(Minghui.org) Editor’s note: In both Western and Chinese culture, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is Truthfulness-Compassion-Forbearance. The universe will reward acts that are in harmony with these principles, while beating, torturing, and killing people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while doing evil will meet due retribution. Articles such as this are meant as a compassionate reminder of this principle to those who would commit wrongdoing.
The suppression of Falun Gong in China remains unabated since the Chinese Communist Party (CCP) launched a nationwide campaign against this peaceful mind-body practice in July 1999. It was confirmed in 2021 that 132 Falun Gong practitioners lost their lives to the persecution, 1,187 practitioners (the oldest being 88) were sentenced to prison, and 16,413 practitioners were arrested and harassed for their faith in 2021 or earlier years.
Yet the persecution harms more than those whom it targets specifically. Many people, both ordinary citizens and CCP agents who were involved in persecuting innocent practitioners for their faith in Truthfulness-Compassion-Forbearance, have met with consequences over the years, including 68 secretaries of the Political and Legal Affairs Committee (PLAC) in 2021. Among these PLAC officials, some were arrested, some were under investigation or have been sentenced, and others committed suicide.
In the persecution of Falun Gong, the PLAC, an extra-judiciary agency given power to override the public security and judiciary branches, serves as the mastermind for policy making and the police, public prosecutors, and courts were all under its command.
Among the 68 PLAC secretaries who met with consequences for their involvement in the persecution, eight were from Guangdong Province, followed by seven in Heilongjiang and five in Liaoning. Twenty-three other regions had cases between one and four.
Below are the detailed information of the 68 PLAC officials.
Eight Cases in Guangdong Province
1. Chen Wenmin
Chen Wenmin was born in Puning, Guangdong in January 1956. He served as Deputy Secretary of the Zhaoqing City Party Committee and PLAC Secretary in February 2007 and was appointed as the Deputy Secretary-General of the Guangdong PLAC in September 2009. In May 2013, he became the deputy secretary of the Guangdong PLAC and the director of the Provincial Stability Maintenance Office. He retired in June 2017 and was expelled from the Party in August 2021.
During Chen’s tenure, nine local Falun Gong practitioners died as a result of the persecution.
2. Jiang Kaixin
It was reported on May 11, 2021, that Jiang Kaixin, Deputy Secretary of Guangdong PLAC, was fired. On December 10, he was expelled from the CCP and was under investigation.
Jiang, 56, is from Puning, Guangdong. Since April 2006, he has been a member of the Party Committee and Deputy Director of Jieyang City Police Department. In December 2007, he was promoted to Deputy Secretary of the Jieyang City Police Department. He became the Shantou City Deputy Mayor and Director of the Police Department in October 2011. In July 2014, he was appointed as the Deputy Mayor and Director of the Police Department of Foshan City. In June 2017, Jiang was promoted as deputy secretary of the Guangdong PLAC.
During his tenure, Jiang participated in many arrests, interrogation and torture of local Falun Gong practitioners. He is primarily responsible for the deaths of practitioners Huang Yongzhong, Wu Jingfang, and Huang Sujun.
3. Lin Zhuangsen
In December 2021, Lin Zhuangsen, deputy secretary and deputy director of the Chaozhou Municipal People’s Congress Standing Committee, was investigated for serious violations of discipline and law.
Lin, born in September 1963, is a native of Shantou, Guangdong. Throughout his tenure, he served as director of Raoping County Police Department, Xiangqiao District Police Department, and Chaozhou City Police Department, as well as member of the Standing Committee of Chaozhou Municipal Committee, secretary of the Chaozhou City PLAC, deputy secretary of Chaozhou Municipal Committee, and Deputy Secretary of Chaozhou Municipal People’s Congress Standing Committee.
During Lin’s tenure as deputy director and deputy secretary of the Chaozhou Municipal Police Department, a 30-year-old Falun Gong practitioner from the Chaozhou Post and Telecommunications Bureau died in the persecution in January 2003.
4. Huang Yibin
It was reported on December 14, 2021, that Huang Yibin, Member of the Standing Committee of the Puning Municipal Party Committee and Secretary of the PLAC of the Municipal Party Committee, was suspended for serious violations of law. He turned himself in and is currently under investigation.
Huang, born in April 1963, is a native of Puning, Guangdong. He served as deputy mayor of Puning Municipal Government, member of the Standing Committee of the Puning Municipal Party Committee, secretary of the PLAC of the Municipal Party Committee, deputy secretary and deputy director of the Party Group of the Standing Committee of the Puning Municipal People’s Congress.
5. Zheng Jia
Zheng Jia, born in December 1960, is a native of Lufeng City, Guangdong Province. From December 2005 to January 2006, he served as the deputy secretary of the Lufeng Municipal Committee and the secretary of the PLAC. Between September 2015 and December 2016, he served as member of Shanwei Municipal Committee and secretary of the Shanwei PLAC.
6. Huang Tiansheng
Huang Tiansheng is a member of the Standing Committee of the Yunfu Municipal Party Committee and Secretary of the PLAC. In June 2021, Huang was suspended for serious violations of law. He turned himself in and is currently under investigation.
