(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who persecuted Falun Gong and practitioners to individual governments before Human Rights Day, December 10, 2024. Because these officials participated in this persecution, practitioners requested that they, along with their family members, be barred from entry and that their assets be frozen.
These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay. This was the first time Paraguay had joined the list.
The CCP’s persecution of Falun Gong has continued for 25 years and the regime recently escalated its control overseas. According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was Wang Shujiang, Party secretary and president of the Sichuan Provincial High People’s Court.

Main Crimes
Since the CCP began persecuting Falun Gong in July 1999, the court system has illegally tried and sentenced Falun Gong practitioners. Wang Shujiang has served in the Heilongjiang court system for decades before he was appointed the president of the Sichuan Provincial High Court in January 2018. As one of the highest leaders of the court system in Sichuan, Wang has repeatedly asked the courts across the province to “severely punish the evil cult” and instructed his subordinates to sentence the practitioners.
During Wang’s tenure in Sichuan, at least 11 practitioners passed away following their prison sentences, including Mr. Wang Haiqian, Mr. Wei Yongqing, Ms. Liao Guanghui, Ms. Fu Fazhi, Ms. Luo Guiru, Mr. Pang Xun, Mr. Sun Renzhi, Mr. Yang Xingye, Ms. Mao Kun, Ms. Wu Chunlan, and Ms. Ding Guoqin.
Persecution During Wang’s Tenure in Sichuan
Sentencing in 2024
From January to August 2024, 32 practitioners were sentenced in Sichuan Province. Six practitioners, including Ms. Duan Qiongying, Ms. Li Tao, Ms. Yu Chuancheng, Ms. Xu Yueqin, Ms. Luo Yi, and Ms. Li Jun, were arrested on May 24, 2023. They were indicted on March 1, 2024, and sentenced to prison by the Wenjiang District Court on July 25, 2024: Ms. Duan and Ms. Li Tao were both given three years and six months; Ms. Yu received three years; Ms. Xu and Ms. Luo were both sentenced to two years and eight months; and Ms. Li Jun was given two years and two months.
Sentencing in 2023
In 2023, 65 practitioners were sentenced in Sichuan Province. Ms. Zhao Jie, a 52-year-old Deyang City, resident, was sentenced to eight years and fined 100,000 yuan by the Jingyang District Court on February 17, 2023. Mr. Hu Biao, then 78, was sentenced to nine years by the Gulin County Court in October 2023.
Sentencing in 2022
In 2022, 38 practitioners were sentenced in Sichuan Province. Ms. Zhou Shuzhen, an 86-year-old Zigong City, resident, was handed down a three-year prison term by the Da’an District Court on September 15, 2022.
Sentencing in 2021
In 2021, a total of 76 sentencing cases were reported in Sichuan. More than ten practitioners, including Mr. Zeng Fanfeng, Mr. Nie Zongguo, Mr. Liu Jia, Ms. Gong Yubin, Mr. Zhou Jinba, Ms. Huang Sulan, Mr. Luo Guoping, Mr. Yang Zhi, Ms. Ye Fang, and Mr. Zhou Guanghua, were arrested between November 30, 2021, and January 22, 2022. Ms. Huang died three days after her arrest and four other practitioners, including Mr. Zeng, Ms. Gong, Mr. Liu, and Mr. Nie, were sentenced to up to five years by the Pengzhou Court.
In Luzhou City only, 15 practitioners were sentenced to prison in 2021. Ms. Deng Wanying was sentenced to the longest term of nine years, Ms. Lei Huanying was sentenced to five years, Ms. Luo Taihui to three and a half years, and Ms. Gou Zhengqiong to three years.
Another married couple, Mr. Liu Wei and Ms. Ai Chaoyu, of Chengdu City, were both sentenced to eight years in prison on April 27, 2021.
Sentencing in 2020
The year 2020 recorded sentencing cases of 76 practitioners in Sichuan. Mr. Xiao Dafu, an 80-year-old Dazhou City, Sichuan Province, resident, was arrested at home on October 16, 2018. According to people familiar with his case, he was interrogated for extended periods of time on seven occasions. To force him to renounce Falun Gong, the police ordered his three children to disown him. Mr. Xiao appeared in the Dazhou City Court on June 20, 2019. The court didn’t inform his family of the hearing. His lawyer entered a not guilty plea for him and Mr. Xiao also testified in his own defense. The judge sentenced him to 8.5 years on September 30, 2019.
Sentencing in 2019
A total of 76 sentencing cases were also registered in 2019. Ms. Hua Mingsu, 78, was arrested by four police officers on August 6, 2019. Only 13 days later, on August 19, she was sentenced to two years in prison by the Pengzhou City Court.
