(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand that their governments hold the perpetrators accountable, barring them and/or their family members from entry into their respective countries, and freezing their assets.
These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.
According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was Li Meng, former secretary of the Shandong Provincial Political and Legal Affairs Committee (PLAC) and current member and secretary of the Liaoning Provincial Discipline Inspection Committee.

Main Crimes
Shandong Province has consistently been one of the provinces where the persecution of Falun Gong is most severe. Directed by the Provincial PLAC and the 610 Office, the persecution is implemented by the Public Security Bureau, judiciary departments, and various detention facilities such as detention centers or prisons.
During his tenure as secretary of the Shandong Provincial PLAC from June 2022 to March 2024, Li Meng spared no effort in implementing the persecution policy. At least 10 Falun Gong practitioners died as a result, including Ms. Ma Lianfeng (2024), Ms. Chen Guohua (2023), Ms. Xu Haihong (2023), Mr. Ren Qingbai (2023), Ms. Wei Lanying (2023), Ms. Su Guihua (2023), Ms. Zhang Jing (2023), Ms. Miao Peihua (2023), Mr. Shen Lianghua (2022), Ms. Ji Yingmei (2022), Mr. Lin Junsong (2022), Mr. Yu Chunqiang (2022), and Mr. Yu Xinmao (2022). Many more practitioners were arrested in police sweeps, had their homes ransacked, were harassed, and sentenced to prison.
Persecution in the Second Half of 2022
In the second half of 2022, at least 5 practitioners were persecuted to death, 79 were sentenced, 409 were arrested, 241 had their homes searched, 639 were harassed, and 33 were detained in brainwashing centers.
From July to August 2022, just before the CCP’s 20th National Congress, 156 practitioners were arrested in Shandong Province, the highest number of arrests in the country. At the same time, another 74 practitioners were harassed and 17 were taken to brainwashing centers.
Mr. Ren Qingbai, a former employee of the Shandong Provincial Tax Service, who lived in Yantai City, Shandong Province, was arrested on August 5, 2022 on his way to work. The police ransacked his home and put him in a detention center.
Due to the tortures he sustained in the detention center, Mr. Ren became emaciated and suffered chest pain and other discomfort after he was later released on bail. His health continued to decline due to ongoing police harassment. He died on July 24, 2023 at the age of 57, which dealt his 90-year-old father a hard blow.
Mr. Wang Zhigeng, an 82-year-old man in Weifang City, Shandong Province, was arrested on August 15, 2022. He was taken to the Beihailu Police Station, where a court staff member handed him a copy of his indictment and his residential surveillance notice. The police then ordered his son to take him home. On the morning of August 26, a group of nine people, including the police, the prosecutor and the judge, came to Mr. Wang’s home to hold a trial. He was sentenced to three years and fined 5,000 yuan.
In Liaocheng City, a group arrest took place on September 16, 2022. Given one practitioner’s advanced age, the police arrested his wife instead. Many of the arrested practitioners were forced to submit fingerprints, have their blood drawn, and have their hair cut against their will. Among them, Ms. Xu Delan was held in a psychiatric hospital, until she was released on bail in December 2022. She was sentenced to one year in prison with two years of probation by the Dong’e District Court in late July 2023.
Eight practitioners in Guan County were arrested between May and August 2022 for making materials that expose the persecution of Falun Gong. One of them, Mr. Zhou Chunbao, 48, a former deputy tax bureau director, was interrogated multiple times and deprived of sleep for three days.
The Guan County Court held a virtual hearing of the eight practitioners’ cases on December 21, 2022, and sentenced them to prison on January 4, 2023. Ms. Zhang Yuxiang, 51, and Mr. Xu Hengkui, 60, were both sentenced to 7.5 years and fined 18,000 yuan. Mr. Kong Dequan, 61, was given 7 years and 4 months with a 16,000-yuan fine. Mr. Zhou; Ms. Gao Shuzhen, 47; Mr. Han Zhenlin, 71; and Mr. Zhang Bingliang, 68, were each sentenced to 4 years with a 10,000-yuan fine. Mr. Wang Ruixiang, 55, was given 3 years and fined 8,000 yuan.