Huang was responsible for the persecution of local Falun Gong practitioners, Shen Xuemei, Chen Yuanying, Chen Jianguo and others, during his tenure in Luoding and Fuyun City.
7. Chen Junqin
It was reported on October 15, 2021, that Chen Junqin, Deputy Mayor of Meizhou City, Director of the Municipal Police Department, and Deputy Secretary of the Meizhou PLAC, was investigated for serious violations of the law.
During Chen’s tenure, many Falun Gong practitioners were arrested and sentenced, including Guo Yafen, Zeng Haiping, Li Qunzhao, and Li Yixiu. He has also hosted many propaganda activities against Falun Gong in Meizhou City.
8. Qiu Xiaoliang
Qiu Xiaoliang was appointed as a member of the Standing Committee and Secretary of the PLAC of Meixian District, Meizhou City in April 2020. He ordered the arrests and harassment of many local practitioners during the “Zero-out” campaign. Three of them, Li Linglian, Li Qunzhao and Li Yixiu were arrested and sentenced. In September 2021, Qiu became a member of the Standing Committee and the head of the United Front Work Department in Meijiang District. Only two months later, on November 3, 2021, he was put under investigation for violation of law.
Seven Cases in Heilongjiang Province
1. He Jianmin
In June 2021, He Jianmin, deputy secretary of the PLAC of Heilongjiang Province and a major perpetrator of persecution in Heilongjiang Province, was investigated for serious violation of law.
He was born in November 1963. He became the deputy chief and secretary of the Party committee of the Heilongjiang Provincial Public Security Department in December 2001. In October 2016, he was promoted to the deputy director of the provincial Public Security Department. In November 2018, he became the deputy secretary of the PLAC of Heilongjiang Province.
Heilongjiang Province is one of the provinces where the persecution of Falun Gong is the most severe. The numbers of Falun Gong practitioners who are arrested, detained, and sentenced have always ranked at the top in the country.
During He’s tenure, at least three local Falun Gong practitioners died as a result of the persecution.
2. Wo Lingsheng
In July 2021, Wo Lingsheng, former deputy secretary of the PLAC of the Heilongjiang Provincial Party Committee, was investigated for serious violations of law.
Wo was born in Longjiang City, Heilongjiang Province in June 1958. He was a senior political instructor.
From February 2004 to November 2006, Wo served as a member of the Standing Committee of the Qiqihar Municipal Party Committee and secretary of the PLAC. From October 2012 to November 2014, he served as Party Secretary and Director of Heilongjiang Provincial Department of Justice, and the first political commissar of the Provincial Prison Administration. From November 2014 to December 2017, he also served as a member of the Provincial PLAC. From December 2017 to November 2018, he was promoted as the deputy secretary of the Heilongjiang PLAC.
During his tenure as secretary of the Qiqihar PLAC, nine Falun Gong practitioners including Xu Linshan and Ma Wensheng died as a result of the persecution.
3. Sun Bo
Sun Bo was a member of the Standing Committee of the Shuangyashan Municipal Committee and secretary of the PLAC. In June 2021, Sun was investigated for serious violations of law.
4. Yang Gang
It’s reported on March 15, 2021, Yang Gang, former member of the Daxing’anling Prefectural Party Committee and Secretary of the PLAC, was placed under investigation.
Yang, born in September 1964, is a native of Funing, Hebei Province. He used to be the head and secretary of Party committee of Huma County. He served as a member of the Daxing’anling prefectural committee and secretary of the PLAC from November 2017 to September 2020;. He was removed from office in September 2020.
5. Du Xiangshan
It’s reported on July 20, 2021, Du Xiangshan, Member of the Standing Committee of the Nenjiang Municipal Party Committee and Secretary of the PLAC, was investigated for serious violations of law.
6. Wang Enlong
It’s reported on November 29, 2021, Wang Enlong, Secretary of the Zhaozhou County Party Committee, was placed under investigation for serious violations of law. He was removed from office and expelled from the Party. His assets obtained through bribery were confiscated.
Wang, born in March 1968, is from Mingshui, Heilongjiang. From November 2006 to June 2009, he served as Deputy Secretary of the Longfeng District Committee and Secretary of the PLAC of Daqing City. From June 2009 to April 2012, he served as the Deputy Secretary of Daqing PLAC. From April 2012 to December 2015, he was promoted as the Executive Deputy Secretary of the Daqing PLAC. And from July 2018 to August 2021, he served as the secretary of the Zhaozhou County Party Committee.
From June 2009 to April 2012 alone, eight Falun Gong practitioners in Daqing City died of persecution.
7. Yu Zhongyuan
In May 2021, Yu Zhongyuan, executive deputy secretary and chief staff member of the PLAC of Zhaoyuan County, Daqing City, Heilongjiang Province, was investigated for serious violations of law.
Yu, born in 1969, is a native of Zhaoyuan County, Heilongjiang Province. In March 2020, he was transferred from Zhaoyuan County Transportation Bureau to Zhaoyuan County PLAC. During his tenure, he actively cooperated with the “Zero-out” harassment campaign. Many local practitioners were harassed and ordered to sign statements to renounce Falun Gong. Some who refused to comply were demoted or had their salaries reduced.
