(Minghui.org) Zhu Jiahui, 59, used to be a police officer at Chaoyang District Police Department in Changchun City, Jilin Province. He had practiced Falun Gong at one point. But after the persecution of Falun Gong started in July 1999, he turned against the practice and began to assist the authorities in persecuting steadfast practitioners. He became an informant, and later a staff member of Changchun City 610 Office, under the Changchun City Bureau of Justice.
The following are part of the details of how Zhu has been persecuting practitioners held in brainwashing centers, forced labor camps, and prisons since 2003.
I. Measures Zhu Uses to Mislead Practitioners
1. To make the practitioners renounce Falun Gong, Zhu twisted the meanings of Falun Gong’s teachings, and deceived the practitioners into believing that they were wrong in upholding their faith in Falun Gong.
2. Zhu put his brainwashing materials into report forms. The 610 Office made his speeches and those by a lay Buddhist into DVDs, and played them in all the forced labor camps in Jilin Province.
3. Zhu worked with guards who physically tortured the practitioners. As soon as the practitioners became incarcerated, the guards and collaborators (former practitioners who have given up their belief, such as Zhu) would work together to torture them. The torture included sleep deprivation, isolation, beatings, shocking with electric batons, and doing intensive labor. When the practitioners’ mental and physical states were pushed to a breaking point, Zhu would step in and pretend to care about them. He misinterpreted Falun Gong’s teachings and made them believe that turning against their faith was acceptable.
4. Zhu traveled to far away provinces such as Zhejiang and Guangdong to target and harass individual practitioners.
5. Having certain knowledge of Falun Gong and the practitioners, Zhu often offered ideas to more effectively brainwash and torture the practitioners.
II. Crimes Zhu Committed in Changchun City Brainwashing Center
Zhu began to work in Changchun Brainwashing Center after 2004. He often did presentations to brainwash the practitioners. He also worked with the authorities to threaten the practitioners with their jobs, personal safety and prison sentences, as well as their family’s jobs and education opportunities.
In the brainwashing center, Zhu often teamed up with a group of officials to target and torture one specific practitioner. This put extreme mental and physical pressure on the practitioner, who may be forced to give up the practice against their will.
Mr. Wang Yongxiang, in his 80s, was arrested in October 2010 for having Falun Gong fliers. The mental pressure dealt him a heavy blow and he suffered a heart attack. Not wanting Mr. Wang to die in custody, the brainwashing center released him. Zhu then went to his home and brainwashed him there, which severely affected his family’s daily life.
Zhu also obtained a list of Falun Gong practitioners and went to their homes to harass and order them to renounce the practice.
III. Crimes Zhu Committed in Chaoyanggou Forced Labor Camp
Before China abolished the labor camp system in 2013, there were five forced labor camps in Jilin Province where the practitioners were detained and tortured. They were Chaoyanggou (Men’s) Forced Labor Camp, Heizuizi Forced Labor Camp (Jilin Province Women’s Forced Labor Camp), Yinmahe Forced Labor Camp, Fengjin Forced Labor Camp and Weizigou Forced Labor Camp. The first three were directly under the jurisdiction of Jilin Province Bureau of Justice.
Zhu was appointed as the head of the Education Division in Chaoyanggou Forced Labor Camp around 2010. In addition to torturing the practitioners, he also assisted the authorities in carrying out the persecution of the practitioners’ families. He had local schools expel the practitioners’ children, forced their employers to fire them, ransacked their homes, and embezzle money from them.
The guards in Chaoyanggou Forced Labor Camp used more aggressive and violent tactics to transform the practitioners than in Changchun Brainwashing Center.
1. The labor camp guards and inmates worked in groups to torture the practitioners, and ordered them to write thought reports to renounce their faith every week.
2. The labor camp guards used violent means to torture the practitioners. They shocked the practitioners with high-voltage electric batons; beat them with hard objects such as V-belts, wood sticks, wire bundles; hung them up in the air; tied them up in unnatural positions for a long period of time; and force fed them. The guards instigated other detainees to monitor and hit the practitioners. In winter time, the guards stripped the practitioners and poured cold water over them. The practitioners often became traumatized after the torture, and Zhu exploited their fear and pain to pressure them to renounce their faith.
3. The authorities in the forced labor camp used the guards’ pay, bonus and promotion, as well as the inmates’ term reduction, as incentives to motivate them to work hard to transform the practitioners.
The labor camp authorities also colluded with the practitioners’ employers and local officials. The salaries, bonuses, and promotion opportunities of the practitioners’ employers and local officials were tied to how they cooperated with the authorities in the persecution. Some employers were forced to suspend the practitioners’ pay or fire them. Some practitioners’ family members were implicated as well.
IV. Crimes Zhu Committed in Heizuizi Forced Labor Camp
At Zhu’s suggestion, the guards in Heizuizi Forced Labor Camp would isolate the practitioners as soon as they arrived, and have three inmates watch and torture them around the clock. While being isolated, the practitioners had to sit still all day every day on a tiny stool, or be subjected to torture. No one was allowed to talk to the practitioners who refused to renounce their faith.

Zhu and other collaborators participated in brainwashing the practitioners in Heizuizi Forced Labor Camp in April and May 2006, as well as in September 2007. He participated in the brainwashing and torture of Ms. Chen Jingyu, Ms. Li Xiuhong, and Ms. Wang Bing in 2008, and Ms. Lei Xiaoting in April 2009.
V. Crimes Zhu Committed in Two Prisons
Zhu participated in brainwashing Falun Gong practitioners in Jilin Prison in May and June in 2004. He also traveled to Shiling Prison in Siping City to brainwash and torture Mr. Liang Zhenxing.
Mr. Liang and other practitioners intercepted the cable TV signal in Changchun City, Jilin Province, in 2002 and broadcast information about Falun Gong to counter the communist regime’s pervasive slander of the practice. The authorities arrested and sentenced him to 19 years in prison.
The authorities put Mr. Liang in Shiling Prison in August 2005. The guards put him in solitary confinement and had six inmates watch him. They forbade him from talking to anyone in the prison. If Mr. Liang exchanged a look with a person, the guards would beat him until his face became swollen and his teeth loosened.
To protest the persecution Mr. Liang started a hunger strike on May 6, 2006. The guards shackled and handcuffed him to a bed. He had to relieve himself on the bed. The inmates carried him to a hospital to force-feed him every day. They did not remove the tube inserted in his stomach after the force-feeding in order to cause additional pain. Eventually the tube dissolved in his stomach. Then the guards inserted a new one.
His health deteriorated after months on his hunger strike, and the collaborators still carried him from the hospital to a deserted room every day so that Zhu could brainwash him. Mr. Liang refused to listen to Zhu. To further torture Mr. Liang, Zhu inserted a wide feeding tube through his nostril into his stomach to force-feed him. He force-fed him up to ten times a day, and the repeated insertion and removal of the tube caused excruciating pain. One time Zhu nearly ruptured Mr. Liang’s windpipe. Mr. Liang upheld his faith, and the authorities transferred him to Gongzhuling Prison to intensify the torture. He died in the prison in 2010.
VII. Persecution Continues
Zhu still works with the authorities in Jilin Province to persecute Falun Gong practitioners in recent years.
The authorities in Changchun City have ordered the Bureau of Education in Kuancheng District to hold two brainwashing sessions since 2021. Zhu and an officer incarcerated a practitioner surnamed Fu and tried to deceive him into renouncing Falun Gong by threatening to terminate his job.
Another practitioner, Mr. Xu Derong, from Qinjiatun Town has been harassed and intimidated multiple times since January 2022, including one incident by Zhu and six others on January 6.
