(Minghui.org) Mr. Luan Ning was arrested in August 2017 for mailing letters that contained information about Falun Gong, a spiritual discipline that has been persecuted by the communist regime since 1999.
His home in Yinchuan City, Ningxia Autonomous Region was ransacked and he has been detained for more than a year. His case was sent to the Yinchuan Intermediate People's Court in September 2018, but the court returned it to the Yinchuan City Procuratorate in October 2018 due to insufficient evidence and because the facts were not clear.
Mr. Luan's arrest was approved by the Xingqing District Procuratorate in mid December 2017. His case was submitted to the Xingqing District Court in March 2018. Under the direction of the Ningxia Political and Legal Affairs Committee and the 610 Office, the Xingqing District Police Department and the District Procuratorate indicted Mr. Luan for “subverting the state.”
The case was later transferred to the Yinchuan City Procuratorate after it was pointed out that these types of cases were not under the district court's jurisdiction. On September 5, 2018, the case was submitted to the Yinchuan City Intermediate Court by the Yinchuan City Procuratorate. Now the case has been returned by the court due to insufficient evidence.
This is not the first time that Mr. Luan Ning has been persecuted for his belief in Falun Gong. Since the persecution started in 1999, he was arrested three times. Two arrests led to his being sentenced to prison for three-year and four-year terms, respectively.
The tortures he experienced in prison included having his head slammed against a wall, being forced to bend over for long periods, sitting on a small stool for long hours, sleep deprivation, being tied up, and hung upside down.
