(Minghui.org) The 610 Office, Political and Legal Affairs Committee (PLAC), and the Domestic Security Office of the Police Department in the Jiangjin District of Chongqing have been actively persecuting local Falun Dafa practitioners since the Chinese Communist Party launched a nationwide campaign against Falun Dafa in July 1999.

Many local practitioners have been arrested, jailed, and tortured for upholding their faith. Four of them died and three others were disabled. Forty-nine practitioners were sentenced to prison and another 35 were put in forced labor camps. Almost all of the practitioners in the district have endured some form of home raid, arrest, detention, and/or brainwashing. They were forced to pay a total of 44,600 yuan in illegal fines and extortion.

Four people were mainly responsible for orchestrating most of the persecution: Wan Fenghua (万凤华, former head of the 610 Office), He Xiuhong (何秀红, PLAC secretary), Mu Chaoheng (穆超恒), and Chen Quan (陈权) with the Domestic Security Office of the Jiangjin District Police Department.

Under the directive of the four chief perpetrators, local officials and the police set up brainwashing centers and hired jobless people to watch and help torture the targeted practitioners. They also gave orders to arrest, detainm and sentence Falun Dafa practitioners to prison or give them forced labor terms (before the labor camp system was abolished in 2013).

Over a thousand people in the Jiangjin area practiced Falun Dafa before the persecution started. The practice enabled them to regain their health, get along with their families, do well at work, and live a happy life. They came from all walks of life. The persecution turned their lives upside down over the past 23 years, and they have suffered unspeakable hardships.

I. Four Practitioners Died as a Result of the Persecution

1. Mr. Xie Zhaoming

Mr. Xie Zhaoming used to work for a printing company in Degan Town in the Jiangjin District. District Domestic Security Office and Degan Town Police Station officers arrested him in November 2003. He was admitted to Yongchuan Prison in Chongqing on July 28, 2004. According to his family, the guards in the prison beat him until he died, and he had visible head injuries.

2. Mr. Jiang Xiqing

Jiangjin District Domestic Security Office police arrested Mr. Jiang Xiqing at home on May 13, 2008. In Xishanping Forced Labor Camp in Chongqing, the guards beat him until he fainted on January 28, 2009. Instead of resuscitating him, they declared he’d died as a result of heart attack. His children found that he still showed signs of life after being frozen for seven hours and demanded emergency care. The guards, in an attempt to cover their crimes, cremated him regardless.

3. Ms. Guo Chuanshu

Ms. Guo Chuanshu from Baisha Town was put in a forced labor camp in the summer of 2000. She was released on bail for medical reasons in September 2001.

A Jiangjin District Court judge sentenced her to three years in May 2002 and ordered her to serve time in Chongqing Women’s Prison. She became paralyzed after being tortured and was released on medical parole in Summer 2004.

She was arrested for the third time and put in a forced labor camp in 2006. She was released on bail in early 2007.

After her last arrest on May 24, 2008, she was sentenced to four years in a secret trial. She was transferred to Yongchuan Women’s Prison on November 14 that year and subsequently transferred to Zouma Town Women’s Prison. She died on August 10, 2009, in a hospital in Zouma Town.

4. Mr. Li Zetao

Mr. Li Zetao from Shima Town was put in Xishanping Forced Labor Camp in 2000 to serve a one-year term. The guards stretched his arms out to the sides and tied them to a wooden pole, then hung a bucket filled with feces on each end of the pole. They beat him at the same time and did not allow him to rest.

The guards instigated other detainees to stick a knife into his anus on May 30, 2001. He tried to escape being stabbed by jumping off the building and died.

II. Practitioners Became Physically and Mentally Disabled

1. Mental Collapse as a Result of Torture

Ms. Wen Hongshu from Degan Town was put in a forced labor camp twice. When she was taken to Maojiashan Women’s Forced Labor Camp in May 2003, she became mentally incoherent as a result of the torture.

