(Minghui.org) The Chinese Communist Party (CCP) often proclaims itself as saintly but its actions suggest something far different. In particular, it often issues pious sentiments, while committing the most dastardly deeds. It is often customary for the CCP to create a scapegoat to bear any blame that it should bear itself.
An article titled, “The Central Political and Legal Affairs Committee: Police, Procuratorate and Court Will Be Held Accountable for the Duration of Their Life for the Outcomes of the Cases They Handle” was published on all major websites in China on or about August 12, 2013.
This article's message is similar to the following quote from the “Advisory on Earnestly Preventing Unjust, False and Erroneous Cases,” recently released by the CCP's Central Political and Legal Affairs Committee:
“In order to establish a responsible and just system of handling cases, those who hold positions of authority, such as collegial panels, judges, prosecutors and police, will hold responsibility for their behavior during their employment by the state for their entire life. The standards for unjust, false and erroneous cases need to be clarified, and the legal procedures to handle such corruption need to be stated clearly, along with a clear system of punishment for those who commit such acts. Stern actions will be taken against any activities such as extorting confessions by torture, resorting to violence to obtain testimony, or concealing or fabricating evidence.”
On one hand, the CCP utilizes its public security organs (e.g., police, Procuratorate and court) to persecute innocent people. On the other hand, it places the personnel in these public security organs as scapegoats for all of the criminal acts devised by the CCP.
During the persecution of Falun Gong practitioners over the past 14 years, the CCP's police, Procuratorate offices and courts have instigated numerous unjust, false and erroneous cases.
Today, the CCP is facing the difficulty of maintaining its power. In order to deceive the public and maintain the last grasp of its despotic tyranny, it now intends to discard nonessential personnel in the public security organs, using them as scapegoats for all of its crimes against humanity.
Since October 1999, the legal basis on which the public security organs have convicted innocent Falun Gong practitioners has included the following doctrines devised by the CCP: “Ministry of Public Security Announcement,” “Ministry of Civil Affairs Announcement,” “Judicial Interpretations” and “Judicial Interpretations II.”
However, none of these “announcements” and “interpretations” have gone through the legal endorsement process of the People's Congress, so they are simply administrative documents. Empowering these administrative documents with law enforcement power is unlawful in itself.
On April 9, 2005, six years after the persecution of Falun Gong was first launched, the Ministry of Public Security released “Announcement on the Issues Related to the Identification and Banning of Evil Religious Organizations” (document [2005]39). In this announcement, the ministry stated that 14 organizations were identified as “evil cults.” Falun Gong was not mentioned.
In fact, no law exists under which the persecution of Falun Gong in China could be considered legal.
The CCP's Political and Legal Affairs Committee and 610 Office specialize in persecuting Falun Gong practitioners, manipulating police departments throughout China to arrest Falun Gong practitioners and pressuring the courts to illegally sentence Falun Gong practitioners.
The CCP's legal system is not independent. When it comes to Falun Gong in particular, the legal system is instead little more than a tool employed by the CCP to persecute the masses. Charges and terms of penalty are predetermined by the 610 Office and the Political and Legal Affairs Committee. The judge is only a puppet of the CCP. The court hearing only feigns sincerity to deceive the public.
The charge the courts routinely use to convict Falun Gong practitioners is the so-called “300th Article of Criminal Code”--namely, the “crime of sabotaging legal enforcement by organizing and using an evil religion.”
Falun Gong teaches people compassion and tolerance, and people are always free to decide whether to practice or not. It has nothing to do with an evil religion. In fact, China's official list of "evil religions" does not include Falun Gong.
The CCP persecutes innocent people and utilizes all state-run media to spread false propaganda to brainwash the public. Thus, the CCP itself is an evil cult in a true sense.
The courts have never pointed out what particular law bans Falun Gong, or how Falun Gong has “sabotaged legal enforcement.” The truth is that the CCP has manipulated the courts to twist the laws to persecute innocent people. It is thus the CCP that has sabotaged the legal system.
Today, the CCP is at its wits' end, as its days of power are numbered. Hence, it is now trying to attribute all of its atrocious crimes against humanity to the personnel of the public security organs, so as to escape all responsibility.
This is the same ruse it used after the decade of terror of the Cultural Revolution (1966-1976). At that time, the very popular Liu Chuanxin, director of Beijing Police Department, was said to have “committed suicide for fear of his punishment.”
Then, 793 policemen and 17 military officers who had been loyal to the CCP's “Red Line” were gathered in Yunnan Province and secretly executed, while their families were told that they had died in line of duty.
The CCP perpetrators of the Cultural Revolution may have thought that they had narrowly escaped the blame at the end of the Cultural Revolution. However, no one can escape universal justice. As is often said in the West, "What goes around, comes around," and this held equally true for the evildoers of the Cultural Revolution.
The atrocities committed by the CCP have been mounting ever higher and higher, but none can escape ultimate responsibility for what they have done.
For the public security personnel who have been taken advantage of and will soon be deserted by the CCP, the only righteous thing left to do is to stand up for justice and disclose all evidence of the CCP's persecution of Falun Gong. They need to look out for themselves, since the Party won't be doing it for them.
