(Minghui.org) The authorities in Qingdao City, Shandong Province arranged people to install an Internet-connected electrical panel at local resident Ms. Jiang Jing’s home without her knowledge. Ms. Jiang suspected that the panel was installed to monitor her daily life.

Ms. Jiang is a practitioner of Falun Gong, which is a spiritual discipline that has been persecuted by the Chinese communist regime since 1999.

Ms. Jiang and her parents recently moved to the Chengyang District in Qingdao. On November 16, 2020, the manager of a local heater company, Gao, came with an employee surnamed Shao to check whether there was a water leak at Ms. Jiang’s home. In late afternoon, Shao came back with a younger person and replaced Ms. Jiang’s electrical panel with an Internet-connected panel that also displays temperature, without her knowledge.

After Ms. Jiang found out about the new panel, she contacted Gao on December 3, who denied having an employee surnamed Shao. He said that the new panel only uploads temperature to their database, and it’s not used for surveillance. He claimed that they had installed hundreds of such temperature-reading electrical panels in the neighborhood, but he refused to provide further information about why Ms. Jiang was selected for the installation. 

Ms. Jiang said to him that Falun Gong is being persecuted and she urged Gao not to take part in it. Gao said that he could send someone to take the panel off if she didn’t want it.

Ms. Jiang went to Gao’s company to inquire about the panel on December 7. The receptionist told her they must secure customers' permission before installing such panels. At Ms. Jiang’s request, the receptionst contacted Gao, who then promised to come to Ms. Jiang’s home between 1 and 3 p.m. to explain things clearly. But he never showed up. 

After the new panel was installed, Ms. Jiang began to notice one or two cars following her on her way to work and back home every day. When she went to visit friends or family members, she was also followed by plainclothes officers who videotaped her. 

On the evening of November 30, Ms. Jiang’s mother, Ms. Zhang Yuzhen, went to her other residence to pick up some clothes. After she came back, she saw a black car parking behind her. Then a security guard showed up and attempted to take her clothes. She said the clothes were hers, and the security guard returned them to her. 

This isn’t the first time that authorities had installed surveillance device at Ms. Jiang’s home. In spring 2019, Ms. Jiang found an antenna device in her apartment hallway. Since then, her cellphone often automatically connected to unknown wifi. She contacted the property management and was told that the device was placed there to prevent sand dust. In the end, she had to remove it herself.
