(Minghui.org) Sanctioning human rights abusers has become a consensus among democratic countries. After the U.S. passed the Magnitsky Act in 2016, Canada, the United Kingdom, and the 27-member-country EU enacted similar laws. Australia and Japan are working on the same.
In accordance with these laws, Falun Gong practitioners have compiled lists of perpetrators involved in the persecution of Falun Gong these few years. Every year, they submit several lists to democratic governments, urging them to sanction the named perpetrators.
Starting on July 14, 2021, Falun Gong practitioners in more than 30 countries have been submitting the latest list of perpetrators involved in the persecution of Falun Gong to their respective governments, calling for sanctions on these human rights abusers, including denying entry into their countries and freezing their assets overseas.
Two names on this list are Hao Wenshuai and Zhang Baolin.

Background note
The Dalian Forced Labor Camp in Liaoning Province is a facility for illegally detaining and persecuting Falun Gong practitioners in Dalian. Since 1999, its leadership has followed Jiang Zemin, the former head of the Chinese Communist Party (CCP), in brutally torturing and brainwashing Falun Gong practitioners. To make the practitioners abandon their beliefs, the labor camp used a variety of torture methods on them, both physical and mental, including sexual abuse against female Falun Gong practitioners. More than 400 Falun Gong practitioners were tortured on March 19, 2001. Many were shocked by electric batons for hours. Two female practitioners were forced to jump off the building and one of them died at the scene.
Main crimes
From 1999 to early 2011, Hao Wenshuai was head of the Dalian Forced Labor Camp. It is one of the labor camps with the most severe persecution campaign against Falun Gong practitioners. Despite the ruthless sexual abuse and torture of practitioners that happened here, the center was still deemed a national “advanced group” in “education and 'transformation.'”
Hao Wenshuai repeatedly declared in meetings, “As long as it can 'transform' (Falun Gong practitioners), any method is acceptable.” All persecution orders at the labor camp were given by him. Under his direct command, 16 Falun Gong practitioners were tortured to death and hundreds of Falun Gong practitioners were tortured and subjected to forced labor.
Zhang Baolin was the deputy head in charge of the persecution of Falun Gong at the labor camp. He was one of the main leaders behind the March 19 atrocity.
According to an announcement of the World Organization for Investigating the Persecution of Falun Gong (WOIPFG) on August 10, 2004, Hao Wenshuai and Zhang Baolin were among the first group of CCP officials who had been issued investigation notices by WOIPFG.
According to available statistics, Falun Gong practitioners who died as a result the torture at Dalian Forced Labor Camp included: Zheng Wei, Wang Qiuxia, Sun Lianxia, Qu Hui, Chen Yong, Liu Yonglai, Chen Jiafu, Yu Lixin, Zhang Wannian, Zhang Jun, Sun Ying, Li Yansong, Wang Hong, Sun Qian, Bi Daihong and Li Ping.
More than 30 Falun Gong practitioners (26 female) suffered sexual abuse. Numerous practitioners, including Liu Wencan, Xue Nan, and Hou Chunli, were beaten to disability; Gong Xueqin and her daughter, Yang Ming, along with Li Hua, Liu Hua, and Yan Shoulin were tortured to the point of mental breakdown; and Zhang Guoli was poisoned and became disabled as a result.
The following are some of the crimes committed by Hao Wenshuai and Zhang Baolin during their tenure.
1. The “March 19 Atrocity”
On March 19, 2001, Dalian Forced Labor Camp launched a large-scale campaign to force the practitioners to "transform" (renounce their belief). Under the command of Hao Wenshuai and Zhang Baolin, the leaders of major squadrons and guards were dispatched. They used all kinds of torture methods, trying to force Falun Gong practitioners into writing statements to renounce their faith.
They also forced practitioners to verbally abuse Falun Gong and its founder. If the practitioners refused to comply, they would beat the practitioners with rubber batons and shock them with electric batons. After the torture sessions, many practitioners were left lying in the corridor with wounds all over their bodies, some of them foaming at the mouth and moaning in pain.
The police of the women’s division in the labor camp forced practitioners to sign a statement that insulted the founder of Falun Gong. If the practitioners refused to sign, they dragged the practitioners out and shocked them with electric batons, after taking off their clothes and leaving only underwear. Many were electrically shocked on their face, breasts, and genitals.
