(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners are demanding that their governments hold the perpetrators accountable, bar them and/or their family members from entry, and freeze their assets.

These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU), and 13 countries on other continents. The EU countries include Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas, and include Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.

According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal during a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”

Among the perpetrators listed was He Zhiliang, former vice governor of Jilin Province.

I. Crimes During His Tenure as Vice Governor of Jilin Province and Director of the Provincial Public Security Department

During his tenure as vice governor of Jilin Province and director of the Provincial Public Security Bureau from 2023 to 2024, He Zhiliang actively implemented the CCP’s persecution policy against Falun Gong practitioners. At least 26 practitioners in Jilin Province died as a result of the persecution during this time, and numerous practitioners were arrested, harassed, and sentenced.

In 2023, 12 practitioners died due to the persecution, 108 practitioners were sentenced, 522 were arrested, 251 had their homes ransacked, and another 45 were extorted by the police for a total of 260,708 yuan.

In 2024, 14 practitioners were persecuted to death, 78 were sentenced, 396 were arrested, 287 were harassed, 216 had their homes raided, 11 were taken to brainwashing centers, and 18 were extorted by the police for a total of 157,850 yuan.

Between mid-April and mid-May 2024, at least 46 practitioners in Changchun City, Jilin Province were arrested. April 19 and May 10 saw the most arrests, with 16 on each day.

According to insiders, the mass arrests were orchestrated by the Jilin Province Political and Legal Affairs Committee and its subordinate Changchun City PLAC and 610 Office. The PLAC and 610 Office are both extrajudicial agencies tasked with overseeing the persecution of Falun Gong. Most of the arrests were carried out by the Erdao District Police Department and its subordinate police stations. A few remaining arrests were conducted by police agencies in Lyuyuan District and Nongan County.

Another group arrest of 35 practitioners took place in Shulan City on June 5, 2024. One practitioner, Mr. Zhu Yujun, was hospitalized after developing a heart condition due to beatings in the detention center. One of the guards said, “This guy refused to answer questions, and deserves to be beaten.” He was later sentenced to a four-year prison term and admitted to the Gongzhuling Prison on December 18, 2024. Given his frail health, he was put in the prison hospital. His family was not told about his health or where he was.

Select Death Cases

Case 1. Jilin Man Dies 21 Days After Being Released on Bail, Posthumously Threatened with 3 Year Prison Sentence

Mr. Tian Yuchun from Changchun City, Jilin Province, was arrested at his home on April 18, 2024. A detention center guard notified his family on June 20, 2024, that he’d vomited and lost consciousness that day and was diagnosed with an intestinal obstruction. His family asked to visit him but were denied. When the detention center found out that Mr. Tian also had bile duct cancer eight days later, they told his family to apply for his release on bail.

It took several days to process the required paperwork, and by the time Mr. Tian was released on bail on July 3, 2024, he was so weak that he could not walk without assistance. He died 21 days later. The Chaoyang District Court even sent a threatening letter to Mr. Tian after he died.

Case 2: Arrested for Their Faith, 68-Year-Old Sister Dies One Month Later, 80-Year-Old Brother Faces Indictment

Ms. Wang Yuying, of Gongzhuling City, Jilin Province, died in the local detention center around September 10, 2024, one month after her arrest. She was 68 years old. The authorities offered her family 30,000 yuan in exchange for their silence regarding her suspicious death. They consulted a lawyer and were told that no one could help them win a lawsuit, as the police would block all channels if they tried to collect evidence. Meanwhile, her 80-year-old brother, who was arrested with her on the same day, is facing indictment for his faith.

Case 3. 77-Year-Old Man Dies While Facing Prison Sentence

Mr. Li Changhai, of Jilin City, was arrested on February 9, 2023, and placed under house arrest. The Changyi District Procuratorate indicted him on January 16, 2024 and recommended a sentence of four and a half years. Having served a seven-year term between 2012 and 2019, Mr. Li had yet to recover from the torture and mental trauma. The possibility of being imprisoned again brought him so much distress that he died days later on January 28, 2024. He was 77 years old.

