(Minghui.org) After the Chinese Communist Party (CCP) launched a nationwide campaign against Falun Gong in July 1999, Xie Yubao, a division leader at the Domestic Security Office of Zhuozhou Police Department in Hebei province, actively carried out the persecution policies during his tenure from 1999 to December 2002.
He was directly involved in numerous cases of unlawful arrests and detention of local Falun Gong practitioners, as well as many other forms of persecution of practitioners, including house search, extortion of money, coercive brainwashing, illegal sentence, forced labor, abuse in psychiatric hospitals, etc.
He often led his officers to beat Falun Gong practitioners, shock them with electric batons, expose them to freezing weather, smash their fingers with chair legs, whip their faces with a wet towel, or hit them with spade handles. Sometimes, they hit the practitioners so hard that the handles broke in half on impact. Some practitioners lost their lives to the brutal persecution, and many more saw their families torn apart.
According to available statistics on Minghui.org, during Xie Yubao's tenure, at least six local Falun Gong practitioners died from torture, four developed mental disorders, three were illegally sentenced to prison, and 33 were taken to forced labor camps. In total, Xie was responsible for 209 cases of illegal detention of practitioners, 1,037 cases of harassment, extortion of at least 969,850 yuan, injuries of many practitioners, and disability of some practitioners.
Xie had unshirkable responsibility for the severe persecution suffered by local Falun Gong practitioners and their families in Zhuozhou, a county-level city in Hebei Province.
Xie often took his officers to search Falun Gong practitioners’ homes for no reason, and they lawlessly took away cash and other personal belongings. For example, they took away Falun Gong practitioner Wang Wenshu’s bank book with 4,500 yuan in deposits as well as 500 yuan in cash; they also confiscated 50,000 yuan in cash from Du Fuxiang’s home.
Deaths at the Hands of Xie Yubao and His Subordinates
Wang Gang, brutally beaten, died at age 42.
Mr. Wang was from Xiweituo Village, Yihezhuang Township, Zhuozhou City.
Five or six officers broke into his home on July 22, 2002, and unlawfully took him to the local Domestic Security Office.
When he refused to “transform” (renounce his faith in Falun Gong), Xie Yubao and his followers fabricated charges against him, and as a result Mr. Wang was sentenced to ten years in prison. He was taken to Division 4 of Baoding Prison, where he suffered severe abuse.
At around 4:00 a.m. on May 27, 2005, prison guards Fan Jianli and Ran Lin came to Mr. Wang’s confinement cell. They bashed him so hard that both his legs were severely injured.
Three days later on May 30, the local hospital said that Mr. Wang needed immediate amputation. Without giving any explanation, obtaining Mr. Wang’s consent, or notifying his family, the hospital conducted an above-knee amputation, leaving only 10cm of his right leg. A strong man of more than 180cm in height was thus permanently disabled.
When his wife heard the news, she and other family members rushed to Baoding Prison to find out what had happened, but the prison denied everything and made things extremely hard for them.
The prison tried to block the news, put Mr. Wang under surveillance 24/7, cut off his contact with the outside world for two years, and denied him all family visitation. To cover up its crimes, Baoding Prison secretly transferred Mr. Wang to Jidong Prison in Tangshan City on June 21, 2007.
His family received a notice from Jidong Prison on October 14, 2009, saying Wang Gang was in critical condition. His family brought him home, but he passed away 18 days later, at the age of 42.
Ge Zhijun, twice unlawfully jailed, died as a result of persecution, aged 42.
Mr. Ge went to Beijing to appeal for Falun Gong on December 1, 1999. He was unlawfully arrested and taken to Zhuozhou Public Security Bureau by Xie Yubao and a few others.
Xie beat Mr. Ge with a thick wooden stick until his body was covered in bruises. The perpetrators also forced Ge to kneel down in the corridor for four or five hours before he was taken to a detention center, where they extorted his family out of 10,100 yuan. Later, Xie extorted another 2,000 yuan out of his family.
Mr. Ge went to Beijing again in 2002 to raise awareness of the persecution of Falun Gong. Xie Yubao and others unlawfully arrested him and had him sentenced to eight years in prison. Ge was taken to Shijiazhuang No.4 Prison, where he was tortured.