Five Cases in Liaoning Province
1. Xue Heng
It’s reported on August 3, 2021 that Xue Heng, the former vice chairman of the Liaoning Provincial Political Consultative Conference and the director of the Liaoning Public Security Department, was investigated for serious violations of law.
Xue, born in November 1955, is a native of Suizhong, Liaoning Province. In March 2011, he served as Director of the Liaoning Provincial Public Security Department, Deputy Governor of Liaoning, and Deputy Secretary of the Provincial PLAC. In January 2016, he was appointed as the vice chairman of the Liaoning Provincial Political Consultative Conference.
During Xue’s tenure, he actively implemented the persecution policy against Falun Gong. With the excuse of “maintaining stability,” he directed and deployed the public security system to target the practitioners. During the two years he served as the director of Liaoning Public Security Department, several mass arrests of the practitioners took place, after secret police monitored the practitioners’ lives for a period of time. Twenty-nine local practitioners died as a result of the persecution.
Xue’s wife, Yang Jiuying, also participated in the persecution after she became the secretary of Jinzhou PLAC in June 2008.
2. Yang Jiuying
Xue Heng’s wife, Yang Jiuying, served as the secretary of Jinzhou PLAC from June 2008 to May 2013, and was also an important member of the Jinzhou 610 Office. During Yang’s tenure as secretary of the Jinzhou PLAC, hundreds of practitioners were arrested and imprisoned. She also barred local lawyers from defending the practitioners. As a result of the persecution, three local practitioners, Xiao Yubin, Huang Cheng, and Hu Fengkui, passed away.
She is now also under investigation for corruption.
3. Cong Zhihong
On the morning of December 13, 2021, Cong Zhihong, deputy secretary of the Chaoyang City PLAC, fell to his death from a building. Cong, born in 1974, started to work in Chaoyang City Public Security System in 1997. He used to be an instructor of the Guangming Police Station. He later became the director of Chaoyang City Detention Center, and then Party secretary and director of Jianping County Police Department. Between May 2021 to December 13, 2021, he served as the deputy secretary of Chaoyang City PLAC, in charge of the “Zero-out” campaign.
4. Yin Xun
Yin Xun was born in August 1964. From October 2013 to December 2015, he served as a member of the Standing Committee and Secretary of the Guta District PLAC of Jinzhou City. During his more than two years in office, nearly 20 local Falun Gong practitioners were arrested. Six of them were later sentenced and several were extorted of huge sums of money. Wang Yanqiu and Qu Wei died as a result of the persecution. A report on September 2, 2021 indicated that Yin is now being investigated for corruption.
5. Zhang Mingyou
Zhang Mingyou, the former secretary of Xinbin County PLAC of Fushun City, was put under investigation in November 2020 and sentenced to 18 years in prison in 2021. His wife died of cancer in 2018.
Zhang, born in February 1964, is a native of Liaoyuan, Jilin Province. From March 2012 to May 2019, he served as a member of the Standing Committee of the Xinbin Manchu Autonomous County Committee and secretary of the PLAC. In August 2019, he served as the director of the Standing Committee of the People’s Congress of Xinbin Manchu Autonomous County.
During his tenure as the PLAC secretary, Zhang mobilized the public security department, legal system, community workers, and radio and television stations to execute the persecution policy. At least 52 local practitioners were arrested, 214 were harassed, 10 were sentenced and 1 died. There was another practitioner fired and two had their pensions suspended.
Four Cases in Sichuan Province
1. Xu Min
It’s reported on November 5, 2021 that Xu Min, the executive deputy secretary of the Pengshan District PLAC of Meishan City, was investigated for corruption.
Xu was born in December 1975. From August 2000 to September 2003, he was appointed as the deputy director of the Guanyin Police Station in Pengshan County. He became the political director of Pengshan District Police Department in 2014 and then 610 Office director in 2015. From 2017 to February 2019, he served as the deputy secretary of the Pengshan District PLAC and the director of the 610 Office (Stability Maintenance Office). Since February 2019, he served as the executive deputy secretary of the Pengshan District PLAC. He closely followed the persecution policy and actively ordered the persecution. During his tenure, Falun Gong practitioner Deng Jiangang died as a result of the persecution.
2. Xian Mingfan
In December 2021, Xian Mingfan, the former secretary of Yilong County PLAC of Nanchong City, was investigated for corruption.
Xian, born in March 1966, is a native of Yilong County, Sichuan Province. He served as deputy mayor of Langzhong City from March 2009 to November 2011; a member of the Standing Committee of the Langzhong Municipal Committee and secretary of the PLAC from November 2011 to October 2016; and a member of the Standing Committee of the Yilong Countyand secretary of the PLAC from October 2016 to November 2021. During his tenure, he directed the persecution in the Nanchong area and three Falun Gong practitioners died as a result.
3. Liao Weizhong
It was reported on March 7, 2021 that Liao Weizhong, an inspector of the Chengdu City PLAC (former director of 610 Office), was investigated for corruption.
Liao, born in June 1964, is a native of Chengdu, Sichuan Province. He previously served as secretary of Shuangliu County PLAC, deputy county magistrate and deputy secretary of Chengdu Development and Reform Commission. He was the director of Chengdu 610 Office and inspector of PLAC from August 2017 to January 2019. During his tenure in the 610 Office, 34 practitioners were sentenced to prison.
