(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.

Below are details of the persecution committed by Jin Lei, former secretary of Sichuan Provincial Political and Legal Affairs Committee (PLAC).

Title or Position

Jin Lei worked in Henan Province for a long time. In 2019, he was transferred from his positions as deputy secretary of the Anyang Municipal Party Committee and mayor of Anyang to become secretary of the Deyang Municipal Party Committee in Sichuan Province. In May 2022, he joined the Standing Committee of the Sichuan Provincial Party Committee and became secretary of the Sichuan Provincial PLAC. In January 2025, he joined the Standing Committee of the Sichuan Provincial Party Committee and became the minister of the Organization Department and president of the Party School of the Sichuan Provincial Party Committee.

Sichuan is one of the provinces in China where Falun Gong practitioners are most severely and brutally persecuted. Zhou Yongkang, a former senior leader of the CCP, made a name for himself as a chief perpetrator of this persecution in Sichuan, where the Provincial PLAC has actively implemented policies against Falun Gong. At least 333 Falun Gong practitioners in Sichuan have been confirmed dead due to persecution, ranking sixth in the country.

Major Crimes

The persecution of Falun Gong is directed by the PLAC and the 610 Office, two extrajudicial agencies that oversee public security, law enforcement, and the judiciary. Since becoming the secretary of the Sichuan Provincial PLAC in May 2022, Jin has continued to implement a comprehensive persecution policy against Falun Gong in the province.

From May 2022 to December 2024, during Jin’s tenure as the secretary of the Sichuan Provincial PLAC, at least 24 practitioners died in the persecution. Numerous practitioners were arrested, had their homes ransacked, detained, and sentenced.

Persecution Overview During Jin’s Tenure in Sichuan

In the second half of 2022, 165 Falun Gong practitioners in Sichuan were arrested, 306 were harassed, 35 were held in brainwashing centers, and 23 were sentenced, including 86-year-old Ms. Zhou Shuzhen, who was sentenced to three years. Eleven passed away as a result of persecution.

In 2023, 209 practitioners were arrested, 367 were harassed, 65 were sentenced and 8 died in the persecution. Ms. Zhang Shufeng, 70, was arrested in November 2023 and later sentenced to three years and eight months.

In 2024, at least 176 practitioners were arrested, 296 were harassed, 41 were sentenced and 5 died in the persecution. Ms. Xie Changchun, of Guanghan City, Sichuan Province, was released from the Sichuan Province Women’s Prison on April 19, 2024, after she finished serving a one-year term. She had sharp pain on the left side of her abdomen. Her skin turned dark and she became emaciated. She passed away four months later on August 12, 2024. She was 80. Her family suspected that she was given toxic drugs while in the prison.

Select Death and Sentencing Cases

Case 1. 30-Year-Old Former Radio Host Beaten to Death in Prison

Mr. Pang Xun, a former host for the Sichuan Province People’s Radio Station, was tortured to death on December 2, 2022, just six months after he was admitted to Jiazhou Prison, Sichuan Province, to serve a five-year term because he practiced Falun Gong. He was 30.

According to another Falun Gong practitioner who was also detained in Jiazhou Prison, Mr. Pang was subjected to many rounds of torture, including being handcuffed and shackled, shocked with electric batons, sprayed with spicy water, force-fed, and forced to stand under the scorching sun for long hours. The scars from electric shocks on his head were still visible months later.

When they saw that torture couldn’t shake Mr. Pang’s will, the guards and inmates tortured him for eleven days straight, eventually killing him. They sprayed spicy water into his nostrils, eyes and ears. He couldn’t open his eyes as a result. At night, the guards restrained him in the metal interrogation chair and didn’t give him a blanket.

Mr. Pang held a hunger strike to protest and the guards continued to shock him with electric batons, until he was on the verge of death. Despite the temperature drop, the guards still left him in the metal interrogation chair in thin clothes and did not give him a blanket.

When Mr. Pang passed away around 2 a.m. on December 2, the guards ordered the inmates to call an ambulance. They claimed they were still trying to resuscitate him.

Case 2. Sichuan Woman Dies While Serving Five Years

Six months after Ms. Qing Liju was sentenced to five years for her faith in Falun Gong, the once healthy 51-year-old Pengzhou City, Sichuan Province resident died.

Ms. Qing was arrested on March 9, 2021, while distributing Falun Gong informational materials. The arrest came only two years after Ms. Qing was released from serving ten years for her faith.

After Ms. Qing’s arrest, the authorities prohibited her family from visiting her. They were only allowed to deliver clothing to her twice. Later, the detention center also forbade them from delivering any clothes, citing the pandemic as an excuse. The Pengzhou Court sentenced Ms. Qing to five years in the Qionglai Prison on June 21, 2022.

Ms. Qing’s family received a call from the prison on October 1, telling them that she was in serious condition. The family went to the prison that same day and was allowed to have a video chat with her. But when they applied for medical parole for her, the prison refused their application.

