(Minghui.org) A woman in Qianxi County, Hebei Province, is scheduled to stand trial on October 14, 2025, for “leaking state secrets.” Because the case concerned “classified information,” the trial was closed to the public, with no family or spectators allowed.
Ms. Wang Zhixin, 43, was arrested on July 16, 2025, after 13 years on the run. The “state secrets” she was accused of leaking referred to two documents issued prior to the World Expo held in Shanghai (May 1 – October 31, 2010). The 610 Office of the Chinese Communist Party (CCP) issued a secret seven-page document titled “Preaching Outlines.” Marked as “classified” and “web-site search prohibited,” this document was reportedly distributed in different formats and under different titles to all branches of the 610 Office in China. The version of the document issued by the 610 Office in Qianxi County, Hebei Province, was in the form of a memorandum entitled, “Leader Committee Office Guidelines for Prevention and Response to Cult-Related Issues during Shanghai World Expo.”
The Minghui.org website managed to obtain the documents and post them online in April 2010. Upon learning of the exposure of their secret plan to exploit the World Expo to intensify the persecution of Falun Gong practitioners, the 610 Office launched an investigation to find out who leaked the “state secrets” to Minghui.org. Many practitioners across China were arrested, including Ms. Wang.
Ms. Wang was seized early on the morning of May 12, 2010. During interrogation, the police deceived her into admitting that she supplied the information to the Minghui.org website, even though she did not do so. The police were also unable to find any evidence after raiding her home and office.
The Qianxi County Procuratorate returned the case to the Qianxi County Police Department three times, citing insufficient evidence. Ms. Wang was released on one-year bail on January 27, 2011. She returned to work at the local Xinzhuangzi Township Government, but faced constant harassment. Her mother-in-law, Ms. Li Chunxian, died of stress in the spring of 2012.
The procuratorate approached Ms. Wang on June 7, 2012, and attempted to depose her, but she refused to comply. The police kept harassing her, her husband Mr. Zhao Hongtao, and their relatives.
Ms. Wang had no option but go into hiding, and was subsequently put on the wanted list. Unable to catch her, the police arrested her husband Mr. Zhao in 2013 and got him sentenced to one year in prison. He was later suspended from work for ten months (from July 2019 to April 2020).
In November 2018, the central government issued an internal policy instructing government departments at every level to report missing government employees. Starting on December 17, 2018, the Qianxi County Police Department intensified their harassment and threats of Ms. Wang’s family and friends in attempts to find her.
The police department specifically posted a reward notice three times in the village where Ms. Wang lived, on March 1, 2019, in June 2019, and in February 2020. They had the village blast the reward notice on loudspeakers every day during those three periods.
The police arrested Ms. Wang’s father-in-law Mr. Zhao Kuixiang on April 29, 2019, and detained him for eleven days. They also arrested her aunt Ms. Li Ruiqin on July 18, 2019 and kept her in custody for eleven days. Unable to cope, Ms. Wang’s mother Ms. Ma Yinchun died on May 2, 2019.
Ms. Wang was arrested in Tangshan City, Hebei Province on July 16, 2025, by officers from the Haigang Police Station. They turned her over to the Qianxi County Police Department on the same day. The Qianxi County Inspection Committee interrogated her and attempted to extract confessions from her.
Two committee members later went to her childhood home to interrogate her father. They asked if the elderly man had a computer and whether he overheard his daughter’s conversation with his late wife back in 2010 when the former gave those two classified documents to the latter. Not knowing the two committee members were trying to frame her, he said under pressure that he overheard the conversation.
Later that day, the two committee members visited Ms. Ma Yinfeng, another local Falun Gong practitioner who was arrested along with Ms. Ma back on May 12, 2010. They questioned her if Ms. Wang showed the two classified documents to her first before giving them to Ms. Wang’s mother. Ms. Ma said she knew nothing about the classified documents or what happened to Ms. Wang and her mother.
The Qianxi County Inspection Committee next instructed the judicial system to speed up Ms. Wang’s prosecution. The Qianxi County Police Department put her on criminal detention on July 18, 2025. The committee announced on July 25 that Ms. Wang had been caught after 13 years on the run, and a case against her was established on July 30. She was issued a formal arrest warrant on August 1 and indicted for “leaking state secrets” on September 11. Her court date was set for October 14, with judge Zhang Ruijun in charge.