Persecution in 2023
In 2023, at least 1,713 incidents of persecution were recorded in Li Meng’s jurisdiction. Sixteen practitioners died from the persecution, 149 were sentenced, 776 were arrested, 425 had their homes searched, 582 were harassed, 31 were forced to live away from home, 414 were held in lockups or detention centers, 61 were held in brainwashing centers, and 122 were subjected to financial persecution (including court fines, police extortion, and having their pensions or salaries suspended).
The number of incidents in various regions is as follows: 343 in Yantai, 285 in Weifang, 208 in Qingdao, 169 in Liaocheng, 150 in Rizhao, 107 in Linyi, 90 in Dongying, 75 in Jinan, 54 in Zibo, 54 in Weihai, 49 in Heze, 48 in Tai'an, 43 in Dezhou, 23 in Binzhou, 14 in Jining, and one in Zaozhuang.
On March 3, 2023, the Rizhao City Police Department and the Domestic Security Division launched the “303 Special Project.” About 50 practitioners were arrested on May 12 and 13 as part of the operation. Most of them were later sentenced to prison. In particular, 21 practitioners including Ms. Hong Meishuang, Ms. Guo Xin, and Mr. Jiang Haibo were tried by the Wulian County Court on December 4-6. They were sentenced from one to five and a half years on December 25.
More than 100 officers in Longkou City were dispatched to arrest local Falun Gong practitioners at around 5 a.m. on May 9, 2023. The officers wore civilian clothes and drove their private cars to carry out the group arrests. They deceived the targeted practitioners into opening their doors by claiming to be street committee staffers or downstairs neighbors whose ceilings were leaking.
According to insiders, the police had monitored the practitioners for at least six months before making the arrests. Many of the arresting officers are young people who had been misled by the CCP’s slanderous propaganda against Falun Gong.
All the practitioners’ homes were raided, with the police searching every nook and cranny, even under the beds. A large amount of Falun Gong books, informational materials exposing the CCP’s persecution of Falun Gong, and other valuables were confiscated. The practitioners reported that these plainclothes officers changed into police uniforms after taking them to their police stations.
At least 13 Falun Gong practitioners in Zhucheng City were arrested on July 24, 2023. The arrests were conducted by officers from the Zhucheng City Domestic Security Office, the Renmin Road Police Station, and the Mizhou Road Police Station. Most of the practitioners also had their homes ransacked. In Ms. Liu Shuhua’s home, her bedding was thrown on the floor and many of her valuables, including cash, gold jewelry, and the house deed were taken. The practitioners were held in the Zhujie Brainwashing Center and ordered to renounce Falun Gong.
Ms. Xu Haihong, a Qingdao City resident, was arrested on September 10, 2023 and detained in the Pudong Detention Center. She was sentenced to 16 months in October 2023 and transferred to the Shandong Province Women’s Prison around December 6, 2023. She died three days later. She was 56 years old.
While trying to avoid arrest during a police chase in late September 2023, Ms. Ma Lianfeng, of Longkou City, lost control of her tricycle and crashed. She sustained severe leg injuries and her arms and back were badly bruised.
The police caught up with her and confiscated Falun Gong materials from her bag. They targeted her because an elementary school pupil reported her for talking to him about Falun Gong. They didn’t arrest her because she had difficulty standing. Ms. Ma never recovered from her injuries. She died on January 22, 2024, at the age of 69.
Ms. Xu Jinfeng from Liaocheng City was arrested on August 12, 2022, while studying the Falun Gong teachings at a private home. More than 30 agents broke in and seized Ms. Xu and over ten guests. She was sentenced to seven years with a 10,000-yuan fine on January 10, 2024. Only three months after she was admitted to the Shandong Province Women’s Prison, her vision and memory declined significantly.