4. Xiao Lei
In January 2021, Xiao Lei, the former chairman of Guang’an Chairman of the Chinese People’s Political Consultative Conference was investigated for corruption. Xiao, born in March 1959, is from Linshui, Sichuan. He also served as a member of the Standing Committee of the Guang’an Municipal Party Committee and secretary of the PLAC from November 2011 to November 2016. He is involved in the arrests of nearly 20 local practitioners on May 6, 2016.
Four Cases in Hainan Province
1. Song Shunyong
It’s reported on February 1, 2021 that Song Shunyong, a former inspector of the Hainan Provincial Public Security Department, was investigated for corruption. Song, born in October 1956, is a native of Hengyang, Hunan. He used to be an inspector of the Hainan Provincial Public Security Department. He also served as deputy director of Sanya Police Department.
From September 2008 to November 2015, he was a member of the Party Committee of Hainan Provincial Public Security Department, Member of the Standing Committee of the Haikou Municipal Party Committee, Secretary of the PLAC, Director of the Municipal Police Department and Secretary of the Party Committee. In November 2015, he was appointed as an inspector of the Hainan Provincial Public Security Department, before retiring in October 2016.
From May 27 to November 8, 2015, 61 Falun Gong practitioners in Haikou City, Hainan Province submitted criminal complaints against Jiang Zemin to the Supreme People’s Procuratorate and the Supreme People’s Court, urging the authorities to bring Jiang, the former head of the communist regime who ordered the persecution, to justice. Most of the practitioners were retaliated by the Hainan police as a result.
2. Chen Xiaoya
Chen Xiaoya, born in June 1963, is a native of Ledong, Hainan. From May 2020 to September 2021, he served as a member of the Standing Committee and Secretary-General of the Sanya Municipal Party Committee, Director of the Municipal Party Committee Office, and Secretary of the Municipal PLAC. It’s reported in September 2021 that he was placed under investigation.
3. Li Deshen
Li Deshen, the former executive deputy secretary of the PLAC of the Dongfang City and the former director of the Municipal Justice Bureau, was put under investigation in November 2021.
4. Wu Chuanzhu
Wu Chuanzhu, born in December 1961, is a native of Haikou, Hainan. He used to be the secretary of the Ledong Li Autonomous County Party Committee. From October 2015 to September 2017, he served as Deputy Secretary of the Haikou Municipal Party Committee, Secretary of the PLAC, and President of the Party School. Since September 2017, he became a member of the Party Committee of Ledong Li Autonomous County, Hainan Province.
In 2015, 61 people in Haikou City sued Jiang Zemin for persecuting Falun Gong. A retired female teacher from Hainan Normal University was arrested. Wu is the main person responsible for the persecution.
On June 29, 2021, Wu was sentenced to 14 years in prison and fined 3.6 million yuan.
Three Cases in Hunan Province
1. Yuan Weixiang
Yuan Weixiang, former member of the Standing Committee of the Chenzhou Municipal Party Committee and secretary of the PLAC, was put under investigation on February 2, 2021. He was also expelled from the Party and removed from public office.
Yuan, born in September 1966, is a native of Rucheng County, Hunan Province. From July 2019 to February 2021, he served as a member of the Standing Committee of the Chenzhou Municipal Party Committee and secretary of the PLAC.
2. Chen Lijun
Chen Lijun, former member of the Standing Committee of the Longhui County and Secretary of the PLAC, was expelled from the Party and removed from public office in January 2021.
Chen, born in July 1962, is a native of Longhui, Hunan. Since September 2016, he served as a member of the Standing Committee of the Longhui County and PLAC Secretary. He is responsible for the arrests of Ms. Wang Lijuan and another elderly practitioner on July 29, 2019.
3. Zhou Xinhui
Zhou Xinhui, secretary of the Qiyang County Party Committee, was put under investigation on June 15, 2021.
Zhou, born in August 1968, is a native of Dong'an, Hunan. From August 2002 to March 2012, he served as a member of the Standing Committee of the Daoxian County, Secretary of the PLAC, Executive Deputy County Head, and Deputy Secretary of the County Party Committee. He actively participated in the persecution of Falun Gong practitioners.
Three Cases in Henan Province
1. Gan Rongkun
Gan Rongkun, member of the Standing Committee of the Henan Provincial Party Committee and secretary of the PLAC, was investigated for serious violations of law on June 1, 2021.
From August 2013 to July 2016, Gan served as the deputy governor of Hubei Province and a member of the Provincial Party Leadership Group. He was the secretary of Heilongjiang Province PLAC between July 2016 and August 2019, and then Secretary of Henan Province PLAC from September 2019 to June 2021.
2. Wang Wenhai
Wang Wenhai, director of the Henan Provincial Department of Justice and Secretary of the Party Committee, was investigated for serious violations of law on July 14, 2021.