Although Mr. Ge was only in his 20s, half his hair had turned grey, he had lost six teeth, and he had suffered from all kinds of conditions, including memory loss, high blood pressure, cerebral infarction, myocardial infarction, arrhythmia, fatty liver, etc.
On February 25, 2014, Mr. Ge was unlawfully arrested again by police and robbed of over 20,000 yuan. He was sentenced to four years in jail even when his blood pressure reading reached 229/165 mmHg.
He was released and returned home on February 5, 2019. By then he had become mentally disordered as a result of the persecution. He spoke incoherently, had a long beard, and kept himself inside the house all day.
After years of persecution, Mr. Ge passed away on November 29, 2020, at the age of 42.
Li Heng died at 51 as a result of persecution.
Mr. Li was a Falun Gong practitioner from Yongle Village, Shuangta District, Zhuozhou City.
He was unlawfully arrested by Xie Yubao and his officers and given three years of forced labor on July 31, 2001.
He was taken to Baoding Forced Labor Camp, where the guards tried to “transform” him by forcing him to half-squat with his hands holding the back of his head for long hours. He was deprived of sleep for several days straight and forced to do labor-intensive work.
Not long after, Mr. Li suffered cerebral thrombosis as a result and his blood pressure went up to 220 mmHg. He lost control of his limbs and had difficulty taking care of himself. The labor camp forcibly injected him with unknown drugs, which made his condition even worse.
He was released on bail for medical treatment in 2002 and became completely bed-ridden two weeks later. Even so, the guards from the labor camp still came to harass him and his family from time to time.
Mr. Li passed away on June 12, 2005. He was 51 years old.
Su Guohua suffered physical and mental torment, died at 73.
Mr. Su was a resident of Liujiayuan Village, Yihezhuang Township, Zhuozhou City.
After the CCP started persecuting Falun Gong in July 1999, Mr. Su went to Beijing to appeal for Falun Gong.
He was unlawfully arrested multiple times by Xie Yubao and other police officers, who beat him, handcuffed him, forced him to wrap his arms around a thick tree for long hours, and shocked him with electric batons.
The police also repeatedly harassed him at home and searched and ransacked his house.
Mr. Su passed away in December 2003 at the age of 73, as a result of years of physical torture and mental torment.
Chen Lingmei, savagely beaten, tortured, jailed, died at 67.
Ms. Chen was from Xiguo Village, Matouzhenbei, Zhuozhou City. She went to Beijing twice to seek justice for Falun Gong, on July 20, 1999, and November 19 the same year.
Xie Yubao, Li Baoping and a few others brought her back and bashed her with wooden planks until her buttocks turned dark blue and her face became disfigured.
The police also shocked her back with electric batons in circles right up to her head. They slapped her in the face and beat her with wooden sticks all over her body. The police also struck her face with a foot-long wooden board.
Ms. Chen was taken to a forced labor camp in 2002.
On August 25, 2014, when Ms. Chen and her husband Mr. Cao Zhaohui were telling people about Falun Gong at a market in Gu’an County, someone reported them to police. Consequently, Ms. Chen was unlawfully sentenced to three years in prison and taken to Division 17 of Shijiazhuang Women’s Prison. Guards instructed inmates to beat Ms. Chen and punish her physically.
Due to years of persecution, Ms. Chen became very weak and could hardly take care of herself. Even so, criminal inmates forced her to stand still against the wall for long hours.
Ms. Chen was released on August 22, 2017. By then, she had already become blind. She passed away not long after, at 67.
Liu Baozhi, forced to live a displaced life, threatened and harassed, died in his 70s.
Mr. Liu was a former employee of North China Aluminium Co., Ltd in Zhuozhou, Hebei Province.
He escaped an unlawful arrest by officers from Zhuozhou Domestic Security Office on September 17, 2001, and started to live a displaced life for the next six years.
Angered by Liu’s escape, a group of police officers turned to assault his son. They shocked him with electric batons and beat him until he could not get up anymore.