Two practitioners were forced to jump off the fifth floor of the building. One of them, 27-year-old Ms. Yu Lixin, died at the site. The other, Ms. Xue Nan, 22, was hospitalized with two broken ribs. In order to force a third Falun Gong practitioner to give up her practice, the guards tortured her for more than 20 hours.

In addition to the hundreds of female practitioners who were tortured, more than 100 male Falun Gong practitioners were also shocked with electric batons on March 19.
The guards in the Dalian Forced Labor Camp often yelled at Falun Gong practitioners, “Jiang Zemin said that killing you has no consequences, so it won’t be counted as a crime if we kill you.”
2. Death Cases
2.1. Ms. Li Ping
Ms. Li Ping suffered severe sexual abuse while in the labor camp. She once recalled, “On April 10, 2003, a prison guard and two inmates pushed me to the ground, wrapped me in a quilt, held me down, and force-fed me. They opened my mouth with a wooden stick and knocked out two of my teeth. They tied me up and left me in a cardboard box for a month. They punched and kicked me, stepped on my hands, feet, legs, and stomach. They used running tap water to flush my face. They hung me from the railing of a small cell three times. I passed out two times. They sexually abused me. They pulled my nipples, stepped on my lower body, and did unsightly movements to me. They cut my eyelashes, shaved my hair, and even shaved my pubic hair. They poured urine on me and released mosquitoes and insects to bite me, especially putting the insects into my clothes.”
During her time in the labor camp, she was kept in a metal cage and had to lay on the ground for four and a half months. The long-term persecution caused severe damage to Ms. Li’s body and she became bedridden and extremely skinny. She died on November 27, 2005.
2.2 Mr. Qu Hui
Mr. Qu Hui was taken to the Dalian Forced Labor Camp on April 13, 2000. There, he was forced to do unpaid labor and was tortured and beaten, resulting in a fractured cervical spine and paraplegia. His genitals developed ulcers due to repeated electric shocks. While paralyzed, he developed edema, and the skin in multiple places on his body cracked open.
After being released, he was confined to his bed at home and struggled with wounds and pain for 13 years. He passed away on February 19, 2014, at the age of 45.
2.3. Ms. Wang Qiuxia
To force Ms. Wang Qiuxia to renounce Falun Gong, the guards instigated prisoners to threaten and intimidate her. They deprived her of sleep for a long time. On June 10, 2001, she was stripped naked and beaten with shoes and bottles filled with water by more than 20 other prisoners. Ms. Wang screamed “Help!” However, the guards on duty stood at the door and watched the situation as she was beaten to death. She was 48.
2.4. Mr. Liu Yonglai
Mr. Liu Yonglai was arbitrarily detained six times before being given a term at the labor camp in March 2001. Qiao Wei and other guards stripped him of his clothes and electrocuted him on the mouth, ears, and the soles of his feet for several hours. He was badly injured. The corners of his mouth were stretched with ropes and sustained two-inch tears. He was tortured on a tiger bench (a seated torture device) as well.
On the evening of July 6, 2001, Mr. Liu was handcuffed and hung up for 6 hours. He was beaten until his leg was broken and the back of his head collapsed. He was beaten to death that evening, at the age of 36. In order to cover up the crime, the labor camp stated that he committed suicide by jumping off the building.
2.5. Ms. Bi Daihong
Ms. Bi Daihong was arbitrarily given a two-year term at the Dalian Forced Labor Camp in January 2003. As she refused to take off her clothes during a body search, the guards ordered the inmates to strip her naked and beat her. She was wounded all over her body, her ears and eyes were injured and most of her face was bruised. After she was knocked down, inmate Zhao Hui stepped down on her mouth, causing her lips to crack and all her teeth to loosen.
Afterwards, Ms. Bi was taken to solitary confinement. Her legs were severely injured, and she limped while walking. After that, she started to have a fever and cough, and also developed amenorrhea and abdominal pain. The pain was so intense that it often made her unable to fall asleep the whole night. She was found to have advanced ovarian cancer and died on September 1, 2005. She was 37.