Wang served as Deputy Secretary of the Henan PLAC since February 2006. He was also appointed to lead the provincial 610 Office in February 2007. In March 2008, he became the head of the Henan Provincial Department of Justice and the secretary of the Party Committee. He retired in June 2017. During Wang’s tenure, at least a dozen Falun Gong practitioners died as a result of the persecution.
3. Yu Donghui
Yu Donghui was a member of the Standing Committee of the Zhengzhou Municipal Committee of Henan Province and Secretary of the PLAC. He used to be the vice president and member of the Judicial Committee of Puyang Intermediate Court, as well as the president and Party secretary of Luoyang Intermediate Court. From September 2018 to May 2021, he served as a member of the Standing Committee of the Zhengzhou Municipal Party Committee and secretary of the PLAC. In May 2021, Yu was investigated for serious violation of law. He has been involved in wrongfully sentencing many practitioners.
Three Cases in Zhejiang Province
1. Sheng Xiafeng
Sheng Xiafeng, deputy secretary of the Shengzhou City Committee and secretary of the PLAC, was dismissed for investigation in January 2021. During his tenure, several brainwashing sessions were held in Shengzhou City. Practitioners Zhang Liangsu and Guo Youqin were taken to a brainwashing session in a hotel. Another two practitioners, Xu Zhufen and Wang Wenjun, were sentenced by the Shengzhou City Court between 2020 and 2021.
2. Tao Chenghua
Tao Chenghua, former secretary and chairman of the Jinhua Political Consultative Conference in Zhejiang Province, was dismissed from public office in January 2021 for taking bribes.
From July 1999 to September 2000, Tao served as secretary of Wuyi County Commission for Discipline Inspection and secretary of PLAC. From September 2006 to January 2012, he served as a member of the Standing Committee of the Jinhua City and Minister of Propaganda. Between August 2012 to March 2016, he was the deputy secretary of Jinhua Municipal Party Committee and PLAC Secretary. In March 2016, he became the Secretary and Chairman of the Leading Party Group of Jinhua People’s Political Consultative Conference.
Tao is responsible for the death of Ms. Shao Yunzhu, of Jinhua City, on July 12, 2015, only one month following her arrest on June 2, 2015.
3. Jiang Xunbo
Jiang Xunbo, born in April 1957, is a native of She County, Anhui Province. He used to be the Deputy Secretary of the Quzhou Municipal Committee and Secretary of the PLAC. He was indicted for taking bribes in September 2021.
Three Cases in Anhui Province
1. Xu Gang
Xu Gang, born in September 1964, is a native of Si County, Anhui Province. He was sentenced to 13.5 years and fined 700,000 yuan on September 28, 2021.
Between January 2002 and 2018, Xu served as director and secretary of the Party Committee of Suzhou Municipal Police Department, secretary and director of the Party Committee of Lu’an Police Department, member of the Standing Committee of the Fuyang Municipal Party Committee, secretary of Fuyang City PLAC, Party secretary of Fuyang Police Department, deputy Party secretary and executive deputy director of the Anhui Provincial Public Security Department.
Between September 2018 and March 2020, he was the executive deputy secretary of Anhui Provincial PLAC.
During Xu’s time in office, at least three local Falun Gong practitioners died as a result of the persecution.
2. Ling Yong
Ling Yong, Secretary of the PLAC of Susong County, Anhui Province and Director of Public Security Department, was investigated for serious violations of law on May 10, 2021.
Ling, born in 1973, is from Dongzhi County, Anhui Province. Since 2013, he has held major positions in the political and legal system of Susong County, such as the chief of public security and the secretary of the PLAC. In order to gain political achievements, Ling actively persecuted Falun Gong practitioners.
3. Hou Hua
Hou Hua, former member of the Standing Committee of the Suzhou Municipal Party Committee and Secretary of the PLAC, was investigated for serious violations of law in November 2021.
Hou, a native of Bozhou, Anhui Province, was born in November 1963. He was a member of the Standing Committee of the Suzhou Municipal Committee and secretary of the PLAC. From June 2018 to March 2019, he served as a member of the Standing Committee of the Bozhou Municipal Party Committee, Secretary-General of the Municipal Party Committee, and Secretary of the PLAC.
Three Cases in Jilin Province
1. Tian Ye
Tian Ye, born in September 1954, is from Gongzhuling, Jilin Province. On July 22, 2021, Tian, former vice-chairman of the Siping People’s Political Consultative Conference, was under investigation for serious violations of law.
Since December 2001, Tian served as Secretary of the Siping City PLAC. In January 2007, he became a member of the Standing Committee of the Siping Municipal Committee, Secretary of the PLAC, and Director of the Municipal Police Department. In June 2011, he was appointed as a member of the Siping Municipal Committee and Secretary of the PLAC. And in January 2012, he became the vice chairman of the Siping People’s Political Consultative Conference.
During Tian’s tenure, at least four Falun Gong practitioners died as a result of the persecution.
2. Xia Mingjun
On October 19, 2021, Xia Mingjun, secretary of the PLAC of Changchun New District and director of the Police Department, was placed under investigation.
While serving as the director of the Police Department in High-tech Zone in Changchun City, Xia ordered the police to persecute local practitioners.