The police often broke into Mr Liu’s house at night, forcing his family members to hand over the property deed of their apartment so that the police could sell it by auction and use the money to pay the so-called “fine” imposed on Mr. Liu.
The police also posted a wanted notice in public places, such as railway stations, saying “anyone who reports a Falun Gong practitioner would get a reward of 5,000 yuan.”
The perpetrators also suspended Mr. Liu’s salary and withheld 55,000 yuan of his pension payments.
On the evening of February 25, 2014, a large number of police officers were assigned to Taipingzhuang Village, where Mr. Liu was staying in a rented place. They unlawfully arrested Mr. Liu and confiscated all his Falun Dafa materials, his computer, and other personal belongings, including over 10,000 yuan in cash.
Mr. Liu was later released. However, years of displaced life and repeated intimidation and threats by police took a heavy toll on his health. He passed away soon after he returned home.
Dong Hanjie, severely beaten, tortured and jailed, died at age 50.
Mr. Dong was a Falun Gong practitioner who used to work at Zhuozhou Mining Bureau. He was severely beaten at the hands of Xie Yubao and other officers for going to Beijing to appeal for Falun Gong on December 11, 1999.
The perpetrators beat him with rubber clubs and thick wooden sticks. Some sticks broke into pieces. They also whipped Dong’s face with a wet towel and later took Mr. Dong to a psychiatric hospital for further abuse. At the same time, they colluded with Mr. Dong’s employer to have him fired from his job.
On September 25, 2001, Xie Baoyu and other officers unlawfully arrested Mr. Dong again and detained him at Nanma brainwashing center for six months. Later, Mr. Dong was given two years of forced labor and transferred to Baoding Labor Camp. There, he was shocked with electric batons, hung up in the air with his hands cuffed behind his back, slapped in the face with a shoe sole, forced to stand still facing a wall for long hours, tied to a “death bed,” and so on. One of Mr. Dong’s ribs was broken from a beating.

Mr. Dong died as a result of abuse at Jidong Prison in Hebei on October 10, 2015. He was 50 years old.
Falun Gong Practitioners Who Became Mentally Disordered due to PersecutionCase 1: Lu Ling abused in Nanma brainwashing center
Mr. Lu Ling is from Chang Village, Songlindian Township, Zhuozhou City. He was unlawfully arrested in July 1999 by Teng Guangchen, then CCP Party secretary of Chang Village, and Ren Zhiping, then secretary of the Political and Legal Affairs Committee of Songlin Township.
They took Mr. Lu to the Domestic Security Office, where Xie Yubao tried to force him to give up his faith in Falun Dafa. They detained Mr. Lu for three days before transferring him to Zhuozhou detention center, where he was further detained for 15 days.
Mr. Lu was unlawfully detained three times in total, taken to a brainwashing center twice, and harassed numerous times during the persecution.
The second time he was taken to Nanma brainwashing center, Gao Xuefei, director of the center, slapped Mr. Lu hard in the face. The abuse continued until Mr. Lu became mentally disordered. Only then did the center notify his family members to take him home.
Case 2: Yang Yunfeng tortured in labor camp
Ms. Yang Yunfeng is from Huangtun Village, Zhuozhou City. She was unlawfully taken to a forced labor camp by Xie Yubao in 2000, where she was subjected to all kinds of physical and mental torture. For example, she was forced to squat for long hours, deprived of sleep at night, repeatedly beaten, and shocked with electric batons.
Even after she became mentally disordered, labor camp instructor Yan Qingfen, guard Bai Jie and others still cuffed her to a board for a long time and often beat her and shocked her with electric batons.
At night, people could often hear her screaming and the sound of her being shocked with electric batons in a large office, as well as verbal abuse by perpetrators.
The torture worsened Ms. Yang’s condition. She fell into a trance-like state with dull eyes and could no longer care for herself. She was in her 30s at the time.
Case 3: Yan Xiuxiang physically abused in Baoding Forced Labor Camp
Ms. Yan Xiuxiang is from Beihengqi Village, Sunzhuang Township, Zhuozhou City.
She was unlawfully detained four times, twice taken to brainwashing centers, and twice taken to a forced labor camp, and harassed many times.
