(Minghui.org) Ding Le Bin (or Ding Lebin), male, about 38 years old, came from Shandong Province in China. He studied at the Sino-German College at Tongji University in Shanghai. He appears to have submitted a Solemn Declaration to Minghui.org in April 2005 to resume practicing Falun Dafa. He left China for Germany in 2012 and lives in Berlin. After moving out of China, Ding has interfered with truth-clarification projects in Germany and other countries. The disruption caused by his actions aligns with the Chinese Communist Party's (CCP) goals.

For example, after arriving in Germany, Ding said his family members had been arrested in China for practicing Falun Dafa. He said he needed help and asked to live with a Western practitioner. Out of kindness and sympathy, a practitioner accommodated him and led him to visit dozens of parliament members.

In summer 2013, Ding said he would no longer go with that practitioner to visit parliament members. Shortly after that, Ding’s mother (Ma Ruimei) was released. Practitioners who worked on government outreach soon noticed an issue: Although Ding said other practitioners did not need to lead him to visit parliament members or other officials, he met many government officials in private. In addition, he collected information about government officials and well-connected practitioners.

Ding’s activities also served to disrupt interactions between local practitioners and government officials. For example, when practitioners in the government outreach team made appointments with officials, they often received responses like “Mr. Ding just approached us.” Because Ding contacted officials too frequently, certain parliament members felt disturbed and distanced themselves from the community of Falun Dafa practitioners. Moreover, Ding obtained the title of European Director for the World Organization to Investigate the Persecution of Falun Gong. With that title, he began to approach government officials in other European Union countries as well.

Because Ding refused to communicate or cooperate with practitioners in the government outreach team, the German Falun Dafa Association intervened and talked with him a few times, pointing out that his behaviors were not proper. After that, Ding still contacted government officials in the name of a Falun Dafa practitioner. After being reprimanded by the Falun Dafa Association, he ceased his activities between the end of 2016 and 2023.

In May 2023, Ding again said his parents had been arrested and needed to be rescued. He began to contact government officials directly. This time, his activities reached beyond Germany. Within two and a half years, he collected information on many European government officials who supported Falun Dafa. Meanwhile, he still refused to communicate with the practitioners’ government outreach team.

In addition to contacting a large number of government officials frequently and taking group photos with them, practitioners familiar with Ding said he made a priority of meeting Dafa project coordinators and practitioners with a wide network of contacts. Even when there were no opportunities, he worked hard to create opportunities.

One example was the New Tang Dynasty (NTD) Television Martial Arts Competition European regional round held in Dresden on June 8, 2024. The chair of the judging panel traveled from the United States to Germany, and NTD Television sent a documentary crew from the US to Dresden to film the event. On the day of the competition, Ding was originally participating in an event in another country. But he called the German organizing committee and demanded to participate in the activities the following day. He was told that there were no official activities the next day other than a lunch gathering for the staff.

After Ding insisted, saying he wanted to “meet fellow practitioners from the US,” the committee members reluctantly agreed. At lunch the next day, Ding showed great interest in several practitioners from the US, asking many questions unrelated to him. His behavior aroused the suspicion of the practitioners involved.

In another case, upon hearing that a young practitioner in Germany had enrolled in Northern Academy in the US and was preparing to audition for Shen Yun Performing Arts, Ding sought out the young practitioner for a photo together, though the student did not know him. As a result, the student’s parents felt uneasy.

A third example was a protest held by practitioners in front of the Chinese Embassy in Berlin before July 20, 2025. Ding went to the front of the group and held up a sign calling for the release of his parents. He asked other practitioners to take pictures of him and left immediately after the photos were taken. Practitioners also noticed that, although Ding wore clothing bearing the words “Falun Dafa,” he was detached from the practitioner community. It appeared he only used the group event as a backdrop for his photos.

In the two and a half years since May 2023, Ding frequently participated in and spoke at events held by practitioners across Europe. He used these opportunities to get to know a number of government officials from different European countries who support practitioners’ efforts to counter the persecution. Ding seized every opportunity to have photos taken with officials at these events. At the same time, he contacted human rights organizations as a Falun Dafa practitioner and took part in their activities, where he made sure to have photos taken of him.

Practitioners who encountered Ding discovered that in many events he attended, he actually had no opportunities to talk with government officials, let alone explain the facts of Falun Dafa to them. His goal seemed to be approaching officials to take photos with them when they gave media interviews or answered questions from attendees. Ding would then post these photos on social media and send them to officials he knew. He also sent the photos to various media outlets run by Falun Dafa practitioners. He persisted in submitting his photos and information to their editorial departments in different languages.

A random check conducted by Minghui.org in April 2025 showed that, in less than two years, different regional correspondents had written and published a total of 48 reports about Ding, averaging almost one report every two weeks. This number reflects content published on Minghui.org alone. After communicating with the German Falun Dafa Association, Minghui.org removed all articles related to Ding.

Do Ding’s “particular interests” merely reflect a character flaw or cultural differences, or are there other reasons?

According to Ding, his parents are both Falun Dafa practitioners, and they were arrested by CCP police on May 12, 2023. His mother was soon released, but his father Ding Yuande was illegally sentenced to a three-year prison term. Since then, Ding has often traveled between various European countries, attending events organized by Falun Dafa practitioners, large or small. He even went to Information Day events held in small cities outside Germany. Regardless of the theme, including film screenings that did not focus on the persecution of Falun Dafa, Ding would contact the host and repeatedly ask to speak at the event so that he could be photographed, be reported on, and build connections. Because the “rescue” topic he wanted to speak about was unrelated to the themes of these events, his requests often put the organizers in a difficult position.

The CCP has persecuted Falun Dafa for 27 years, and its campaign is all-encompassing. Each case of persecution has specific details that should be reported. However, if media outlets repeatedly report on the same person or the same case without substantial progress or delving into the facts behind the case, it would lead to audience fatigue, make them numb to practitioners’ efforts to counter the persecution, and obstruct practitioners’ efforts. In fact, directly interfering with truth-clarification projects outside China and disrupting the overseas cultivation and truth-clarification environment is precisely what the CCP wants.

Interference takes many forms, including in other regions outside China. According to intelligence agencies, among the participants of a recent rally near Middletown, New York, CCP spies numbered in the hundreds.

Why can such people influence events organized or led by practitioners? Genuine practitioners should reflect on this issue. By cultivating ourselves well, we can improve the environment around us. When righteous energy declines, people’s hearts become corrupted and chaos prevails; when righteous energy dominates, the wicked will either turn to goodness or flee in terror.