Ms. Ding Guoqin was arrested on October 16, 2017. She was sentenced to two years and six months in prison in late August 2018 and admitted to the Sichuan Province Women’s Prison on August 22, 2018. When her sons and daughters visited the prison for the first time, they saw that their mother was unable to move her hands or feet and had been carried into the visitation room by inmates. They learned that she had been tortured into quadriplegia after being in prison for less than three months. Within a few days, her family received a notice from the prison that Ms. Ding was critically ill and had been sent to the prison hospital. Ms. Ding passed away in the prison hospital on May 21, 2019. She was 69.
Sentencing in 2018
In 2018, 67 practitioners were sentenced in Sichuan. Three women from Chengdu were sentenced on July 26, 2018. Ms. Wu Chunlan, 54, was given eight years in prison and fined 10,000 yuan; Ms. Guo Qingcheng, 74, and Ms. Jiang Yilin, around 70, were each given seven years and fined 7,000 yuan. As Ms. Wu suffered a stroke and became paralyzed on one side of her body after her arrest in September 2016, she was allowed to serve time at home. After struggling with poor health for four years, she passed away on July 10, 2020. She was 57 years old.
Select Death Cases After Prison Sentences
Case 1: Sichuan Man with Metastatic Cancer Denied Parole, Dies Weeks After Prison Hospital Discharged Him On Verge of Death
Mr. Wang Haiqian, a former middle school teacher of Dazhu County, Sichuan Province, was diagnosed with colon cancer in January 2023, while serving 7.5 years for his faith in Falun Gong, an ancient spiritual and meditation discipline. The prison authorities notified his family to apply for medical parole for him, but they intentionally delayed the approval process and didn’t release him until around September 2023 when his cancer had metastasized. He died one month later. He was 60 years old.
Case 2: Former Assistant Engineer Dies Months After Serving Five Years in Prison
Mr. Wei Yongqing, formerly an assistant engineer at Xihua University in Chengdu City, Sichuan Province, was in a delirious state and incontinent when he was released in February 2023 from serving a five-year term for practicing Falun Gong. He passed away months later on August 29. He was 83 years old.
Mr. Wei was arrested on February 3, 2017, and sentenced to five years with a 20,000 yuan fine by the Pidu District Court on May 31, 2018. Judge Yang Rong deceived him into giving up appealing the verdict by promising that she wouldn’t enforce the prison term. But only five days after the ten-day appeal window expired, Yang ordered two bailiffs to take Mr. Wei to the Jiazhou Prison.
As Mr. Wei refused to renounce Falun Gong, he was pepper sprayed, forced to sit under the sun for long periods until his buttocks festered, and shocked with electric batons. The guards also forced him to finish his meals in seconds, a torture invented by the guards in Jiazhou Prison.
Mr. Wei was still reeling from the mental trauma and abuse-induced medical conditions when he was released. To make things worse, the local social security office also suspended his pension. His wife had to rent out their home in the city to earn some income, while she and Mr. Wei lived in the countryside, where the village officials closely monitored their daily activities. Mr. Wei took a fall in late August and passed away days later.
Case 3: Sichuan Woman Dies Eight Months After Release from Prison in a Vegetative State
Ms. Liao Guanghui was in a vegetative state when she was released on July 20, 2022, after serving a three-year prison term for practicing Falun Gong. The Mianyang City, Sichuan Province, resident died eight months later on March 23, 2023. She was 70 years old.
Ms. Liao took a fall on March 10, 2021, while incarcerated in the Sichuan Province Women’s Prison. The prison denied her family’s request to release her on medical parole, and held her in custody until the end of her term, even though she remained in a coma after the fall.
Because the prison hospital didn’t properly fix her skull during the craniotomy, there was a large sunken area on the right side of her head. She also had a suction tube in her throat, a feeding tube in her nose, and a urinary catheter. Her entire body was stiff.
Case 4: 30-Year-Old Radio Host Beaten to Death
Mr. Pang Xun, a 30-year-old radio show host, was beaten to death while serving a five-year term in a prison in Sichuan Province in December 2022. According to an insider, Mr. Pang’s body was covered with bruises from the beating, as well as marks from electric shocks and being tied up tightly with ropes. He had also become incontinent due to the torture.
The prison denied having tortured Mr. Pang but claimed that he died of hyperthyroidism, even when he was perfectly healthy and had no pre-existing conditions when he was arrested.
Case 5: Accountant Dies While Serving 11.5 Years
While in a detention center awaiting the results of her appeal of an 11.5-year prison sentence, Ms. Mao Kun, an accountant in Chengdu City, Sichuan Province, was taken to a hospital emergency room around April 9, 2021. Her family was asked to apply for medical parole on her behalf. But before they even got a chance to submit the application, Ms. Mao passed away in the hospital on the evening of April 11. She was 57. Her family suspects that torture may have been responsible for her sudden death.
Persecution During Wang’s Tenure in Heilongjiang Provincial High People’s Court
Between January 2012 and January 2018, when Wang served as the executive vice president and deputy secretary of the Party Group of the Heilongjiang Provincial High People’s Court, as well as a member of the Provincial Party Committee’s Political and Legal Affairs Committee, he actively arranged and monitored the sentencing cases of the practitioners, sometimes providing supervision on individual cases.