In January 2002, Xie Yubao gave Ms. Yan two years of forced labor and took her to Baoding Forced Labor Camp, where she was subjected to physical punishment, including sleep deprivation.
In December 2004, Ms. Yan was again taken to the same forced labor camp to serve a three-year term, during which time she was subjected to more physical torture and mental torment. As a result, she became mentally disordered and often tried to run out, holding a quilt.
Her daughter went to talk with the labor camp many times, begging them to release her mother, but her appeal was rudely rejected each time. Ms. Yan was 53 at the time.
Case 4: Xing Junhua tortured in Baoding Forced Labor Camp
Ms. Xing Junhua used to work at the Zhuozhou Department Store. She went to Beijing to seek justice for Falun Gong in September 1999 but was brought back by police from Zhuozhou Domestic Security Office.
The police shocked her arms, neck and mouth with electric batons and fined her employer 10,000 yuan. She was then fired from her job.
When Ms. Xing was detained for 15 days, Xie Yubao said to her family, “Kill her when you take her home. You won’t be held accountable for anything if you kill a Falun Gong practitioner.”
Xie gave Ms. Xing three years of forced labor on October 22, 2000, and took her to Baoding Forced Labor Camp.
On October 12, 2007, Ms. Xing was unlawfully sentenced to four years in prison for not giving up her faith in Falun Gong.
After she was released, she went to Shuangta Police Station to renew her household registration. The police tried to force her to write a “guarantee statement” to renounce Falun Gong; otherwise they would detain her further. Due to unbearable pressure and threats, Ms. Xing became mentally disordered. She was 48 at the time.
Now she often hides in a corner, shouting, “I’m scared! I’m scared!” She also gets lost when she goes out.
Select Cases of Unlawfully Arrested Falun Gong Practitioners
Case 1: Zhou Yumei beaten in Zhuozhou domestic security office
Ms. Zhou Yumei is from Lintun Village in Zhuozhou. She went to Beijing to seek justice for Falun Gong on November 12, 1999, but was brought back to Zhuozhou Domestic Security Office, where Xie Yubao, Li Baoping, Li Zhenyu, Zheng Jianmin and nearly twenty others beat a group of Falun Gong practitioners who had been unlawfully arrested.
Xie forced Ms. Zhou to kneel on the floor with her arms stretching out to the front. He then put a spade across her arms to balance. When she could not hold it up anymore and it fell, he would beat her.
Ms. Zhou was detained for 15 days and extorted out of 1,000 yuan before she was released. She was in her 60s at the time.
Case 2: Multiple practitioners beaten in domestic security office
Falun Gong practitioners Wang Xiuzhi, Chen Rongchao, Guo Tian’e, Liu Gaiping, Ge Zhijun, all from Lingyun Industrial Corp.Ltd. in Zhuozhou, went to Beijing to appeal for Falun Gong on December 11, 1999.
They were brought back to the Domestic Security Office, where Xie Yubao, Wang Aiguo, Li Baoping and other twenty-odd police officers beat them with spade handles and thick wooden sticks. They beat the practitioners so hard that some handles broke into three pieces and the victims’ buttocks all turned black and blue.
The police forced the victims to get out of the room on their knees.
Ms. Wang Xiuzhi was beaten so badly that she could not pick herself up from the floor.
Mr. Chen Rongchao and Mr. Ge Zhijun were forced to kneel down in the corridor, facing the wall.
A police officer grabbed hold of Ms. Guo Tian’e’ s hair and punched her in the face; Ms. Liu Gaiping was bruised all over, and even now there are visible scars on her buttocks.
The practitioners were unlawfully detained for 15 days, and each of them was extorted out of 10,100 yuan before they were released. Ms. Wang Xiuzhi was sacked from her job, and Ms. Guo Tian’e salary has been suspended to date.
Case 3: Liu Aijuan taken to Baoding Balizhuang Forced Labor Camp
Ms. Liu Aijuan lives on No.2 Street of Zhuozhou City. She was unlawfully arrested and taken to the Domestic Security Office by Xie Yubao and others from the local “610 Office” in 2000 and detained there for 22 days.