Case 4. Once Incarcerated for 13 Years, Inner Mongolia Woman Dies Six Days After Another Arrest for Her Faith in Falun Gong

Ms. Liang Lixin, of Hinggan League, Inner Mongolia, died six days after she was arrested in March 2023 while visiting her daughter in Changchun City, Jilin Province. She died in the Jiutai Detention Center while the police were in the process of building a case against her.

Ms. Liang’s passing was preceded by decades of persecution for her faith. She served 2.5 years of forced labor and two prison terms totaling 10.5 years prior to her latest arrest.

Case 5. 54-Year-Old Shop Owner Dies Days After Being Tried at Home

Ms. Zhu Yuxia, a resident of Changchun City, was arrested at home on September 29, 2022. During the required physical examination, she was found to have hepatitis B and cirrhosis. She was then released on house arrest, with her phone closely monitored.

Two officers showed up at the shopping mall, where Ms. Zhu ran a shop, at 3 p.m. on November 7, 2022, and ordered her to go to the procuratorate to be deposed. Ms. Zhu said she didn’t have time, but when the police threatened to use force, she went with them. She saw a police officer holding a form titled “Judgment in a Criminal Case” with her name on it. She was under tremendous pressure upon returning home and feared a possible prison sentence. She was unable to work for two days.

Ms. Zhu was formally indicted by the Kuancheng District Procuratorate on June 5, 2023. At that time, her health had already declined as a result of pressure from the relentless persecution. Her abdomen and lower body had become very swollen, and she fell into a coma on July 7, 2023. Personnel from the Kuancheng District Court still showed up at her home days later to conduct a hearing for her case and threatened to expedite prosecuting her. Ms. Zhu died after a few days. She was 54 years old.

Select Sentencing Cases

Case 1. 72-Year-Old Jilin Man Sentenced to 5.5 Years

Mr. Wu Qingyuan, 72, from Changchun City, was arrested at his home on February 29, 2024. He was later sentenced to five and a half years with a 20,000-yuan fine by the Kuancheng District Court. He was admitted to the Gongzhuling Prison in September 2024 to serve time.

Case 2. Jilin Man Sentenced to Ten Years

Mr. Jiao Chuanfu, in his 50s, was arrested on February 19, 2023, by officers from the Erdao District Domestic Security Division. It was confirmed in mid-May 2024 that he had been admitted to the Gongzhuling Prison to serve a ten-year term. Prior to his latest sentencing, Mr. Jiao had been repeatedly arrested, and served one labor camp term for upholding his faith in Falun Gong.

Case 3. Shoe Shop Owner Sentenced to Seven Years

Mr. Zheng Yuming, 67, of Dehui City, Jilin Province, and his wife were arrested at their shoe shop on February 25, 2023. The police had monitored the couple for three days before arresting them. Mr. Zheng was held at the Dehui City Detention Center but his wife was released.

Mr. Zheng was sentenced to seven years on January 4, 2024, by the Dehui City Court, and taken to the Jilin Province Prison to serve time.

Case 4. Three Jilin Residents Given 12-13 Years

Three Nongan County, Jilin Province residents were given heavy sentences for their faith in Falun Gong. Mr. Su Xiufu, around 59, was sentenced to 13 years and is currently being held at the Nongan County Detention Center. Ms. Xu Yafen and Ms. Yin Guiying, in her 70s, both received 12 years.

The three practitioners were arrested at noon on August 24, 2022. According to insiders, the police had monitored the practitioners for more than six months before making the arrests. They confiscated Ms. Xu’s Falun Gong books, a portrait of the founder of Falun Gong, and her computer. Ms. Yin and Mr. Su’s homes were also raided. The police even seized Mr. Su’s child’s computer.

