(Minghui.org) Before Human Rights Day, December 10, 2024, Falun Gong practitioners in 45 countries submitted to their individual governments another list of Chinese Communist Party (CCP) officials who have been involved in the persecution of Falun Gong. Because these officials have participated in the now 25-year-long persecution, practitioners have requested that they, along with their family members, be barred entry to their respective countries and that their assets be frozen.
These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay. This was the first time Paraguay has joined the list.
The CCP’s persecution of Falun Gong has continued for 25 years and the regime recently escalated its control overseas. According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was Wen Liansheng, president of the Xigang District Court in Dalian City, Liaoning Province.

Main Crime
Wen Liansheng served as the president of the Zhuanghe City Court, the Ganjingzi District Court, and the Xigang District Court in Dalian City, Liaoning Province, for eight years and ten months. He spared no effort in implementing the CCP’s policies regarding Falun Gong practitioners to “ruin their reputations, bankrupt them financially, and destroy them physically.” Despite knowing that the persecution has no legal basis, he still instructed his subordinates to conduct illegal trials and sentence innocent practitioners to prison.
According to available data, at least 29 practitioners were sentenced during Wen’s tenure as the president of the Ganjingzi District Court. Two practitioners, Ms. Liu Hongxia and Ms. Zhong Shujuan, died after being sentenced.
Select Persecution Cases
Case 1. Ms. Liu Hongxia Dies Days After Being Denied Medical Parole
Ms. Liu Hongxia, a 47-year-old Falun Gong practitioner, was denied medical parole despite her critical condition and died on November 8, 2022.
Ms. Liu of Dalian City, Liaoning Province, was arrested on October 28, 2021, for putting up posters about Falun Gong. She started a hunger strike on February 14, 2022, to protest the persecution and was later taken to the Xinhua Hospital, where she was tied to a bed, force-fed, and injected with unknown drugs, as well as denied all visits, including by her lawyer and family.
On July 13, six days after she was taken back to the detention center, the Ganjingzi District Court sentenced her to four years in prison. When her lawyer was finally given a pass to visit her after the sentencing, she couldn’t remember her hospital stay but did know that she had been force-fed and given the injection.
Ms. Liu was admitted to Xinhua Hospital again in late August and was moved to an intensive care unit in late October. The doctors issued a critical condition notice for her. Her family applied for medical parole for her on October 25, but the court and the detention center denied the request.
Ms. Liu was extremely weak when her family was allowed to visit her on October 29. She began to bleed from her mouth and nose on November 4. Thinking that she would die in a few days, the doctor asked her family to bring her child to see her for the last time. The visit was monitored by a police officer. Ms. Liu passed away on the morning of November 8.
Case 2. Ms. Zhong Shujuan Dies in Prison Three Years after Being Denied Medical Parole
Ms. Zhong Shujuan, 66, of Dalian City, Liaoning Province, died in Liaoning Women’s Prison on December 24, 2021, three years after her request for medical parole to be treated for breast cancer was denied. Her body was cremated in the presence of the police, prosecutor, and judge who were involved in her sentencing.
Ms. Zhong was sentenced to seven and a half years following her last arrest on June 28, 2016, and remained in Liaoning Women’s Prison until she died. Inside, the guards used despicable methods to try to force her to renounce Falun Gong. She developed breast cancer and eventually died after being denied medical parole.
Case 3. Mr. Ren Haifei Sentenced to 10 Years and Ms. Sun Zhongli Given Seven Years
Mr. Ren Hanfei was arrested from his rental apartment on June 26, 2020. The police took his 550,000 yuan in cash, as well as digital cards and electronic products worth over 200,000 yuan. That same day, Ms. Sun Zhongli from Dalian was also arrested and her residence ransacked.
After being detained for over a year, the two practitioners appeared in the Ganjingzi District Court on September 8 and again on September 23, 2021. Mr. Ren was sentenced to ten years in prison and fined 100,000 yuan, while Ms. Sun was given seven years and fined 70,000 yuan.
In the detention center, Mr. Ren was beaten so severely by police officers that he suffered heart and kidney failure. It took 19 days of medical treatment before he was no longer in critical condition.