Xie also extorted 10,000 yuan out of Ms. Liu’s parents and threatened to demolish their house. Her parents were traumatized as a result, and her father became ill.
Ms. Liu was later given three years of forced labor and taken to Baoding Balizhuang Forced Labor Camp for further persecution. She was in her 30s at the time.
Case 4: Liu Wen shocked with electric batons in labor camp, causing necrosis
Mr. Liu Wen is from Dongyangfang Village, Baichigan Township, Zhuozhou. He was given three years of forced labor by Xie Yubao and others in 2000 and taken to Baoding Balizhuang forced labor camp simply because he went to Beijing to appeal for Falun Gong.
While in the labor camp, guard Li Dayong and four others tied Mr. Liu to a “death bed” and shocked his back, legs, and the insteps and soles of his feet with four electric batons for over an hour, causing nerve necrosis in his lower limbs.
Mr. Liu was later released on bail when he became extremely weak and his life was in danger. He was in his 40s at the time.
Case 5: Miao Lina detained and beaten all over
Ms. Miao Lina worked at the Zhuozhou Geophysical Prospecting Bureau. She was unlawfully arrested and taken to a detention center by Xie Yubao in October 2000 for going to Beijing to seek justice for Falun Gong. Xie also extorted 20,000 yuan out of her family without giving them a receipt.
Ms. Miao was unlawfully arrested again by Xie Yubao and others in 2001 for sending messages to people about Falun Gong and the persecution. She was brutally beaten and her whole body was covered with bruises before she was taken to a detention center. Ms. Miao was in her 30s at the time.
Case 6: Guan Lanmei beaten by local residents instigated by Xie
Ms. Guan Lanmei used to work in Zhuozhou Plant Construction Bureau. She was unlawfully detained by Xie Yubao for 11 days in the spring of 2000 for going to Beijing to appeal for Falun Gong. Xie extorted 20,000 yuan out of her family at the same time.
Ms. Guan went to Beijing again to seek justice for Falun Gong on October 22 the same year. Xie Yubao unlawfully detained her for 15 days, then sent her to a detention center for three months, and extorted another 6,000 yuan from her family.
Xie also instructed four local residents to beat her up with wooden sticks, and Xie’s driver Li Baoping took over 200 yuan in cash from her pocket on the same occasion.
Ms. Guan was in her 60s at that time.
Case 7: Zhang Jingzhong tortured for an entire day
Mr. Zhang Jingzhong is from Beiyuanzi Village, Matou Township, Zhuozhou City.
He used to have severe diabetes and unbearable pain from gallstones. After he started practicing Falun Gong in January 1997, all his illnesses disappeared and he enjoyed a new life with good health.
Mr. Zhang was unlawfully arrested for practicing Falun Gong in October 2000 and taken to the local police station by four officers, including Li Fengzhai and Ye Shuhe.
Xie Yubao and two others from the Domestic Security Office tortured Mr. Zhang for a whole day. They shocked him with electric batons, slapped him in the face, and punched and kicked him.
Mr. Zhang’s face became disfigured and he could hardly see. The perpetrators also extorted 1,000 yuan from his family before releasing him. He was 61 at the time.
Case 8: Wang Wenshu beaten and taken to labor camp
Ms. Wang Wenshu is from Beihengqi Village, Sunzhuang Township, Zhuozhou City.
On the evening of November 16, 2000, Xie Yubao, Xing Guoping and a few other policemen broke into Ms. Wang’s house and unlawfully arrested her and seven other Falun Gong practitioners, who were then taken to Sunzhuang Township government.
Xie slapped her in the face hard and punched and kicked her, saying he would beat her to death if she did not tell him what he demanded to know.
Xie and his subordinates ransacked her house four times, poking everywhere with big iron forks, including their grain storage bin. In the end, they took away a bank deposit book with 4,500 yuan, 500 yuan in cash, and fined the family 3,000 yuan.
Ms. Wang’s husband was so scared that he became mentally disordered. He wandered around everywhere day and night and was too scared to enter his own home.
Ms. Wang was unlawfully detained for four months. Xie Yubao and Yang Yugang further extorted 2,000 yuan from her family as a deposit.
