(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the persecution committed by Li Wensheng, director of the Prison Administration Bureau of the Ministry of Public Security.

He then served as deputy director and director of the Criminal Regulations Division of the Legal Affairs Bureau. For many years, he has been engaged in public security legislation and law enforcement guidance.

Main Crimes
Since the CCP began persecuting Falun Gong in July 1999, the Ministry of Public Security has been actively took part in it. Countless innocent Falun Gong practitioners have been arrested and detained at all levels of the public security system. Under secret policies such as “beating them to death is considered their committing suicide” and “killing with no mercy,” detention centers at all levels have used various forms of torture against Falun Gong practitioners who refuse to renounce their belief. Many were injury or became disabled. Some were even beaten to death.
Since Li became the director of the Prison Administration Bureau of the Ministry of Public Security in January 2024, at least 10 Falun Gong practitioners have been persecuted to death while held in custody, including Dong Yusu, Wang Shuzhi, Zhao Jiuzhou, Zhang Fengxia, Zhou Guixiang, Wang Qingxiang, Wang Yuying, Tian Yuchun, and Zheng Wenchao.

Case 1. 59-Year-Old Woman Dies in Custody, Less Than Two Months After Being Arrested
Ms. Wang Shuzhi, of Jixi City, Heilongjiang Province, died at the Jixi City Detention Center on July 19, 2025, less than two months after her latest arrest. She was 59.
Ms. Wang’s death is a result of the intensified persecution of local Falun Gong practitioners by the Jixi City government, Political and Legal Affairs Committee, and 610 Office since early 2025. They selected Hengshan District as a pilot location and instructed law enforcement to closely monitor practitioners living in the district starting in April 2025. The police also posted rewards for the locals to report on the practitioners. More than ten practitioners were harassed and had their Falun Gong books confiscated. Three practitioners were detained and fined.
Ms. Wang was arrested on May 22, 2025, and taken to the Jixi City Detention Center, which initially refused to admit her due to her poor health. The police held her at an unknown location and successfully had the detention center admit her a week later.
Ms. Wang held a hunger strike to protest the arbitrary detention and was force-fed. She became seriously ill and was hospitalized on July 13, 2025. As soon as she recovered a little, she was brought back to the detention center on July 17, only to die there at 3 a.m. on July 19.
Case 2. Heilongjiang Woman Dies in Custody Seven Days After Latest Arrest
Ms. Zhang Fengxia, of Daqing City, Heilongjiang Province, died in custody seven days after being arrested for her faith in Falun Gong. She was 52 years old.
As soon as Ms. Zhang and her husband returned home at around 2 p.m. on August 11, 2025, they had a power outage (the family later learned it was a police trap). Not long after, someone called Ms. Zhang’s husband and said he scratched his car. When Ms. Zhang’s husband opened the door to go downstairs to check on his car, three officers broke in and took Ms. Zhang away. She was admitted to the Daqing City Second Detention Center in the evening, charged with “undermining law enforcement,” the standard pretext used to criminalize Falun Gong practitioners in China.
Seven days later, at 2 p.m. on August 17, Ms. Zhang’s family received a call from Hou, the detention center director. Hou asked them to come to the hospital immediately, as Ms. Zhang was dying. “You better come quickly to the emergency room. If you are late, you may not see her again!” he said.
The family rushed to the hospital and saw that Ms. Zhang had multiple tubes inserted in her, and she was wearing an oxygen mask. The doctor said she had a ruptured cerebral aneurysm, and she’d lost over 200 cc of blood. He said they couldn’t do a craniotomy or anything else to save her. The family agreed to take her to an intensive care unit and put her on a ventilator. She was pronounced dead shortly after.
Case 3. 77-Year-Old Guizhou Woman Dies in Custody, Her Body Cremated Without Family’s Consent
Ms. Zhou Guixiang, a 77-year-old resident of Guiyang City, Guizhou Province, became emaciated and was found to have tumors in her liver and intestines, while being held in Guiyang City Women’s Detention Center. Her parole application was still pending when she passed away on October 23, 2024. Her body had already been cremated without her family’s consent by the time they rushed to the detention center when they were notified that she died.

Case 1: Woman Beaten and Verbally Abused for Not Renouncing Falun Gong
Ms. Sun Chan, from Susong County, Anhui Province, who lived in Haikou City, Hainan Province, was arrested on March 26, 2025, for distributing Falun Gong flyers in her neighborhood. That night, guards at the local lockup tied her up in a bed and did not remove the restraints for three days. After an additional two days, director Li Yubo and six officers of the Haikou City Domestic Security Office came and attempted to force her to renounce Falun Gong. When she didn’t comply, they beat her and verbally abused her. She held a hunger strike to protest the persecution. After she was detained for 15 days she was released and taken back to Susong.
Case 2: Tortured and Force-Fed in Custody, Heilongjiang Man Sentenced to Six Years
Mr. Feng Guoqing, around 59, and of Yichun City, Heilongjiang Province, was arrested on December 4, 2024, and his home was repeatedly ransacked. Over 200,000 yuan in cash was confiscated during the raids. Some of the money was imprinted with message about the persecution of Falun Gong, as a way to raise awareness given the strict censorship in China.
As he refused to answer any questions during the interrogation and went on a hunger strike for more than 40 days, the police removed his clothing, and restrained him on a bed in a spread eagle position. Then they force-fed him. He had no choice and relieved himself on the bed. He suffered failure in both kidneys as a result of the torture.

Mr. Feng was sentenced to six years and fined 10,000 yuan by the Nancha County Court on July 5, 2025. The paper currency printed with Falun Gong messages that was confiscated from him was expropriated.
Case 3: Liaoning Woman Tortured Into Serious Condition in Detention Center
Ms. Chen Yan, 44 and of Benxi City, Liaoning Province, was arrested on July 14, 2024, for distributing information about Falun Gong. When her lawyer visited her at the Benxi City Detention Center on October 30, 2024, he learned that she was beaten three times on August 5 by four inmates who were instructed by the guards to abuse her.
The lawyer noticed that Ms. Chen was in low spirits, was slow to respond, and appeared weak. He returned the next day for another meeting and was shocked that she had no recollection of their meeting the day before. She complained about heart palpitations and had blood in her sputum.
When the local court later scheduled a hearing of her case, Ms. Chen refused to attend, because she was protesting the guard’s continually encouraging the inmates to beat her and forbidding her from appealing to end the abuse.
Case 4: Arrested in a Police Sweep, Two Hebei Women Strip-Searched Every Day
Ms. Li Li and Ms. Shi Rui, of Cangzhou City, Hebei Province, were both arrested on April 17, 2024, and taken to the Cangzhou City Detention Center later that day. Upon admission to the detention center, Ms. Li was ordered to remove her clothes for a search. When she refused to comply, the guards instructed several inmates to strip her naked. The same process happened again in the evening.
Ms. Li went on a hunger strike to protest the twice-a-day strip-search and she became emaciated after about two weeks. Only then did the guards stop the humiliating body searches.
According to insiders, Falun Gong practitioners and non-practitioners alike are subjected to strip-searches in the detention center, which took place around the time Ms. Li and Ms. Shi were taken there.
The new policy also required inmates to be filmed naked before they were released or transferred to a different facility. They must turn their naked bodies around to face the camera and answer questions like: “Were you given enough food to eat?” and “Were you ever beaten here?” Those who did not answer the questions “correctly” were not released as scheduled.
