After Ms. Wang Wenfang was denied admission to a detention center following her arrest in 2018 for practicing Falun Gong, the Chaoyang City, Liaoning Province, resident decided to live away from home to avoid being arrested again.
Knowing that the police never stopped looking for her, Ms. Wang lived in fear that soon wore her out. She suffered a mental collapse, and her physical health also declined. Despite her condition, the police still harassed her upon learning that she had returned home. Her mental and physical health continued to decline. She passed away on September 2, 2022. She was 65 years old.
Taking Up Falun Gong
Ms. Wang was dominant and demanding since her youth. She also suffered many ailments, including severe stomach problem, numbness in her hands, and breast hyperplasia.
After taking up Falun Gong in 1996, her symptoms disappeared in five days, and her character also became much more peaceful and considerate.
Arrest and Displacement
Since the Chinese communist regime ordered the persecution of Falun Gong in 1999, Ms. Wang risked her life raising awareness about the atrocity against innocent practitioners. More than ten officers, led by Wang Wenjiang, head of the Beita Police Station, broke into Ms. Wang’s home on November 21, 2018 and confiscated several boxes of Falun Gong materials.
Because she failed the physical examination and was rejected admission to the local detention center, the police had to release her. To avoid being arrested again, Ms. Wang decided to live away from home.
The police returned only a day after she left. Upon finding out that she was no longer home, they attempted to force her son to reveal her whereabouts. When he refused to comply, they put her on the “Wanted” list.
Predicament While on the Run
Ms. Wang felt tremendous pressure every time she thought about being arrested again and possibly given a lengthy prison sentence. Unable to use her bank account (to avoid government surveillance) or find a job, she stayed in an apartment provided by the local practitioners. She relied on them to deliver some food and clothing to her.
In the freezing winter, her only heat was the small mud stove that she also used to cook. Whenever someone knocked on the door, including a practitioner, she was very scared and asked in a trembling voice who it was. Even the sound of the wind or leaves left her deeply terrified, as she suspected it was the police coming to arrest her.
She always turned on only a small light in the room, fearing that others would realize someone was there if she made the room too bright. She was so paralyzed by her fear that her mental and physical health quickly declined.
One day when a practitioner came to visit Ms. Wang, she wasn’t in the room. The practitioner then called her name and she walked out from behind the door. She said she was very scared when hearing someone coming and then hid behind the door. She was relieved only after she confirmed that it was a practitioner.
Shortly after, the local community began to conduct a census. This caused more pressure to Ms. Wang. With the help of local practitioners, she moved to an apartment with a heat supply. Although her living environment improved, she still couldn’t get over the fear that she was on the “Wanted” list and always kept the window closed and curtains down. She had a mental collapse and began to have hallucinations that someone was always in her room.
Given her condition, the practitioners had to take her back home. After police chief Wang Wenjiang found out, he ordered his subordinates to harass her again. They sometimes peeked into her home through the windows, sometimes called her son, and sometimes went to her son’s home to ask him about Ms. Wang.
Ms. Wang eventually succumbed to the mental pressure and passed away on September 2, 2022.
Persecution of Another Practitioner
While searching for Ms. Wang, the police found out that she once house sat for another practitioner, Ms. Jiang Cuilian. They then went to search Ms. Jiang’s home but didn’t find anything.
The police broke into Ms. Jiang’s home again on June 11, 2020. As she wasn’t home, the police arrested her husband, who didn’t practice Falun Gong, and interrogated him at the police station for a day. Terrified, the elderly man, not knowing Ms. Wang’s exact location, told the police the subdivision that she often went to in the past.
The police managed to locate the first apartment Ms. Wang stayed at and began to monitor the place. When two practitioners went there on June 29, 2020, they were arrested by the police on the lookout, who deceived them into opening the door by saying the place was leaking water downstairs. The two practitioners were released after seven days of detention.
Unable to find Ms. Wang, the police arrested Ms. Jiang, then 68, on September 6, 2020, with the charge of “harboring criminals.” She was held at the Chaoyang City Detention Center for a year and released on September 6, 2021. As a result of the torture, she could no longer talk, but could only utter a few words when she was released.
The Perpetrator––Wang Wenjiang
Wang Wenjiang
Wang, 51, has headed several police stations and police departments since the early 2000s. He was later promoted as the deputy director of Shuangta District, overseeing the local police department and justice bureau. He is now head of the the Police Department of Lingyuan City, which is under the administration of Chaoyang.
While in office, Wang has always actively participated in arresting, harassing, intimidating, and extorting local Falun Gong practitioners. In addition to the ordeals of Ms. Wang and Ms. Jiang, at least four practitioners were sentenced to prison during his tenure as head of the Beita Police Station. Among them, Ms. Liu Zhixian was sentenced to one year in prison, Ms. Niu Shuqin was sentenced to three years, and both Mr. Pan Yufeng and Mr. Yin Baohe were sentenced to five years.
