(Minghui.org) July 20, 2023 marks 24 years since the Chinese Communist Party (CCP) began to suppress Falun Gong. Falun Gong practitioners in 44 countries submitted another list of perpetrators to their respective governments, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry, and to freeze their overseas assets.
Among the perpetrators listed was Dong Kaide, executive deputy secretary of the Shenyang City Political and Legal Affairs Committee.

Main Crimes
Since 1999, following former CCP leader Jiang Zemin’s persecution policy, the Shenyang Municipal Political and Legal Affairs Committee of Liaoning Province has colluded with all levels of government agencies, as well as public security, procuratorate, juridical division, and propaganda departments, to form a comprehensive operation system targeting Falun Gong practitioners.
In the past two decades, Shenyang City has been one of the areas with the most severe persecution in China. It was even named by the CCP as a “model city” for the persecution of Falun Gong. The notorious Masanjia Forced Labor Camp and hospital first exposed for engaging in forced organ harvesting in Sujiatun District are located in Shenyang.
During Dong’s tenure as the Deputy Director of the Shenyang Municipal 610 Office from 2004 until March 2010, at least 47 Falun Gong practitioners were persecuted to death. He was awarded the May Labor Day Medal of Shenyang City for facilitating the persecution during the 2008 Beijing Olympics.
While Dong was serving as the deputy secretary of the Shenyang Political and Legal Affairs Committee from April 2010 to March 2013, at least five Falun Gong practitioners were persecuted to death in Shenyang.
Between March 2013 and December 2019, when Dong was the director of the Shenyang Municipal Bureau of Justice and the director of the Prison Administration, at least six Falun Gong practitioners died either in custody or shortly after being released from prison. They were Jin Junbo, Hu Lin, Zhao Chenglin, Shao Minggang, Zhou Chuanye, and Yun Zhengqun.
The authorities in Shenyang continue to actively persecute practitioners after the COVID pandemic broke out, especially after Dong assumed the role of executive deputy secretary of the Shenyang Political and Legal Affairs Committee in 2020.
In 2020, four death cases were recorded. At least 70 practitioners were arrested (including six practitioners in their 80s), 37 were harassed and 11 were sentenced to prison.
In 2021, six practitioners were confirmed to have died in the persecution, 62 were arrested, 70 were harassed and 15 were sentenced.
In 2022, at least eight practitioners died as the result of the persecution, 22 practitioners were arrested, eleven were harassed, twelve suffered economic persecution and 13 were sentenced.
Select Persecution Cases
Case 1: Face Disfigured by Torture, Ms. Gao Rongrong Arrested and Killed
Ms. Gao Rongrong, who worked at the Luxun Academy of Fine Arts in Shenyang City, was given several forced labor terms for her belief in Falun Gong.
On May 7, 2004, Ms. Gao was shocked with electric batons by guards at the Longshan Forced Labor Camp in Shenyang for six to seven hours, leaving her face severely disfigured. While she was hospitalized, several practitioners came in and photographed her face. Her story was published by the international media. Ms. Gao escaped from the hospital and went into hiding.
Top CCP members, including former leader Jiang Zemin and his accomplices Luo Gan and Zhou Yongkang, were afraid that Ms. Gao would leave China. A special task force was set up to track her down. Xu Wenyou, the former head of the Criminal Investigation Division at the Liaoning Provincial Public Security Department, was directly responsible for apprehending Ms. Gao. After nearly six months, Ms. Gao was arrested again in the early morning hours of March 6, 2005. Several practitioners who helped rescue her were arrested as well. On June 16, 2005, Ms. Gao, whose face was covered with scars caused by electric batons, was killed in detention. She was 37.
Ms. Gao’s mother,Ms. Zhang Sukun, was also a Falun Gong practitioner. She was continually monitored and harassed by agents from the 610 Office and police following Ms. Gao’s death. She passed away five years later on July 16, 2010.

Case 2: Ms. Chen Yumei Beaten to Death
Ms. Chen Yumei of Shenyang City was beaten by the police during an arrest on July 3, 2008. She was hit so hard on the head that she lost consciousness. Attempts to save her were futile and Ms. Chen passed away the following evening, July 4, in a hospital. She was 48.
Case 3: Mr. Zheng Shoujun Tortured to Death
Mr. Zheng Shoujun was arrested on February 16, 2006 while distributing informational materials about Falun Gong. His head was severely injured when he was beaten at the Liaozhong County Detention Center. For over two years, his family was not told about his situation. He was secretly sentenced and admitted to the Dongling Prison.
On the morning of August 19, 2008, his wife suddenly received a call from the prison, which said that Mr. Zheng was taken there on August 6 and was dying. She and her daughter rushed to the prison hospital, only to see Mr. Zheng’s dead body. His head was swollen and deformed; his abdomen was bloated, and and his hands were tightly clenched. It was apparent that he had been severely beaten and tortured.