She was unlawfully arrested again and given three years of forced labor on January 25, 2002. She was taken to Baoding Forced Labor Camp by police from the Domestic Security Office. She was in her 60s at the time.
Case 9: Cao Zhaohui subjected to electric shocks while authorities laughed
Mr. Cao Zhaohui is from Beixiguo Village, Matou Township, Zhuozhou City. He was unlawfully arrested and taken to Zhuozhou Domestic Security Division in November 1999 for going to Beijing to appeal for Falun Gong.
Mr. Cao suffered severe torture at the hands of the police, who slashed his face with bamboo splits, shocked him with electric batons, electrocuted him with 30 electric needles inserted into his body, forced him to stand on one leg in a water basin while shocking him with four electric batons, and beating him with rubber sticks. While he was suffering, the perpetrators burst out laughing, saying they were watching a show of “golden rooster standing on one leg.”
Mr. Cao was twice taken to labor camps and sentenced to prison once. Police from the Domestic Security Office often harassed his family. He was in his 50s at the time.
Case 10: Chen Suying beaten with wooden stick full of nails
Ms. Chen Suying is a Falun Gong practitioner from Changzhuang Village, Yihezhuang Township, Zhuozhou City.
Five people from Matou Township government went to the place where Ms. Chen was doing odd jobs to support her family at around 10:00 p.m. on a summer day in 2002 and took her to the Domestic Security Office, where she was brutally beaten.
One police officer bashed her body with a wooden stick full of nails. Her body turned bloody, with blood dripping down from her back. The stick was also covered with blood.
Later, she was taken to a detention center, where she was unlawfully detained for 10 days. After that, the police took her to Nanma brainwashing center, where she suffered another 20 days of abuse. Ms. Chen was 34 at that time.
Case 11: Ms. Xue bedridden after torture by police
Ms. Xue is a Falun Gong practitioner who used to work at Zhuozhou Seismic Station. She was unlawfully detained by Xie Yubao and his subordinates on October 20, 2000 for going to Beijing to appeal for Falun Gong.
The police beat her with wooden sticks, shocked her with electric batons, punched and kicked her, forced her to stand still or kneel on the floor for long hours, etc.
Ms. Xue was so badly tortured that after she was carried home, she could not get off the bed or eat anything for days. Her family was extorted out of 13,000 yuan by police. Ms. Xue was in her 60s at the time.
Case 12: Practitioners shocked with electric batons and exposed to freezing cold
Falun Gong practitioners Cai Shuqing, Jia Wenxian, Cui Tianhe, and Dong Hanjie were employees of the Zhuozhou Mining Bureau. They went to Beijing to appeal for Falun Gong on December 11, 1999, but were unlawfully arrested and taken to the Zhuozhou Domestic Security Office.
Xie Yubao and a group of officers beat the practitioners with wooden sticks. They used so much force that a number of sticks broke into pieces. The officers then used the short sticks to hit the practitioners’ faces.
The perpetrators also shocked the practitioners with electric batons and forced them to move around on their knees. They also forced the victims to take off their warm clothes and opened the windows in the corridor to expose them to extreme cold (the temperature in Zhuozhou often drops below zero in December).
Mr. Cai Shuqing was beaten most severely. His face swelled up to the size of a small basin, and he could not open his mouth. His lower body turned black and blue.
Each of the Falun Gong practitioners was also extorted out of 10,000 yuan and detained for 15 days.
Case 13: Yang Shiliang beaten unconscious, then sentenced to three years
Mr. Yang Shiliang is a Falun Gong practitioner from Shentai Village, Wanglinkou Township, Fuping City, Hebei Province. He was unlawfully arrested by police when he was doing odd jobs in Zhuozhou to support his family.
The police beat him with thick wooden sticks until the sticks broke in half and repeatedly slapped him in the face. Blood ran from his mouth, and he passed out and fell to the floor. Still, the police kept beating him.
He was taken to Zhuozhou Detention Center, where he was unlawfully detained for 11 months before being sentenced to three years in prison. He was held at Taihang Prison in Mancheng and then at Jidong Prison in Tangshan. He was 46 years old at the time.