The high court was responsible for the “arrangement, deployment, supervision and guidance” of all Falun Gong-related cases in Heilongjiang Province. It requires provincial courts at all levels to “establish ledgers on a case by case basis, and report case progress and results regularly” for all Falun Gong cases.
During Wang’s tenure with the Heilongjiang Provincial High People’s Court, at least 340 practitioners were sentenced in Heilongjiang Province. Nine practitioners passed away either in prison or shortly after their release. They were Mr. Wang Fengchen, Mr. Wang Dechen, Ms. Yang Lihua, Ms. Guo Hongxia, Mr. Luo Jingshan, Ms. Feng Xue, Mr. Zhu Jinrui, Ms. Yang Ruiqin and Ms. Fei Shuqin.
Select Persecution Cases
Case 1: Mr. Zhu Jinrui Tortured to Death in Beian Prison
Mr. Zhu Jinrui, then 44, was arrested in January 2013. He was later sentenced to four years in Beian Prison. He was still in good health when he called his wife on April 23, 2014. Thirteen days later, on the evening of May 6, the prison informed his family that Mr. Zhu died of a sudden myocardial infarction. When his family changed his clothes, they found blood oozing from his mouth and suspected that he was beaten to death.
Case 2: Mr. Feng Xue Dies After Being Denied Medical Parole by the Prison
Mr. Feng Xue and his wife, Ms. Guan Shuli were arrested on December 6, 2013. They were sentenced to 9 and 11 years in prison respectively. Mr. Feng suffered from severe intracranial infarction and heart disease before his arrest, yet the Hulan Prison still admitted him. He received some medical treatment while he was imprisoned, but his condition kept deteriorating.
His family applied for medical parole for him in February 2015, but their request was rejected by the prison, with the excuse that he didn’t meet the requirements. His condition became critical on the afternoon of August 10, 2015. He was already dead by the time the prison took him to the hospital. He was only 47 years old.
Case 3: Mr. Wang Fengchen Tortured to Death in Custody
Mr. Wang Fengchen, 50, a geography teacher in Daqing City, Heilongjiang Province, was arrested on January 18, 2017, along with his wife, Ms. Leng Xiuxia. On October 11, 2017, both were sentenced to four years in prison with a 30,000 yuan fine. Later, Mr. Wang was taken to Hulan Prison and Ms. Leng to Heilongjiang Women’s Prison. During his time in prison, Mr. Wang was abused until he was coughing and vomiting blood. He passed away in a hospital on August 9, 2020.
Case 4: Twelve Falun Gong Practitioners Sentenced to Prison in Harbin City, Heilongjiang Province
Thirteen practitioners were arrested by the Songbei District Police Department in Harbin City on January 18, 2017. Twelve were tried by the Songbei Court on September 22, 2017. Both the prosecutor and the judge largely ignored questions from the practitioners and their lawyers during the trial. The judge also threatened one of their defense lawyers and prohibited him from entering “not guilty” pleas. All twelve of the practitioners were sentenced to prison and fined on December 14, 2017. Their sentences were:

Among these practitioners, both Ren Xiuying and Yang Qiji were in their 70s.
Case 5: Mass Arrests of 61 Practitioners and 14 Later Sentenced to Prison
A mass arrest took place on the evening of March 29, 2013. The police forces involved were from the provincial public security department, Harbin City, Yilan County, Fangzheng County, and Tonghe County. At least 61 practitioners were arrested, interrogated, and detained and their homes were ransacked. Fourteen were sentenced to prison. Ms. Fei Shuqin, 63, was given a 14-year term. She died in prison in 2023.
Persecution During Wang’s Tenure in Daqing City, Heilongjiang Province
Daqing is one of the cities with the most severe persecution. When Wang served as the Party secretary and president of the Intermediate People’s Court of Daqing City, Heilongjiang Province between August 2005 and July 2010, the persecution in the region was also very intense.
In particular, prior to the 2008 Beijing Olympics, the authorities in Daqing arrested and sentenced many practitioners. The Daqing City Political and Legal Affairs Committee and 610 Office also gave a secret order to give heavier terms to the practitioners: for regular terms between 1-3 years, give the practitioners 3 years; and for heavier terms between 3 to 7 years, give the practitioners 7 to 8 years. As a result of this secret policy, Ms. Jiang Fengqin was sentenced to 8 years, Ms. Gao Yanxia 5 years, Ms. Gao Fengling 3 years and Mr. Du Deping 2 years. While in custody, the police spread wasabi oil on a mask and put it on Ms. Jiang’s face. They also applied the wasabi oil to her eyes, nose, and mouth. She had difficulty breathing and fainted.
Ms. Zhang Yaqin was arrested on January 24, 2008, and later sentenced to seven years. While serving time at the Heilongjiang Province Women’s Prison, she was given toxic shots and fell into critical condition. She was taken to the hospital for resuscitation many times after she was released in May 2010. She died on November 26, 2010. She was 64.