Xia was born in June 1963 and is a native of Linqu, Shandong Province. In July 2012, he was appointed as the head of the prison management detachment of Changchun Police Department. Between July 2013 and August 2017, Xia served as Deputy Mayor of Dehui City and Director of Dehui City Police Department. In August 2017, he was appointed as the director of the Changchun New District Police Department. In May 2018, he became the deputy director of the Changchun High-tech Industrial Development Zone Management Committee. In March 2019, he was appointed as the Changchun New District PLAC secretary.
During his tenure, hundreds of Falun Gong practitioners were arrested, sixteen were sentenced, and two died.
3. Zhang Kainan
Zhang Kainan, the former secretary of the PLAC of Nong’an County, was investigated for corruption on November 10, 2021.
Zhang, born in November 1978, was appointed as a deputy county-level cadre of Nong’an County in November 2012. He was appointed as a member of the Standing Committee of the Nong’an County and Minister of the United Front in July 2015. Between August 2016 and July 2021, he was secretary of the Nong’an County PLAC.
During Zhang’s tenure as secretary of the PLAC, hundreds of Falun Gong practitioners in Nong’an County were arrested and their homes were ransacked. At least 33 Falun Gong practitioners were sentenced. Three Falun Gong practitioners, Huo Runzhi, Yu Fengzhen and Jiang Quande, died as a result of the persecution.
Three Cases in Xinjiang
1. Yang Fulin
Yang Fulin, member of the Standing Committee of the Communist Party of China and Secretary of the PLAC of the Xinjiang Production and Construction Corps, was placed under investigation on December 2, 2021.
Yang, born in October 1957, is from Wudu, Gansu Province. From July 2013 to April 2017, he served as a member of the Standing Committee and Secretary of the PLAC of the Xinjiang Uygur Autonomous Region. During this period, he actively implemented the CCP’s policy to persecute Falun Gong. Practitioners from all over Xinjiang were sentenced and the prison terms were all determined by the Xinjiang PLAC.
During Yang’s tenure between July 2013 and April 2017, several practitioners, including Zhao Shuyuan, Bai Yun, Bai Wanzhen, and Kong Qiuge, died of persecution. Forty-four practitioners were sentenced. Hundreds of practitioners were arrested, harassed, or taken to brainwashing centers.
2. Meng Fangang
In August 2021, Meng Fangang, a member of the Hotan Prefectural Committee and secretary of the PLAC, was put under investigation.
Meng, born in December 1968, is a native of Heze, Shandong Province. From November 2010 to July 2011, he was served as the Deputy Secretary of the Qitai County and Secretary of the PLAC. Between June 2018 and December 2020, he was appointed as a member of the Hotan Prefectural Committee and secretary of the PLAC. In December 2020, he was promoted as the deputy director of the Agriculture and Rural Department of Xinjiang Uygur Autonomous Region. Meng is the main person responsible for the persecution of Falun Gong in the Hotan area.
3. Miao Yi
Miao Yi, born in December 1966, was the secretary of the PLAC and a member of the Standing Committee of the Hami City, Xinjiang. He was put under investigation in November 2021.
Miao served as Deputy Director of Aksu City Police Department, Director of Shaya County Police Department, Director of Kuqa County Police Department, Secretary of the Party Committee, and Director and Chief Inspector of Aksu Regional Police Department.
From June 2016 to December 2016, he served as the director of the Police Department of Aksu Prefecture and deputy secretary of the PLAC. From December 2016 to October 2018, he was the deputy secretary of Hotan PLAC and the director of the Police Department; In October 2018, he was appointed as a member of the Standing Committee of the Hami Municipal Committee and secretary of the PLAC.
Three Cases in Inner Mongolia
1. Wu Guorui
On February 26, 2021, Wu Guorui, the former executive deputy secretary of the PLAC of the Inner Mongolia Autonomous Region Party Committee, was investigated.
Wu, 60, is a native of Wenshui County, Shanxi Province. He used to be the chief procurator of the Ordos City Procuratorate. In July 2010, he was promoted to as the deputy secretary of Inner Mongolia PLAC. In April 2021, he was transferred to the People’s Congress of the Inner Mongolia Autonomous Region.
When Wu was the deputy secretary of the PLAC, he actively participated in the persecution. He is responsible for the deaths of practitioners Liu Zhanyu, Wang Xia, Yu Zhenjie, and Tian Sufang.
2. Li He
On January 16, 2021, Li He, the former inspector of the Tourism Bureau of Inner Mongolia Autonomous Region, was placed under investigation. Li was expelled from the Party in July 2021 and arrested in August.
Li, who retired in December 2014, served as a member of the Standing Committee of the Hohhot Municipal Committee and secretary of the PLAC of Hohhot from September 2001 to August 2011. During Li’s tenure as the PLAC secretary, two local practitioners died as a result of the persecution.
3. Suyi Rabatu
Suyi Rabatu was born in October 1971. From June 2019 to December 2021, he served as a member of the Standing Committee and Secretary of the PLAC of the Sunite Right Banner, Inner Mongolia Autonomous Region. In December 2021, he was expelled from the Party and removed from public office. During his tenure, he actively participated in the persecution of Falun Gong.