Two weeks later, on October 14, the prison called and said that Ms. Qing had been hospitalized. The family went to the prison hospital on October 16 and had another video chat with her. By then, she had become extremely weak and her legs had become severely swollen. The family demanded medical parole for her again, but the prison still refused.

The family had another video chat with Ms. Qing weeks later, and her condition was even worse. When the family made one more request to see her in mid-November, the prison refused again, citing the pandemic lockdown as an excuse.

The last call the family received from the prison was on December 11, when they were told that Ms. Qing was undergoing emergency treatment in the hospital. When they rushed to the hospital, Ms. Qing had already passed away. The doctor told them that when Ms. Qing was transferred from the Zhengcheng Hospital in the morning, she had already stopped breathing.

Case 3. Sichuan Man with Metastatic Cancer Denied Parole, Dies Weeks After Prison Hospital Discharged Him on Verge of Death

Mr. Wang Haiqian, a former middle school teacher of Dazhu County, Sichuan Province, was diagnosed with colon cancer in January 2023, while serving 7.5 years for his faith in Falun Gong, an ancient spiritual and meditation discipline. The prison authorities notified his family to apply for medical parole for him, but they intentionally delayed the approval process and didn’t release him until around September 2023 when his cancer had metastasized. He died one month later. He was 60 years old.

Case 4. Sichuan Woman Dies Eight Months After Release from Prison in a Vegetative State

Ms. Liao Guanghui was in a vegetative state when she was released on July 20, 2022, after serving a three-year prison term for practicing Falun Gong. The Mianyang City, Sichuan Province, resident died eight months later on March 23, 2023. She was 70 years old.

Ms. Liao took a fall on March 10, 2021, while incarcerated in the Sichuan Province Women’s Prison. The prison denied her family’s request to release her on medical parole, and held her in custody until the end of her term, even though she remained in a coma after the fall.

Because the prison hospital didn’t properly fix her skull during the craniotomy, there was a large sunken area on the right side of her head. She also had a suction tube in her throat, a feeding tube in her nose, and a urinary catheter. Her entire body was stiff.

Case 5. Former Assistant Engineer Dies Months After Serving Five Years in Prison

Mr. Wei Yongqing, formerly an assistant engineer at Xihua University in Chengdu City, Sichuan Province, was in a delirious state and incontinent when he was released in February 2023 from serving a five-year term for practicing Falun Gong. He passed away months later on August 29. He was 83 years old.

Mr. Wei was arrested on February 3, 2017, and sentenced to five years with a 20,000 yuan fine by the Pidu District Court on May 31, 2018. Judge Yang Rong deceived him into giving up appealing the verdict by promising that she wouldn’t enforce the prison term. But only five days after the ten-day appeal window expired, Yang ordered two bailiffs to take Mr. Wei to the Jiazhou Prison.

As Mr. Wei refused to renounce Falun Gong, he was pepper sprayed, forced to sit under the sun for long periods until his buttocks festered, and shocked with electric batons. The guards also forced him to finish his meals in seconds, a torture invented by the guards in Jiazhou Prison.

Mr. Wei was still reeling from the mental trauma and abuse-induced medical conditions when he was released. To make things worse, the local social security office also suspended his pension. His wife had to rent out their home in the city to earn some income, while she and Mr. Wei lived in the countryside, where the village officials closely monitored their daily activities. Mr. Wei took a fall in late August and passed away days later.

Case 6. 78-year-old Retired Health Official Gets Another 9 Years, Having Previously Spent Over a Decade Behind Bars

Mr. Hu Biao, a 78-year-old retired health official in Gulin County, Sichuan Province, was arrested on September 28, 2022. He was sentenced to nine years in October 2023 and transferred from the Gulin County Detention Center to the Jiazhou Prison on November 3, 2023.

This is not the first time Mr. Hu has been targeted for his faith during the past 24 years of persecution. He was given forced labor three times in the early years of the persecution, including one year and nine months in 1999, one year in 2001, and three years in 2004. He was arrested again in 2009 and sentenced to 4.5 years in prison. He was released on September 29, 2013.

On December 13, 2019, six years after Mr. Hu was released from prison, the Gulin County Social Security Bureau suddenly ordered him to return an “overpayment” of 231,816.42 yuan by March 2020. The “overpayment” were the pension payments issued to him during his 4.5-year prison term.

When Mr. Hu refused to pay, he faced constant harassment and was later forced to live away from home. His son, a physician, ended up making the payment on his father’s behalf in order to avoid further trouble. He also paid a total of 21,500 yuan in fines levied by the local health and business agencies overseeing his clinic. He thought that would be the end of it, but the police ordered him to persuade his father to renounce Falun Gong. The police kept harassing him and threatened to shut down his clinic and implicate his wife and son. He felt helpless, and sold his clinic.
