A 77-year-old resident of Jilin City, Jilin Province, died on January 28, 2024, while awaiting trial for his faith in Falun Gong.
Mr. Li Changhai’s death capped decades of persecution, including a seven-year prison term. He was arrested on February 17, 2012, while distributing Falun Gong materials. Officers Zhao Rui and Li Leiyu of the Longhua Police Station slapped him in the face so hard that his face became swollen and deformed. They also stripped him to his underwear. A bit past 8 that night, they snatched his key and drove him home. They confiscated his Falun Gong books and more than 6,000 yuan cash.
The police next took Mr. Li back to the police station. They stripped him naked and gave him a savage beating. After that, they took him to the Jilin City Lockup. Fifteen days later, they moved him to the Jilin City Detention Center. His family received a notice of a formal arrest warrant for him on March 26, 2012, but it bore no official signature. His lawyer was notified in late June 2012 that the Longtan District Procuratorate had returned his case to the Longtan District Police Department.
The police refused to release Mr. Li and fabricated more evidence and resubmitted the case. He was then indicted and stood trial on August 31, 2012. The Longtan District Court did not notify his family or lawyer of the court hearing. His loved ones received a letter from the Gongzhuling Prison in early September 2012. Only then did they learn that Mr. Li had been sentenced to seven years.
The prison guards subjected Mr. Li to various forms of abuse. After he was released in February 2017, he learned that his pension had been suspended.
Mr. Li was arrested again on February 9, 2023, after being reported for putting up Falun Gong stickers. His home was raided with nearly 100 Falun Gong books confiscated. He was soon released and put under house arrest.
The police arrested Mr. Li again on March 3, 2023 but released him the next day. They took him into custody on September 8, 2023 but released him later that day after the local detention center declined to admit him due to high blood pressure. He was summoned to the Xin’an Police Station on September 12, 2023 and put under house arrest again.
The Changyi District Procuratorate indicted Mr. Li on January 16, 2024 and recommended a prison sentence of four and a half years. The Changyi City Court gave him six months of house arrest that same day. He died on January 28.
Mr. Li’s daughter, Ms. Li Cuiling, was also arrested on March 3, 2023 for practicing Falun Gong. She suffered relentless persecution over the years too. See the related reports for details of her ordeal.