Case 4. 80-Year-Old Ms. Tong Shurong Admitted to Prison to Serve Time
Ms. Tong Shurong was arrested on October 17, 2021, for talking to a few middle school students about Falun Gong. She stood trial in the Ganjingzi District Court on August 9, 2023. When prosecutors Liu and Zhang presented fabricated evidence, neither she nor her non-lawyer defender was allowed to refute the allegations. Judge Duan also interrupted the defender many times and threatened to remove him from the courtroom.
Ms. Tong and her defender protested judge Duan’s violation of legal procedures. The judge adjourned the session and left. Several armed officers then ordered Ms. Tong and her defender to sign paperwork without allowing them to read what was on it. They refused to comply.
Two bailiffs from the Ganjingzi District Court and three police officers went to Ms. Tong’s home on October 17, 2023, and announced that she had been sentenced to 1.5 years with a 10,000-yuan fine. She was admitted to the Liaoning Province Women’s Prison on January 2, 2024.
Case 5. Caregiver Convicted for Her Faith, Paraplegic Husband Suffers Declining Health in Nursing Home
After Ms. Zhang Cui’s husband became a paraplegic following a work-related accident in 2013, he relied on her to care for him and his daily activities, including eating, bathing, turning over in bed, and digital disimpaction. In addition to her husband, Ms. Zhang’s mother-in-law, in her 80s, also relied on her for care.
Following Ms. Zhang’s latest arrest on September 16, 2020, her husband was left unattended and their daughter had to put him in a nursing home. After a hearing on September 16, 2021, Ms. Zhang was sentenced to a 2.5-year prison term with a 20,000 yuan fine in November 2021. The family is also facing financial distress as Ms. Zhang’s pension was suspended in June 2021.
The mental distress took a toll on her husband. He suffered from declining health in the nursing home. His mother also struggles to care for herself due to her worsening rheumatism.
Case 6. Former Engineer, Paralyzed from Previous Imprisonment, Sentenced Again for His Faith
Mr. Lyu Kaili, 57, was arrested on June 20, 2021, after the police saw couplets on his door frame that said, “Truthfulness, Compassion, and Forbearance are the most important; Virtue and good deeds will bring blessings.”
After five days in the Dalian City Lockup, Mr. Lyu was transferred to the Yaojia Detention Center. The guards initially refused to admit him due to his poor health, but the police forced them to take him. When his family sought Mr. Lyu’s release, a police officer said, “It’s useless for you to talk to me. The order to arrest him came from above.”
Mr. Lyu previously sustained a spinal injury after ten years of torture in Panjin Prison. He had just learned to walk with a single crutch not long before being arrested again. His disability caused him much suffering in the detention center, where he had to walk without a crutch, in addition to his incontinence. The pain in his legs often kept him awake at night. When his lawyer visited him, he was carried out on an inmate’s back.
Mr. Lyu stood trial in the Ganjingzi Court on December 16, 2021. He was sentenced to an eight-month prison term and fined 5,000 yuan.
Case 7. Mr. Sun Jun and His Wife Both Sentenced to Over Seven Years
Mr. Sun Jun and his wife Ms. Zhang Xia were arrested in 2016 for filing criminal complaints against Jiang Zemin, the former leader of the communist regime who started the persecution in 1999. Mr. Sun was sentenced to seven years and two months in June 2017, while Ms. Zhang was given seven years and five months. Ms. Zhang was admitted to the Liaoning Province Women’s Prison in September 2017. Mr. Sun was first taken to Nanguanling Prison before being transferred to the Shenyang City First Prison at the end of 2017.
When Mr. Sun was first taken to the Shenyang City First Prison in late 2017, he was held in the 19th division, the most strictly managed ward, known for its brutal treatment of Falun Gong practitioners. To try to force him to renounce his faith, inmate Wen Tie twice covered his head with a plastic bag to nearly suffocate him. He almost died from this abuse.
Wen also slapped Mr. Sun’s head and face with a shoe. After Mr. Sun passed out, the guards collected his fingerprints on a prepared statement that said he renounced his faith in Falun Gong. When Mr. Sun’s family later demanded that the prison hold Wen accountable, the prison authorities replied that their surveillance cameras were broken, so there wasn’t any evidence that Wen tortured Mr. Sun.
Mr. Sun’s lawyer filed numerous complaints against Wen and the prison director, but the local procuratorate, courts, and prison administration bureau all turned a blind eye to the matter.
