Ms. Hu Qinlan, a retired power plant worker in Dezhou City, Shandong Province, died in February 2011, after suffering years of persecution for practicing Falun Gong. 

Ms. Hu was arrested with her husband, Mr. Che Xianqi, in March 2003 and detained for a month. They were transferred to a brainwashing center in April and held there for two months, where they were forced to watch videos smearing Falun Gong every day. Each was forced to pay a fine of 3,000 yuan. 

On June 2, 2003, the police took Ms. Hu to the Shandong Province Women’s Forced Labor Camp to serve a three-year term. Despite the fact that she was having a fever, the guards held her in a metal cage, where she was unable to stand straight and could only squat. The police also gave Mr. Che a three-year labor camp term, but had to release him after he was refused admission due to his high blood pressure. 

In the labor camp, Ms. Hu was still forced to watch propaganda videos. She was also forced to work without pay. The guards restricted her restroom use and sometimes forced her to relieve herself in her pants. Her health quickly deteriorated. She developed a chronic cough and tightness in her chest. Her health continued to decline after she was released in March 2006. Ms. Hu died in February 2011.