2. Permanently Blind

Ms. Chen Xianhui from the Jiangjin District was sentenced to four years in 2001 because she refused to renounce Falun Dafa. After her second arrest on August 25, 2009, she was sent to Langshan Detention Center on September 8 that year. A Jiangjin District Court judge sentenced her to three years in prison on March 30, 2010.

The police from Jiangjin District Domestic Security Office arrested her at an open market on May 27, 2014, and Lu Fang, a Jiangjin District Court judge, sentenced her to four years in prison. She lost sight in both eyes due to the torture in the prison and was unable to take care of her daily activities.

3. Leg Disabled

Mr. Chen Fu used to work at Southwest University in Chongqing. The authorities put him in a forced labor camp in 2000 to serve a one-year term. He was arrested in April 2006 and put in Yongchuan Prison. The guards tortured him and crippled one of his legs.

III. Partial List of Practitioners Sentenced to Prison

1. Ms. Zhao Quanbi

Ms. Zhao Quanbi from Caijia Town was arrested in 2004 and sentenced to four years by the Jiangjin District Court. After she served her term, instead of releasing her, the 610 Office had her taken to Langshan Detention Center.

2. Mr. Wang Zhengrong

Mr. Wang Zhengrong from Lishi Town was given two years of forced labor on August 15, 2001. He went on a hunger strike for two months. He was released in 2003 but the authorities often went to harass him and ransack his place. He had to leave home and became destitute to avoid the persecution.

Jiashi Town Police Station officers found and arrested him in March 2003. They put him in the Jiangjin District Detention Center, where the guards tortured him. He went on a hunger strike for dozens of days. He was tried in the Jiangjin District Court and sentenced to four years in prison.

3. Mr. Kuang Xinrong

Mr. Kuang Xinrong from Degan Town was given one year of forced labor in 2000 after he went to Beijing to protest the persecution. His term was extended several times. Eventually the authorities released him from the labor camp but took him straight to a brainwashing center, where he was held for six months before being taken back to the labor camp to face continued torture.

He was given two years of forced labor on October 10, 2006. After he was released, he told a teacher about Falun Dafa and the persecution. The teacher reported him and Nancheng Police Station officers arrested him. At his trial on January 25, 2010, he was not allowed to have legal counsel. The judge sentenced him to four years on May 20, and he was transferred to Yongchuan Prison on June 11 that year.

4. Ms. Zhang Fuming

Ms. Zhang Fuming used to teach in Shimen Town. A Dongcheng Police Station officer arrested him on November 13, 2020, when he talked to people at a bus stop about Falun Dafa. The authorities put him in a brainwashing center before transferring him to the Jiangjin District Detention Center on November 20 that year. He was sentenced to ten months and fined 1,000 yuan on August 8, 2021.

5. Mr. Wang Xian’an

Mr. Wang Xian’an is a resident of Xianfeng Town. The Jiangjin District police broke into his home one night in November 2002 but he escaped. Dongcheng Police Station officers found and arrested him in May 2003. They beat, force-fed, handcuffed, and tortured him in a detention center. He was later sentenced to eight years in prison.

Mu from the Domestic Security Office broke into his home in April 2019, but he was not there. He never returned after that and became destitute to avoid future arrests.

6. Mr. Xiong Qingguo

Mr. Xiong Qingguo from Huagai Village has been twice detained and twice sentenced to prison. The police arrested him on October 16, 2000, and detained him for 15 days. On December 29, 2001, officers from the Jiangjin District Police Department arrested him again and detained him for 15 days.

He went to Hengzhan Village in Xishui County, Guizhou Province, on July 12, 2004, and told people there about the persecution. The police arrested him and put him in Xishui County Detention Center. He was transferred back to Jiangjin County Detention Center on July 21. A judge sentenced him to three and a half years on December 14, 2004.