2.6. Mr. Chen Jiafu
Mr. Chen Jiafu, a faculty member at the Dalian Institute of Light Industry, was arbitrarily given a labor camp term on April 14, 2000. While at the Dalian Forced Labor Camp, he was dragged out of his seat by the guards during a meeting and beaten, simply because he closed his eyes. Zhang Baolin, the deputy head of the labor camp slapped his face and used both his fists and feet to pummel Mr. Chen’s head. While the labor camp head Hao Wenshuai shouted on the stage, “Have him get down on his knees!” The guards forced Mr. Chen to kneel down and wear handcuffs until the meeting ended 2 hours later. Later, Zhang instructed the guards to torture him further. He died on July 1, 2001. He was 41.
2.7. Mr. Zheng Wei
During the “March 19 Atrocity,” Mr. Zheng Wei, with a severely hunched back, was handcuffed and forced to sit on the concrete floor in a big circle with several other practitioners. Every practitioner who did not renounce Falun Gong was brutally beaten and injured. They guards beat Mr. Zheng while insulting and making fun of his disability. They used truncheons, electric batons and handcuffs to torture him and then locked him in solitary confinement to pressure him into abandoning his faith. Weeks later in April 2001, Mr. Zheng died from the torture. He was in his early 40s.
3. Cruel sexual abuse
The Dalian labor camp made use of malicious methods to force Falun Gong practitioners into renouncing their faith, including the sexual assault of female practitioners. The guards sometimes handcuffed practitioners’ hands and feet and pulled their limbs in four different directions. Then they used a mop rod or bundled toothbrushes with bristles outward to penetrate the practitioners’ vaginas. After the practitioners start bleeding, they poured hot pepper water and hot pepper powder into their injured vaginas. This torture put the victim in critical condition; the physical and mental trauma left by this torture method were devastating.
3.1. Ms. Chang Xuexia
By Ms. Chang Xuexia’s own account, “[They] took off my clothes and left me naked. The criminals began to pinch my nipples, pull at my pubic hair, and insulted me. Later, when they knew I did not agree to 'transform,' they used a sink brush to penetrate my vagina. They put a basin of water under me. After poking for a while, they checked if there was any blood dripping into the basin. Upon seeing that I didn’t bleed, they used a bigger shoe brush and penetrated my vagina further.”
3.2. Ms. Wang Lijun
By Wang Lijun’s own account, “They used cloth straps to hang me from a small metal railing with my arms stretched straight and my legs separated in the splits. They hit my vulva with the tip of the back of the chair and kept using insulting language. They poured cold water on me and poured it into my mouth. Sometimes the water squirted out from my nostrils. They tied a lot of knots in a cloth strip; two people pulled the knotted cloth back and forth against my vulva. They stuffed my vagina with chili powder and hit my body with a wooden board. The purpose of the torture was to force me to slander Falun Gong and its founder.”
3.3. Ms. Zhong Shujuan
Guards at the Dalian Forced Labor Camp stretched Ms. Zhong Shujuan’s limbs in four directions and then used toilet brushes to penetrate her vagina and then the protruding end of a chair to strike her perineum. They kicked her genitals with their shoes and used a pointed mop to smash the vulva area. This damaged her vulva and caused ulcers in her perineum. She bled heavily as a result and her lower body swelled. Her two hamstrings were severely strained and she couldn’t squat for more than three months, requiring assistance when going to the restroom.
3.4. Ms. Man Chunlai
By Ms. Man Chunlai’s own account, “They tied me to the headboard of a bunk bed. Pei Ling, Li Jing, Zhao Hui and others prisoners mixed chili power with hot sauce and Zhao stuffed this mixture into my vagina. After they did this to me, I really understood that the persecution of Falun Gong practitioners is most evil.”
3.5. Ms. Han Shuhua
Ms. Han Shuhua, 50, was locked in solitary confinement for refusing to renounce her faith, while serving a two-year term at the Dalian Forced Labor Camp.
Guards Wan Yalin, Yuan Lingyue, and Han Jianmin instigated the prisoners to torture her in every possible way. They hung her up and stretched out her limbs in four different directions. They then slapped her feet with a wooden board, penetrated her vagina with cucumbers and wooden sticks and poured chili water into her mouth. Afterwards, they even poured a thermos bottle of boiling water on her tied feet; both feet blistered immediately. She passed out from the pain. After they took her down, several people dragged her back and forth against the ground until the skin on her feet was scratched off.
