Li, but were denied. Zhang told them that they could only send clothes and money to Ms. Li. However, when they left some clothes and 200 yuan for Ms. Li, Zhang did not give them a receipt.
While Ms. Li was illegally detained, her family contacted Liu Peng several times to ask about Ms. Li’s condition. They couldn’t reach him until August 14, and then they were notified to pick up Ms. Li the next day. However, when the family went to the Qingbaijiang District Detention Center at 9 a.m. the following day, they were told that Ms. Li had been taken away. They asked who picked up Ms. Li and where she had been taken, but the officials refused to answer these questions. The family didn’t know Ms. Li’s whereabouts until 12:00 p.m, whenhey were told that Ms. Li had been sent to a brainwashing center by Lu Nianhua and other officers from the Renhe Township Masses Office in Qingbaijiang District.