The officers from Bolin Town Police Station and Jiangjin Domestic Security arrested him on August 12, 2010, and held him in Aiping Brainwashing Center for 15 days. He was then sentenced to three years in prison.

7. Mr. Zhang Guangyuan

Mr. Zhang Guangyuan from Huagai Village was seen telling people in Hengzhan Village, Xishui County, Guizhou Province, about the persecution on July 12, 2004. Someone reported him. The police arrested him and put him in Xishui County Detention Center. He was transferred back to Jiangjin County Detention Center on July 21. A judge sentenced him to three years on December 14, 2004, and ordered him to serve time in Yongchuan Prison.

8. Mr. Yuan Zhiqiang

Mr. Yuan Zhiqiang is a resident of the Beibei District. Dongcheng Police Station officers broke into his residence and arrested him on May 4, 2003. They ransacked his place and confiscated his computer, printer, and Falun Dafa books and literature. The guards in the local detention center put him in handcuffs and shackles and force-fed him. His health deteriorated and he contracted pneumonia. A Jiangjin District Court judge sentenced him to nine years in prison in 2004.

9. Mr. Liu Rongming

Mr. Liu Rongming was a doctor in Luohuang Town. An agent from Luohuang Town 610 Office broke into his home in the summer of 2003 and tried to force him to sign a statement to renounce Falun Dafa. He managed to escape. The police found him in Rentuo Town at the end of 2003 and arrested him. He was sentenced to four years in prison in 2004.

The authorities put him in a brainwashing center in August 2011 and tried to coerce him into signing a statement to renounce his faith. They even threatened his son to talk him into it. Mr. Liu, in his 70s, left town to avoid the persecution and his whereabouts remain unknown.

10. Ms. Luo Zehui

Ms. Luo Zehui, 79, was arrested in Youxi Town when she told people there about the persecution of Falun Dafa on May 13, 2008. In December of that year, her family was told that she’d get an eight-year sentence. However, her family never received a notice of her trial or a verdict.

The police from Jiangjin Domestic Security Office arrested her husband Mr. Jiang Xiqing on the same day she was arrested. They put him in Xishanping Forced Labor Camp, and he died as a result of torture on January 28, 2009.

11. Mr. Lai Yuanchang from Zhiping Town was arrested on June 3, 2004, and given two years of forced labor.

Zhiping Police Station officers arrested him on June 3, 2008, when he told people about the persecution of Falun Dafa and handed out DVDs. They put him in Langshan Detention Center and a year later he was sentenced to three years in prison.

Luohuang Town Police Station officers arrested him when he went to a market in Luohuang Town to hand out Falun Dafa fliers in 2012. A Jiangjin District Court judge gave him three years.

The police tried to arrest him in 2020 when someone reported him for handing out Falun Dafa fliers on the street. He went into hiding and became destitute to avoid future persecution.

12. Ms. Luo Taiqing

Ms. Luo Taiqing from Baisha Town was arrested on the morning of May 13, 2008, when she and Ms. Luo Zehui told people in Jingang Town about the persecution. She was later sentenced to five years in prison.

Officers from Jiangjin Domestic Security and Baisha Town Police station arrested her on September 15, 2015. She was subsequently sentenced to three and a half years.

The police arrested her for the third time on April 7, 2020, after someone reported her for giving out Falun Dafa fliers on the street. She was sentenced but allowed to serve time outside of prison. The authorities put her in prison in September 2022 before the CCP’s 20^th People’s Congress.

13. Mr. Xie Xichun

Mr. Xie Xichun from Shimen Town was arrested on April 22, 2016, after he filed a lawsuit against Jiang Zemin, the former Chinese Communist Party head who launched the persecution in 1999. The police raided his home and workplace and confiscated his personal belongings. They put him in a detention center. His first hearing was held on October 10, 2016. The judge gave him three and a half years in prison after his second hearing on November 7 of that year.