Two Cases in Jiangsu Province
1. Wang Like
On October 12, 2021, the Supreme People’s Procuratorate ordered the arrest of Wang Like, Secretary of the PLAC of the Jiangsu Provincial Party Committee and Director of the Public Security Department, on suspicion of accepting bribes and offering bribes.
Wang, born on December 15, 1964, served as Deputy Director of Jinzhou Municipal Police Department of Liaoning, Director of Huludao Municipal Police Department, Deputy Director of Liaoning Provincial Police Department, Director of Dalian Municipal Police Department, and Director of Jiangsu Provincial Police Department, Member of the Standing Committee of the Jiangsu Provincial Party Committee, and Secretary of Jiangsu Provincial PLAC.
During his tenure in Liaoning and Jiangsu, Wang personally organized, directed and participated in the persecution of Falun Gong practitioners. At least 99 Falun Gong practitioners died as a result of the persecution, more than 3,000 were arrested, and hundreds were sentenced.
2. Wang Libin
Wang Libin, secretary of the Lianyungang Municipal Committee and PLAC secretary, was investigated for serious violations of law on August 28, 2021.
When Wang was the secretary of the Lianyungang PLAC, he ordered the arrests of many practitioners. Ms. Zhong Jinjun, a 67-year-old Falun Gong practitioner from Lianyungang City, was sentenced to three years. Her younger brother, Mr. Zhong Chongbin, who was also sentenced to three years, died on August 14, 2018, two months after he was released from the Hongzehu Prison.
Two Cases in Jiangxi Province
1. Gong Jianhua
Gong Jianhua, deputy director of the Standing Committee of the Jiangxi Provincial People’s Congress, was put under investigation on November 29, 2021.
Gong, of Nanchang County, Jiangxi Province, was born in June 1962. He served as secretary of Nanchang City PLAC from December 2002 to February 2004. He actively directed the persecution of the practitioners. Lan Hu and Wan Liji died as a result.
2. Ye Guobing
Ye Guobing, born in February 1961, is a native of Jinxian, Jiangxi Province. He used to be the deputy director of the Jiangxi Provincial Political Consultative Conference. In September 2021, Ye was expelled from the Party and public office for serious violations of law.
From December 2000 to May 2002, he served as deputy secretary and director of the Party Committee of Shangrao Police Department. From May 2002 to December 2006, he served as a member of the Standing Committee of Jiujiang City and Director of the Jiujiang Police Department. From December 2006 to March 2011, he served as a member of the Standing Committee of the Jiujiang Municipal Party Committee, Secretary of the PLAC, Secretary of the Party Committee and Director of the Municipal Police Department.
Sixteen local Falun Gong practitioners died as a result of the persecution during Ye’s tenure.
Two Cases in Shandong Province
1. Liu Maode
Liu Maode was expelled from the Party and public office on October 11, 2021.
Liu, born in December 1958, is from Weihai, Shandong Province. In January 2012, he was appointed as the Deputy Mayor of Weihai City and Secretary of the PLAC. In February 2016, he was appointed as the Secretary of the Leading Party Group and the PLAC in Weihai.
During Liu’s tenure, two local Falun Gong practitioners died as a result of the persecution.
2. Wang Xinghua
Wang Xinghua, a member of the Standing Committee of Linyi City and secretary of the PLAC, was investigated for serious violations of law on September 8, 2021.
Wang, born in November 1961, is a native of Junan, Shandong Province. Since February 2013, he served as a member of the Standing Committee of the Linyi Municipal Party Committee and secretary of the PLAC.
In February 2013, he became the secretary of the Linyi Municipal PLAC and held the position for eight years. During his tenure, two practitioners, Xing Ximei and Li Changfang, died as a result of the persecution.
In addition to Wang himself, his younger brother, Wang Xingjun, former director of the Police Department in Lanshan District, Linyi City who participated in the persecution, has also been arrested and detained.
Two Cases in Yunnan Province
1. Shi Hongjia
Shi Hongjia, born in September 1956, is a native of Qujing City, Yunnan Province. He was a member of the Standing Committee of the Qujing Party Committee, Secretary of the Xuanwei City Party Committee, a member of the Standing Committee of the Qujing City and the secretary of Qujing City PLAC.
Shi retired in October 2019. Less than two years later, he was put under investigation and expelled from the Party.
2. Zhu Jiajian
Zhu Jiajian, a former researcher of the Taiwan Friendship Association in Kunming, was under investigation, according to a report on April 9, 2021.
Zhu, born in May 1963, is a native of Xuanwei City, Yunnan Province. From October 2006 to August 2010, he served as a member of the Standing Committee of the Xundian County and secretary of the PLAC.
Two Cases in Tibet
1. Li Yunfeng
Li Yunfeng, born in March 1963, is a native of Suzhou, Anhui Province. From January 2015 to September 2017, he served as a member of the Standing Committee of the Linzhi Municipal Committee of the Tibet Autonomous Region, secretary of the PLAC, and secretary of the Party Committee of the Municipal Police Department. From September 2017 to March 2021, he served as Deputy Secretary-General of the Tibet PLAC. He was arrested for taking bribes in October 2021.
