(Minghui.org) Twenty-four years after the Chinese Communist Party (CCP) began persecuting Falun Gong in 1999, Falun Gong practitioners from 44 countries submitted a new list of perpetrators to their respective governments in advance of Human Rights Day, December 10, 2023, urging their governments to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked the authorities to bar the perpetrators and their family members from entry and to freeze their overseas assets.
Among the perpetrators listed was Jing Junhai, secretary of the Jilin Provincial Party Committee.

Major Crimes
As early as Jing Junhai’s tenure as vice-governor of Shaanxi Province between 2008 and 2015, he openly slandered Falun Gong at the province’s Olympic tourism teleconference.
His involvement in the persecution continued throughout his political career, especially after he took office in Jilin Province in 2017. Since the persecution began on July 20, 1999, Jilin Province, where Falun Gong was first introduced to the public, has been one of the areas where the persecution is most severe. The entire leadership of the province have actively carried out the persecution policy, citing these activities as “political achievements” to move up the political ladder.
During Jing’s tenure as governor and secretary of the province, the Political and Legal Affairs Committee, the 610 Office, and public security departments across the province mobilized all sectors of society and instigated grassroots communities to participate in the persecution.
Plainclothes agents and paid individuals are dispatched to follow and monitor Falun Gong practitioners. They also harass, intimidate, and verbally abuse practitioners and their family members. In addition to arrests, harassment, detention and torture, practitioners also face financial persecution, including fines and suspension of salaries or pensions.
On January 21, 2020, at a political and legal work conference in Jilin Province, Jing ordered the province’s Political and Legal Affairs Committee, public prosecutors, and law enforcement systems to “Work hard on countering cults in the new year.”
During Jing’s tenure in Jilin Province, at least 41 Falun Gong practitioners were persecuted to death. Many more were maimed, had their families broken up, and/or were forced to live away from home to avoid the police.
Persecution Cases in 2018
In 2018, in Jilin Province, one practitioner died as a result of the persecution, 65 practitioners were sentenced, 26 were tried in court, 15 were indicted, 463 were arrested, 134 were harassed, 31 were subjected to financial persecution, two went missing, and three were forced to live away from home.
Mr. Yang Baosen from Songyuan City, Jilin Province, was sentenced to ten years in prison. After enduring nearly nine years of torture in Gongzhuling Prison, he was taken to the hospital for emergency treatment on February 27, 2018.
A CT scan of his chest on March 3 showed that he had a severe lung infection. Fluid was accumulating in cavities in his lungs. He was unable to eat and had to have liquid nutrition injected intravenously.
The authorities initially scheduled Mr. Yang for release on medical parole on March 5, but he wasn’t allowed to be picked up to go home until March 7. He was unable to walk and had trouble talking when he was released. Despite his condition, the authorities kept going to his home to harass him. He passed away at 3 a.m. on April 7. He was 61.
Persecution Cases in 2019
In 2019, eight practitioners were persecuted to death, 72 were sentenced, 19 were tried, 582 were arrested, and 236 were harassed. In addition, eight were held in brainwashing centers, nine were indicted, and 27 had their arrests approved. Six practitioners went missing and ten were forced to live away from home. Another 38 practitioners suffered various forms of financial extortion, with a total of 286,605 yuan taken from them.
Several senior practitioners were given heavy terms. Ms. Li Jing, 64, was given ten years, Mr. Guo Yunian, 85, was sentenced to six years, Mr. Yu Hongfu and his wife Ms. Chu Yuzhen, in their 70s, were sentenced to 8.5 and 9.5 years, respectively.
Ms. Zhang Yuanyuan was arrested several times in April 2019 and her home was ransacked. Because of her high blood pressure, she was denied admission by the detention centers. However, the local police continued to harass her and submitted her case to the procuratorate. On the morning of June 24, 2019, police arrested her again and took her to the local procuratorate. They threatened her and ordered her not to leave home for 15 days, and during this period, she had to be on call all the time. They said that if she didn’t comply, she would be arrested again.
On July 1, 2019, Ms. Zhang was taken to the local court for a hearing without her family’s knowledge. She collapsed to the ground as soon as she got back home at 4 p.m. She lost consciousness and passed away two days later.
On August 15, 2019, the police in Siping City and Lishu County mobilized several hundred officers. Along with the police in Changchun City, they arrested more than 30 practitioners and their family members in Changchun.
Among them, fourteen practitioners, with seven from one extended family, were tried by the Lishu County Court on September 28, 2020. The judge barred their lawyers and family members from defending them, and frequently interrupted the practitioners when they testified in their own defense. The judge sentenced the practitioners to prison on February 26, 2021.
Mr. Meng Xiangqi, 37, and his mother-in-law, Ms. Fu Guihua, 55, were both sentenced to 7.5 years in prison. Mr. Meng’s father Mr. Meng Fanjun, 59; his sister-in-law Ms. Yu Jianli, 30; Ms. Yu’s husband Mr. Wang Dongji, 40; and Mr. Wang’s parents Mr. Wang Kemin, 69, and Ms. Wang Fengzhi, 69, were each sentenced to seven years.
Ms. Fu was taken to Jilin Province Women’s Prison on May 27, 2021. She was denied family visits, forced to sit on a small stool motionless for long hours every day and subjected to other tortures. She passed away at the prison on July 25, 2021.
Persecution Cases in 2020
In 2020, despite COVID-19, the persecution of Falun Gong remained unabated. Six practitioners were persecuted to death, 68 were sentenced, 21 underwent court hearings, ten were indicted, 486 were arrested, 471 were harassed, 337 were held in brainwashing centers, and 58 were fined a total of 810,550 yuan.
