(Minghui.org) On June 10, 2021, the 22nd anniversary of the founding of 610 Office, an extralegal agency created to persecute the spiritual discipline Falun Gong, authorities in Mudanjiang City, Heilongjiang Province arrested 28 practitioners, using the excuse to “maintain security” in light of the upcoming July 1 centennial celebration of the Chinese Communist Party.
The new wave of arrests and harassment is also the continuation of the “Zero-out” campaign – the communist regime’s latest effort since last year to force every Falun Gong practitioner on its blacklist to renounce their faith.
Gao Zhongyuan, the new Party secretary and head of the Mudanjiang Police Department, and Yang Guoli, the new secretary of Mudanjiang City Political and Legal Affairs Committee, an extra-judiciary agency tasked with overseeing the persecution, ordered the arrests.
At the time of writing, 11 of the practitioners remain in custody. They are: Ms. Chen Xitao, Mr. Guo Libin, Ms. Fu Yan, Mr. Wang Xinmin, Mr. Zhang Tao, Ms. Zhang Yulian, Ms. Chen Yanwei, Ms. Chen Yanfu, Ms. Xu Guozhen, elderly practitioner Ms. Qu and elderly practitioner Ms. Han.
The other 17 practitioners who have been released are: Ms. Wang Guizhen, Mr. Wang Weilin, Ms. Zhang Chunlan, Mr. Gong Youbin, Ms. Chai Ailian, Ms. Xu Ying, Ms. Li Ping, Ms. Yu Changlan, Mr. Gong Chengge, Ms. Jiang Ying, Ms. Fu Zhaocui, Ms. Tang Ping, Ms. Cao Fengmin, Ms. Yao Lina and her mother, elderly practitioner Ms. Dong and Ms. Zhang.
Below are the details of their arrests.
Practitioners Who Remain in Custody
At 3 a.m. on June 10, led by Kong Liying, Ding Yuhua and Li Jun of the Hailin City Domestic Security Office, a group of officers from the Disan Police Station broke into Ms. Chen Xitao’s home. The police ransacked Ms. Chen’s home and took away her child’s debit card. When Ms. Chen refused to sign the confiscation list, the police signed it on her behalf. Both Ms. Chen and her husband, Mr. Guo Libin, were arrested. Ms. Chen is now held at the Mudanjiang City Detention Center and Mr. Guo is detained at the Hailin City Detention Center (Hailin City is under the jurisdiction of Mudanjiang).
Following the couple’s arrest, the officers also ransacked the home of Mr. Guo’s sister, whose cell phone, speaker, and Falun Gong books were confiscated. It’s not clear whether she was arrested.
The police stayed outside of the couple’s apartment and were on the lookout for other Falun Gong practitioners who came to visit them.
At around 6:30 a.m., officers from the Xiangyang Police Station arrested Mr. Zhang Tao and Mr. Wang Xinmin. The police sprayed pepper water at Mr. Zhang and confiscated his Falun Gong materials and computer. He was given ten days of criminal detention. Mr. Wang was also put on criminal detention, but the term is unknown.
When officers of the Aimin Domestic Security Office went to harass Ms. Chen Yanwei at 8 a.m., Ms. Chen refused to open the door for the police. They then hired a locksmith and broke in. Both Ms. Chen and her sister Ms. Chen Yanfu were arrested and taken to the Daqing Police Station. The police initially gave both of them ten days of detention, and then increased the detention of Ms. Chen Yanwei to fifteen days. The authorities also blocked the sisters’ family from visiting them at the detention center.
Ms. Zhang Yulian’s husband is a bedridden cancer patient relying on her for care, but officers of the Xiangyang Police Station arrested her and put her on 15 days of administrative detention.
Ms. Xu Guozhen was arrested by officers from the Ningan City Disi Police Station. She is now held at the Mudanjiang Detention Center.
Ms. Fu Yan’s home was ransacked during her arrest.
Practitioners Who Have Been Released
Ms. Chai Ailian was arrested at around 6:30 a.m. by officers from the Tielinghe Police Station. Her Falun Gong books, photo of Falun Gong’s founder, printer, and some cash were confiscated. She was released after three hours of detention.
Ms. Yu Changlan was arrested by Ma Xiaohuan and three other officers of the Hualin Police Station. Her Falun Gong books and photo of Falun Gong’s founder were confiscated.
Three officers of the Tiebei Police Station arrested Ms. Dong, for the second time in recent months. Her home was ransacked in the earlier arrest.
Ms. Zhang Chunlan and Ms. Gong Youbin were arrested by officers of the Xiangyang Police Station and had their Falun Gong books confiscated. They were released in the afternoon.
Ms. Wang Guizhen and Mr. Wang Weilin were arrested by officers of the Xiangyang Police Station.
Ms. Li Ping was arrested by officers of Qixing Police Station.
When the police arrested Mr. Gong Chengge, they also ransacked his father’s home.
Ms. Jiang Ying was released at 7 p.m. on the day of the arrest.
Ms. Xu Ying was released around 11 p.m. on the day of the arrest.
Officers of Jiangnan Police Station also arrested another practitioner and ransacked the practitioner’s home. The practitioner was denied admission to the detention center due to high blood pressure and has been released.