Case 4: Mass Arrests Before the Beijing Summer Olympics in August 2008
A mass arrest of 30 practitioners in Shenyang took place between May 24 – 26, 2008. Four practitioners were later given heavy prison terms: Mr. Xi Changhai was sentenced to 11 years, Ms. Wang Sumei was sentenced to 10 years, Ms. Sun Yushu was given 8 years and Mr. Huo Defu was sentenced to 6 years.
Case 5: Mr. Qiu Qinghua passed away in 2011 after suffering in prison
Mr. Qiu Qinghua was arrested in January 2006 while distributing informational materials about Falun Gong. He held a hunger strike to protest the persecution while he was held in the Zhangshi Brainwashing Center in Shenyang. In retaliation, a staff member poured cold water into Mr. Qiu’s ear, causing an infection, which developed into meningitis. When he was on the verge of death, he was released on bail. He recovered after practicing the Falun Gong exercises and reading the teachings.
In July 2009, one month before the Beijing Olympics, Mr. Qiu was arrested and ordered by the police to renounce Falun Gong. As he refused to comply, he was sentenced to four years and taken to the Dabei Prison in Shenyang. After being tortured for 2.5 years, he developed diabetes and tuberculosis. Fearing that he would die in prison, the authorities released him in August 2011. He passed away two months later on October 12. He was 48.
Case 6: Aviation Engineer Persecuted to Death
Mr. Hu Lin was an aviation engineer. He was arrested on May 23, 2019, and taken to the Faku County Detention Center. While there, he was often beaten. He went on a hunger strike to protest the persecution. The guards handcuffed his limbs in a spread eagle position to a bunk board. They also force-fed him and left the feeding tube in his stomach.
Mr. Hu was sentenced to two years in prison on June 20, 2019. Even though he was in critical condition, the court gave orders to transfer him to Kangjiashan Prison on October 30, 2019. He became emaciated and did not even have the strength to turn over. The prison authorities refused to release him and did not provide him with any medical treatment. They claimed that they would not release him even if he died since he refused to renounce Falun Gong. Mr. Hu passed away on February 16, 2020.
Case 7: 74-year-old Man Dies While Detained for Practicing Falun Gong
Mr. Liu Qingfei’s family received a call from the Liaozhong District Detention Center in Liaoning Province at 8:25 p.m. on April 24, 2022. They were told that the 74-year-old Shenyang City, Liaoning Province resident had come down with a sudden, acute condition and died despite efforts to resuscitate him in the hospital.
When the family rushed to the hospital, Mr. Liu’s eyes and mouth were open. His eyes were still bright and didn’t look like the eyes of a dead person. They touched his body and realized that it was still warm. They asked the detention center guards who were there, “Why did the doctor stop trying to resuscitate him when he is still alive?”
The guards claimed that Mr. Liu suffered an acute condition at 6:39 p.m. They called the hospital and the ambulance came 20 minutes later. Mr. Liu was pronounced dead at 7:08 p.m. It’s not clear if he was in the hospital by 7:08 p.m. It’s also not clear who pronounced him dead and why the detention center guards waited until 8:25 p.m. to inform his family.
At the family’s insistence, the doctor tried to resuscitate Mr. Liu, but he died moments later.
Mr. Liu was arrested at home on August 28, 2021. The police broke into his place claiming they were there to give him a COVID-19 vaccination. He was interrogated while in custody and suffered a heart attack the day after he was arrested. He was awaiting trial by the Liaozhong District Court when he died.
Mr. Liu’s family suspects foul play in his death. They are keeping his body in the funeral home and they are trying to seek justice for him.
Case 8: Ms. Lou Yan Brutally Beaten by the Police
On February 12, 2020, Ms. Lou Yan, Mr. Fang Fuqiang, and Mr. Zhang Xu were driving to Shenyang City when they were stopped at a highway exit and arrested. Ms. Lou was detained for 77 days, during which time she was tortured.
On February 14, Ms. Lou was tortured and suffered symptoms of epilepsy. When she refused to explain why they were going to Shenyang City, her abusers slapped her in the face and hit her forehead, resulting in an egg-sized bump on her forehead. Officer Han Ping later slapped Ms. Lou again with such force that she became deaf in her left ear.
Ms. Lou was forced to sit on an iron chair after being detained for about 10 days. The torture only stopped after her buttocks festered and her feet became swollen and stiff and no longer fit in the shackles.
Ms. Lou became emaciated after she was detained for about two months. She coughed every day, sometimes non-stop for four to five hours, coupled with vomiting phlegm, blood, and bile. She eventually went on a hunger strike to demand she be released.
During her hunger strike, Ms. Lou was force-fed three times. The police pinched her cheeks while pouring porridge into her mouth. Due to the force-feeding, she vomited blood and the skin on her cheeks was injured.
Ms. Lou was not allowed to bathe for the 78 days that she was detained. Because of the torture, she had difficulty breathing and had to lie on the floor many times. The police on the night shift had to watch her all the time as they were afraid Ms. Lou might die at any time.
On April 29, when Ms. Lou was near death, she was taken back to Anshan City. The police refused to return the 60,000 yuan in cash that was confiscated from her during her arrest.