14. Ms. Zhou Xianrong

When Ms. Zhou Xianrong from Baisha Town clarified the truth about the persecution in January 2010, someone reported her to the police. Yongxing Township Police Station officers ransacked her home and arrested her. A Jiangjin District Court judge gave her three years.

15. Ms. Liu Guoshu

Ms. Liu Guoshu from Caijia Town was sentenced to four years in prison in July 2009.

The following 25 practitioners were sentenced to prison, but when they were sentenced and for how long is not known for all of them.

IV. Partial List of Practitioners Put in Forced Labor Camps

1. Mr. Wang Xianhua was arrested from home on September 11, 2008, and given a year in Xishanping Forced Labor Camp.

2. Mr. Kuang Xinrong from Degan Town was put in a forced labor camp in 2000 after he was arrested for going to Beijing to protest the persecution. His term was extended many times, and he was put in a brainwashing center before he was eventually released. Another time, the authorities held him in a brainwashing center for six months before transferring him to a forced labor camp. The police arrested him for the third time on October 10, 2006, and gave him two years of forced labor.

3. Mr. Kang Yi used to be a doctor at the radiology division in People’s Hospital in the Jiangjin District. He protested the persecution in Beijing in 1999 and was given one year of forced labor. His term was extended by 11 months.

4. Ms. Wang Dashu from Zhiping Town was put in a forced labor camp in 2000.

5. Ms. Yang Caize was taken to the Jiangjin District Brainwashing Center in January 2000 and held for one month. Domestic Security officers arrested her in 2001 and held her in a detention center for two months before giving her one year of forced labor.

6. Ms. Tang Benlan was arrested in August 2000 and held in a forced labor camp for a year.

7. Ms. Shui Zhengrong from Baisha Town was held in a forced labor camp for a year after she was arrested in 2000 for protesting the persecution in Beijing.

8. Mr. Wang Xian’an from Xianfeng Town was given one year of forced labor in 2000 after he went to Beijing to protest the persecution. His term was extended by 11 months.

9. Mr. Wu Zongrong was given one year of forced labor in 2001.

1. Ms. Yuan Xiaoqun, 86, from Baisha Town was arrested in March 2000. She was detained for 15 days before being transferred to a brainwashing center and held for a month.

2. Ms. Zeng Xiangrong from Lishi Town was twice detained and twice put in a forced labor camp between July 1999 and 2004.

3. Mr. Tang Rongfu from Lishi Town was tortured in Lishi Town Brainwashing Center in 2000. In 2004 he was again arrested and detained for telling people about the persecution. The police tried to arrest him after he filed a lawsuit against Jiang Zemin. He left home to avoid future persecution and became destitute.

4. Ms. Nie Kunqun from Baisha Town was arrested in Shima Town for giving out Falun Dafa fliers there on May 4, 2011. After she was detained and tortured for a month, she was transferred to a brainwashing center and held for ten days.

5. Ms. Yang Wenshu was arrested from home in March 2017. Dongcheng Police Station officers first held her in a brainwashing center for 13 days, then moved her to another facility and detained her for another five days.

6. Mr. Cheng Changxian was detained for 15 days in 2017.

7. Mr. Li Xingming was detained in the Jiangjin District Brainwashing Center for 13 days at one point. He had to pay 1,300 yuan for the food and 400 yuan for so-called “tuition.”

The following 10 practitioners were once arrested and detained. Some of them were forced to pay certain fees during their detention. The specific dates of the events are unknown.

1. Ms. Liu Guizhen was held in the Jiangjin District Brainwashing Center for 10 days and forced to pay a fine of 1,400 yuan.2. Ms. Chen Jihua was detained in the Jiangjin District Brainwashing Center for 10 days and forced to pay a fine of 1,400 yuan.3. Ms. Wen Qinghua was held in Jiangjin District Brainwashing Center for 14 days and forced to pay a fine of 1,800 yuan.4. Ms. Mu Kairong was held in Degan Brainwashing Center for 8 days.5.