On July 15, 2020, police in Nong’an County arrested 22 practitioners. Thirteen of them were sentenced. Among those, Ms. Zhang Xiuzhi was sentenced to ten years, Ms. Gao Xiaoqi, Ms. Cai Yuying, and Mr. Feng Liqi each received nine years, Ms. Wu Dongmei was given seven years, and Ms. Yu Jiaozhu, Mr. Shan Weihe, and Mr. Lyu Xiangfu were each sentenced to six years.
Ms. Sun Xiuying and her husband, Mr. Jiang Quande, were arrested at home. Mr. Jiang had been suffering from a medical condition and was emaciated at that time, but the police still took him into custody. After he was released about two weeks later, he remained on daily IVs to sustain his life. The police refused to release Ms. Sun in order for her to take care of her husband. Mr. Jiang passed away at the age of 66 on August 26, 2020.
Mr. Zhang Ziyou of Changchun City was arrested on April 14, 2017. He was sentenced to six years by the High-tech Industrial Development Zone Court on November 1, 2017, and taken to Gongzhuling Prison on November 22. There, he suffered a stroke and was found to have diabetes. He couldn’t take care of himself or walk on his own. His family applied for medical parole for him, but the prison repeatedly denied their applications, openly admitting that it was simply because he didn’t give up practicing Falun Gong. After being imprisoned for three years and ten days, Mr. Zhang passed away in the prison on December 13, 2020. He was 68.
Persecution Cases in 2021
In 2021, ten practitioners were tortured to death, 96 were sentenced, six were tried in court, 14 were indicted, 287 were arrested, 732 were harassed, 79 were held in brainwashing centers, and 43 were extorted for a total of 115,160 yuan. The CCP also launched the “zero-out campaign” to track down all Falun Gong practitioners on the government’s blacklist, including practitioners in their 90s. If the authorities couldn’t find the practitioners, they would harass their family members.
Mr. Liu Yongcun, of Shulan City, Jilin Province, was arrested in the winter of 2020. The police ransacked his home and he was traumatized as a result. He suffered a stroke and became bedridden. In May 2021, the police ransacked his home again. Mr. Liu passed away on September 10, 2021. He was 89.
Ms. Sun Fengxian, a 65-year-old resident of Nong’an County, Jilin Province, was arrested with 21 other Falun Gong practitioners on July 15, 2020. She was sentenced to two years by the Dehui City Court on July 26, 2021. She suffered a stroke in the Nong’an County Detention Center at 4:30 p.m. on December 3, 2021. After she was taken to the hospital, the doctor operated on her with her family’s consent. The surgery lasted nearly five hours and the doctor said it was successful. Ms. Sun remained in a coma afterward and was transferred to the Nong’an County Chinese Medicine Hospital on December 13. Her family was notified at 12:40 a.m. on December 15 that she was undergoing emergency treatment. She died at around 1:30 a.m.
Ms. Wang Qingwen was previously sentenced to a three-year prison term for practicing Falun Gong. Although the authorities allowed her to serve time outside of prison, the police took her into custody at the Liaoyuan City Detention Center some time in 2021. She was later transferred to the Jilin Province Women’s Prison where she developed severe symptoms. She was taken to the police hospital in late October 2021 and soon died there on October 26, 2021. The authorities cremated her body the next day and sent her ashes to her hometown in Liaoyuan City, Jilin Province. She was 78 years old. The prison refused to provide further information about Ms. Wang’s death to her family. Some officials said she died of rectal cancer, while others said she died of lung cancer.
Persecution Cases in 2022
In 2022, four practitioners were persecuted to death, 40 were sentenced, 338 were arrested, 384 were harassed, 41 had their pensions suspended, 34 were held in brainwashing centers, and seven were forced to live away from home.
Ms. Wang Guiqin was arrested on June 18, 2020 and sentenced to two years and two months by the Chaoyang District Court in June 2022. While in custody, her health began to deteriorate and a lump grew in her right breast, which soon oozed pus and blood. She was taken to the hospital for a checkup on June 19, 2022 and was confirmed to have late-stage breast cancer. She had trouble lifting her right arm and often stayed awake at night due to intense pain.
Ms. Wang’s family frequented the police station and the court to seek her immediate release, but to no avail. She wasn’t released until October 18, 2022, after serving her full term. Upon returning home, Ms. Wang’s condition continued to decline. Her right breast festered. She became emaciated and was in and out of coma. Her family took her to the hospital, but the doctor said her condition was beyond treatment. She passed away seven months later on May 8, 2023. She was 53.
Persecution Cases in 2023
From January to June 2023, Falun Gong practitioners in 30 cities, counties, and districts across Jilin Province were persecuted to varying degrees. Eleven died as a result of the persecution, 56 were sentenced, 239 were arrested, 283 were harassed (including 70 practitioners who had saliva samples collected), 149 had their homes ransacked, and 38 were extorted for a total of 184,728 yuan.
Mr. Jiang Yong, a Changchun City, Jilin Province resident, was arrested on June 28, 2021, and sentenced to 8.5 years in Gongzhuling Prison on the trumped-up charge of “subverting state power.” Even though he was in critical condition from staging a prolonged hunger strike to protest the persecution, the authorities refused to release him on medical parole, citing his refusal to renounce his faith. He died on January 23, 2023, the second day of the Chinese New Year. He was 31 years old.
Authorities from the 610 Office and the Jilin City Police Department in Jilin Province dispatched a large number of agents and arrested more than 30 Falun Gong practitioners on June 4, 2023. The police had monitored the practitioners for a long time and collected footage from surveillance cameras before carrying out the arrests. If any practitioners or their families refused to open their doors, the police would break in, sometimes breaking windows, to arrest the practitioners and ransack their homes.
