(Minghui.org) Falun Gong practitioners across China were harassed before the Chinese Communist Party’s military parade on September 3, 2025.
Minghui.org previously reported on harassment cases in Jinchang City, Gansu Province, between late August and early September 2025. This article covers additional cases in which the Jinchang City Police Department and its subordinate police stations forcibly collected blood samples and fingerprints from local Falun Gong practitioners.
Two officers from the Beijing Road Police Station knocked on 71-year-old Ms. Liu Guiju’s door around 5 p.m. on September 6, 2025. When she refused to let them in, they called her son, who lived in the same house, ordering him to persuade his parents to allow the police to fingerprint them and take blood samples.
As Ms. Liu refused to comply, the police returned to her home the next evening. Her son opened the door. Five officers barged in, including a police chief surnamed Zhao, a director, and officer Xie Xiaofeng. One of them videotaped Ms. Liu. The others forcibly drew her blood and took her fingerprints, palm prints and side-of-hand biometrics. Her husband, Mr. Cao Heping, 71, also had a blood sample taken against his will. As this was happening, another officer stayed outside of their home on the lookout.
Mr. He Tianqin, 75, and his wife, Ms. Cao Fang, 71, were having dinner at home around 6 p.m. on September 6, when four officers knocked on the door. They claimed that they were there to collect the couple’s personal information, as the information they’d collected previously had expired.
The couple condemned the police for targeting Falun Gong practitioners. The police said it was a new order from above and then forcibly drew blood samples and took their fingerprints.
At 8 p.m. on September 6, three officers from the Xinhua Road Police Station and a community worker went to Mr. He Shichang’s home. As Mr. He, 46, wasn’t home, they ordered his wife, Ms. Xu Jing, 38, to call him and ask him to come home. When Mr. He refused to comply, they forced his child to call him. He still refused to cooperate. The police collected Ms. Xu’s blood sample instead, then left.
After leaving Mr. He’s home, the police went to the home of his sister, Ms. He Shuhui, 44. She wasn’t home either, but her husband opened the door. The police also ordered him to call Ms. He. He refused and condemned the police for arresting his wife in July 2020 and then detaining her for two weeks, causing her to lose her job.
Three days later, on September 9, three officers went to Ms. He’s workplace in a hotel. After a standoff of more than an hour, they forcibly drew her blood. Before leaving, they threatened a colleague at the front desk not to tell anyone about the incident. Ms. He had bruises on her arm for several days after the event.
Mr. Fan Yongcheng, 79, and his wife, Ms. Lei Zhanxiang, 74, were harassed by Beijing Road Police Station officers on September 7. The police ordered them to cooperate and help them “get their job done.” The couple firmly resisted. The police forcibly held them down and collected their blood samples and fingerprints. It took Mr. Fan several days to recover from the abuse.
That same day, two officers from the Xinhua Road Police Station and a community worker went to the home of Mr. Chen Ligao, 71, and his wife, Ms. Ouyang Huilin, 65. The police said they received an order from above to collected their blood samples and fingerprints. “This is our job and responsibility. You have to do whatever we tell you,” the police said to them. The couple refused to comply, but still had blood samples and their fingerprints forcibly taken.