II. Crimes During He’s Tenure as Secretary of the Jilin Municipal Committee

Between January 2021 and December 2022, when He was the secretary of the Jilin Municipal Committee, at least five practitioners were persecuted to death, including Ms. Ma Ying, Ms. Wang Guiying, Mr. Liu Jun, Mr. Meng Xiangfu, and Mr. Liu Yongcun. Another 29 practitioners were sentenced, 119 were arrested, 7 were taken to brainwashing centers, and 292 were harassed.

Select Persecution Cases

Case 1. 76-year-old Woman Dies Two Weeks After Repeated Harassment

One month before the Chinese Communist Party’s centennial anniversary of its founding, in July 2021, the local police in Yongji County, Jilin Province began to harass Ms. Wang Guiying at home. As she refused to open the door for them, the police often stayed outside her home to monitor her.

On July 20, 2021, the 22nd anniversary of the onset of the persecution of Falun Gong, the police broke into Ms. Wang’s home and confiscated her Falun Gong books, informational materials, and printers.

While the police were ransacking her home, Ms. Wang, who lived on her own after her husband passed away, suffered a heart condition. She called her daughter for help. After her daughter arrived, the police took a photo of her and ordered her to sign a statement to renounce Falun Gong on Ms. Wang’s behalf. They also attempted to bring Ms. Wang to the police station for interrogation.

Ms. Wang’s daughter said to the police that they could take her away, but they would be responsible if she suffered any other medical condition while in custody.

Although the police gave up on arresting Ms. Wang, fearing responsibility for her health, they stayed and interrogated her, demanding information about other practitioners. Ms. Wang refused to answer any questions.

Ms. Wang moved to her daughter’s home after the police left. Several officers who refused to identify themselves called her and her daughter every day to harass them. Ms. Wang’s health quickly deteriorated and she passed away on August 6, 2021.

Case 2. Jilin Woman Sentenced to Prison Six Months after Persecution Death of Husband

Two months after Ms. Chen Qinglan was arrested for her faith in Falun Gong, her husband passed away, after enduring two decades of mental distress due to the persecution of their shared faith. While still mourning her husband’s passing, Ms. Chen was sentenced to three years with a 3,000 yuan fine four months later, in early April 2023.

Ms. Chen, 70, of Shulan City, Jilin Province, was arrested on August 23, 2022, after several rounds of harassment in the months prior. The police searched everywhere in her home, even under the beds. They confiscated two of her Falun Gong books and several paper currency bills with short messages about Falun Gong printed on them (used to raise awareness about the persecution due to the strict censorship in China).

The harassment and home-ransacking further upset her husband, Mr. Meng Xiangfu, who already had trouble walking and talking due to the distress of the suspension of his pension since 2020. His health quickly declined and he passed away on October 24, 2022. Ms. Chen wasn’t allowed to attend his funeral.

Case 3. Jilin Woman Sentenced to Three Years, Appeal Rejected

Ms. Zhao Hongyan, 67 and of Jiaohe City, Jilin Province, was arrested on September 14, 2021, after being reported for talking to people outside a kindergarten about Falun Gong. She was taken to the Jilin City Detention Center the next day. The police forced her family to pay 1,000 yuan for her physical exam and didn't give them a receipt. Her arrest was approved 12 days later.

Ms. Zhao developed a severe heart condition in the detention center and was later released on bail. In early July 2022, an officer from the Minzhu District Police Station came to her home and told her that she had been sentenced to a three-year prison term. It’s not clear whether a trial ever took place.

Ms. Zhao appealed to the Jilin City Intermediate Court. A judge called on October 27 and said that they had decided to deny her appeal.

Case 4. Once Jailed for 3 Years, Former College Lecturer Gets Another 5 Years for Practicing Falun Gong

Ms. Jiang Yongqin, a former college lecturer in Jilin City, Jilin Province, was secretly sentenced to five years in prison on January 24, 2024. She was arrested in June 2022 and tortured by the police, including being sexually assaulted, force-fed wasabi oil through her nose, and having lit cigarettes inserted into her nostrils.

This was not the first time that Ms. Jiang, around 55, had been targeted for her faith. She was previously sentenced to three years in prison following an arrest on September 26, 2009.