2. Zhu Jiang
Zhu Jiang, former member of the Standing Committee of the Linzhi Municipal Committee of the Tibet Autonomous Region, secretary of the PLAC, and Secretary of the Party Committee of the Municipal Police Department, was reportedly put under investigation on April 27, 2021.
Zhu once served as the director of the Yadong County Party Committee, the deputy secretary-general of the Shigatse Regional Administrative Office, a member of the Standing Committee of the Shigatse Municipal Committee, the secretary of the PLAC, and the secretary of the Party Committee of the Municipal Police Department.
From June 2018 to April 2021, he served as a member of the Standing Committee of the Linzhi City Committee, secretary of the PLAC, and secretary of the Party Committee of the Municipal Police Department. In November 2019, he was promoted to a first-level inspector. Zhu was responsible for the persecution of Falun Gong in the region.
One Case in Hebei Province
1. Yin Huiqiang
Yin Huiqiang, member of the Standing Committee of Pingshan County and secretary of the PLAC, has closely implemented the persecution policy of Falun Gong since he took office in July 2021. He ordered the arrests, home-ransacking, and harassment of local practitioners. After only two months in office, he was fired.
One Case in Guangxi Province
1. Li Yongheng
It’s reported on October 29, 2021 that Li Yongheng, director of the Guigang Municipal People’s Congress Standing Committee and secretary of the PLAC was investigated for serious violations of law.
Li, born in February 1962, is a native of Guigang, Guangxi Province. From January 2005 to June 2005, he served as Deputy Secretary of the Gangbei District Committee and secretary of the PLAC. Between August 2011 and January 2020, he was promoted as a member of the Standing Committee of Guigang City and secretary of the PLAC, as well as president of the Municipal Law Society.
From January 2020 to October 2021, he served as the director of the Standing Committee of the Guigang Municipal People’s Congress, the secretary of the Party Group, the Standing Committee of the Municipal Party Committee, the secretary of the PLAC, and the chairman and secretary of the Party Group of the Municipal Law Society.
During his ten-year tenure as secretary of the Guigang City PLAC secretary, Li actively followed the persecution policy against Falun Gong.
One Case in Ningxia
1. Xie Guowang
Xie Guowang, born in December 1970, is from Yanchi, Ningxia. From February 2003 to January 2008, he served as the deputy director of the Yanchi County Police Department. From January 2013 to January 2019, he served as a member of the Standing Committee of the Tongxin County, deputy secretary of the PLAC, Party secretary and director of the County Police Department. From January 2019 to August 2021, he served as the Deputy Secretary of the PLAC of Wuzhong City.
On April 30, 2021, Xie was investigated for taking bribes. He was expelled from the Party and public office in August. He stood trial in Litong District Court on December 15, 2021.
One Case in Qinghai Province
1. Rou Zhi
Rou Zhi, the former deputy head of Maqin County Government, Secretary of the Party Committee and Director of the County Police Department, was placed under investigation on August 27, 2021.
Rou was born in May 1967 in Gande, Qinghai. From September 2006 to July 2011, he served as a member of the Standing Committee of the Maduo County and Secretary of the PLAC. From September 2011 to September 2020, he was the Deputy head of Maqin County and head of the Police Department. Since September 2020, he was a senior director of Guoluo Prefecture Police Department. During his tenure, he actively participated in the persecution of Falun Gong.
One Case in Chongqing
1. Li Chuan
Li Chuan, born in March 1966, is a native of Changzhi, Shanxi Province. From December 2016 to May 2020, he served as Deputy Secretary of the Party Committee and Secretary of the PLAC of Wansheng Economic Development Zone, Chongqing. He was put under investigation on April 1, 2021.
One Case in Shanxi Province
1. Li Xiaoming
Li Xiaoming, born in June 1960, is a native of Yuanping, Shanxi Province. From September 2016 to January 2019, he served as a member of the Standing Committee of the Luliang City and secretary of the PLAC. He retired in July 2020. It’s reported in November 2021 that he was expelled from the Party for serious violations of the law.
One Case in Tianjin
1. Sun Baoshun
Sun Baoshun, born in July 1962, is a native of Tianjin. From December 2016 to April 2021, he served as a member of the Standing Committee of the Jinnan District and secretary of the PLAC. He was put under investigation in April 2021.
One Case in Fujian Province
1. Wu Rongcai
Wu Rongcai, born in September 1959, is a native of Gutian, Fujian Province. From October 2015 to October 2019, he served as member of the Standing Committee of the Nanping Municipal Committee of Fujian Province and secretary of the PLAC. He retired in October 2019. It’s reported on August 6, 2021 that he was placed under investigation.
One Case in Beijing
1. Wang Yu
It’s reported on May 31, 2021 that Wang Yu, the former secretary of the PLAC of Miyun District, Beijing, and deputy director of the Beijing Appeals Office, was investigated.
Wang, born in March 1966, became a member of the Standing Committee and Secretary of the PLAC of Miyun District, Beijing in December 2016. He was appointed as a member of the Party Committee and Deputy Director of the Beijing Appeals Office in August 2019.
During Wang’s less than three years as Secretary of the Miyun District PLAC, he actively participated in the persecution. Ms. Wen Mulan, 75, died on February 27, 2018, four months after her arrest on October 14, 2017.
