(Minghui.org) Mr. Fan Yanqui, a 66-year-old veteran who lives in Qingdao City, Shandong Province was arrested on his way to work in August 2023. It is not known where he is detained.
Mr. Fan Yanqi’s most recent arrest came one year after he was forced to live away from home to avoid frequent police harassment for his faith, Falun Gong (also known as Falun Dafa). Details about the harassment and his arrest were not available at the time of this report.
According to information collected by Minghui.org, Mr. Fan served in the military for 17 years. After he retired, he became a director of the Jimo District Land Bureau in Qingdao.
Since the Chinese Communist Party ordered the persecution of Falun Gong in 1999, Mr. Fan has been repeatedly arrested for upholding his faith. He was given two labor camp terms and was sentenced to ten years. He was relentlessly tortured and administered unknown drugs. At one point his heart stopped beating as a result of the abuse. While he survived the torture, he almost became blind in one eye.
The details of Mr. Fan’s first labor camp term are not clear. He was arrested on September 26, 2005 and sentenced to a second term (length unknown) at the Shandong Province No. 2 Men’s Forced Labor Camp (also known as the Wangcun Forced Labor Camp), when he talked to people about Falun Gong.
The labor camp guards constantly beat him. They once hung him up by his wrists for five days, because he did the Falun Gong exercises. To prevent him from shouting “Falun Dafa is good,” they taped his mouth shut and only removed the tape when he had meals.

Mr. Fan was arrested again on August 1, 2009, along with Mr. Tian Yongjian when they talked to people about Falun Gong. The Jimo District Court sentenced Mr. Fan to ten years and Mr. Tian to eight years on September 23, 2009.
After Mr. Fan was taken to the Shandong Province Prison in Jinan City, he was repeatedly beaten for not renouncing Falun Gong, including by the guards and the inmates instigated by them. The guards also deprived him of sleep, force fed him and administered unknown drugs to him. His condition became critical several times and he was taken to the prison hospital for resuscitation. His heart once stopped beating. His longest hospital stay was 1.5 years. As soon as he recovered, he was taken back to the prison, only to be tortured again.
Mr. Fan held a hunger strike in the spring of 2011 and May 2012 and was taken to the hospital both times. Ma Yanfeng, a psychiatric doctor, injected Mr. Fan with an unknown drug, which caused him to be drowsy all the time. He was released in August 2019.
Mr. Fan was arrested on June 3, 2021 when he read the Falun Gong teachings with other practitioners.
