(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the persecution committed by Li Wei, member of the Standing Committee of the Shandong Provincial Party Committee, secretary of the Provincial Commission for Discipline Inspection, deputy director and acting director of the Provincial Supervisory Commission.

Major Crimes
Shandong Province is one of the provinces in China where Falun Gong practitioners have faced the most severe and brutal persecution. According to Minghui.org reports, at least 486 practitioners in the province have passed away as a result of the persecution. This persecution is carried out under the direction of the Provincial PLAC and the 610 Office by public security, prisons, and other departments.
Since his appointment as deputy secretary of the Shandong Provincial PLAC and director of the Provincial Public Security Department in January 2023, Li Wei has actively implemented the CCP’s brutal persecution policies against Falun Gong. In public speeches, he has repeatedly stated that political and legal systems should “deeply intensify the struggle against cults” and “strengthen anti-cult work.” Despite the fact that Falun Gong is not listed on any official lists of cults, the authorities use this false label as a pretext for inciting persecution against the group.
During Li’s tenure, thousands of Falun Gong practitioners across Shandong have had their homes ransacked, been harassed, arrested, detained, or sentenced. At least eleven practitioners have died as a result of the persecution: Lin Jianping (2025), Guo Shuqun (2024), Li Fengying (2024), Ma Lianfeng (2024), Chen Guohua (2023), Xu Haihong (2023), Ren Qingbai (2023), Wei Lanying (2023), Su Guihua (2023), Zhang Jing (2023), and Miao Peihua (2023).
I. Persecution in Shandong Province from 2023 to Mid-2025
In the first half of 2025, five practitioners died as a result of the persecution. Additionally, 132 practitioners were arrested, 121 were harassed, 50 suffered financial persecution (including court fines, police extortion, and having their pensions or salaries suspended), and 66 were sentenced. Ten of the sentenced practitioners were in their 80s, with the oldest being 90 years old. Two practitioners received heavy terms of eight years.
In 2024, 13 practitioners died in the persecution, 332 were arrested, 387 were harassed, 85 suffered financial persecution, and 112 were sentenced to prison.
In 2023, 16 practitioners died from the persecution, 776 were arrested, 582 were harassed, 122 were subjected to financial persecution, and 149 were sentenced.The number of incidents in various regions is as follows: 343 in Yantai, 285 in Weifang, 208 in Qingdao, 169 in Liaocheng, 150 in Rizhao, 107 in Linyi, 90 in Dongying, 75 in Jinan, 54 in Zibo, 54 in Weihai, 49 in Heze, 48 in Tai'an, 43 in Dezhou, 23 in Binzhou, 14 in Jining, and one in Zaozhuang.
II. Large-scale Arrest and Harassment Incidents
On March 3, 2023, the Rizhao City Police Department and the Domestic Security Division launched the “303 Special Project.” About 50 practitioners were arrested on May 12 and 13 as part of the operation. Most of them were later sentenced to prison. In particular, 21 practitioners including Ms. Hong Meishuang, Ms. Guo Xin, and Mr. Jiang Haibo were tried by the Wulian County Court on December 4-6. They were sentenced from one to five and a half years on December 25.
More than 100 officers in Longkou City were dispatched to arrest local Falun Gong practitioners at around 5 a.m. on May 9, 2023. The officers wore civilian clothes and drove their private cars to carry out the group arrests. They deceived the targeted practitioners into opening their doors by claiming to be street committee staffers or downstairs neighbors whose ceilings were leaking.
According to insiders, the police had monitored the practitioners for at least six months before making the arrests. Many of the arresting officers are young people who had been misled by the CCP’s slanderous propaganda against Falun Gong.
All the practitioners’ homes were raided, with the police searching every nook and cranny, even under the beds. A large amount of Falun Gong books, informational materials exposing the CCP’s persecution of Falun Gong, and other valuables were confiscated. The practitioners reported that these plainclothes officers changed into police uniforms after taking them to their police stations.
At least 13 Falun Gong practitioners in Zhucheng City were arrested on July 24, 2023. The arrests were conducted by officers from the Zhucheng City Domestic Security Office, the Renmin Road Police Station, and the Mizhou Road Police Station. Most of the practitioners also had their homes ransacked. In Ms. Liu Shuhua’s home, her bedding was thrown on the floor and many of her valuables, including cash, gold jewelry, and the house deed were taken. The practitioners were held in the Zhujie Brainwashing Center and ordered to renounce Falun Gong.
Mr. Wang Junheng, a 76-year-old man in Yantai City, Shandong Province, was arrested on April 12, 2024, while accompanying two sisters to seek the release of their mother, Ms. Yin Minghua. He and Ms. Yin’s older daughter were both given 37 days of detention. While held at the Mouping District Detention Center, Mr. Wang went on a hunger strike to protest the arbitrary arrest, only to be force-fed and beaten repeatedly. His family took him to a hospital after he was released on May 20, 2024, and the doctors found that one of his ribs was broken.
A group arrest of practitioners took place in Yantai City on May 9 and 10, 2024. In Zhifu District only, 17 practitioners were arrested. Some of the arrested were in their 80s, and a mother-daughter duo was also among the targeted.
More than ten practitioners in Liaocheng City, Shandong Province, were arrested around 6:30 a.m. on September 20, 2024. Their homes were raided and 67,000 yuan in cash was confiscated. Three of them were detained for seven days and the rest were released on the same day. Two of the released practitioners each paid 20,000 yuan in “guarantee funds” which the police claimed would be returned in one month if they did not “cause trouble” again. One of the arrested practitioners, Ms. Zhou Jiuju, 71, was later sentenced to 19 months with a two-year probation.
III. Selected Death Cases
Case 1. 56-Year-Old Shandong Woman Dies Only Days after Transfer to Prison to Serve Time
Ms. Xu Haihong, a Qingdao City, Shandong Province resident, was arrested on September 10, 2023 and detained at the Pudong Detention Center. She was sentenced to 16 months in October 2023 and transferred to the Shandong Province Women’s Prison around December 6, 2023. She died three days later. She was 56.
Case 2. 69-Year-Old Woman Dies Four Months after Sustaining Severe Injuries During Police Chase
While trying to avoid arrest during a police chase in late September 2023, Ms. Ma Lianfeng lost control of her tricycle and fell. She sustained severe leg injuries and her arms and back were badly bruised.
The police caught up with her and confiscated Falun Gong materials from her bag. They targeted her because an elementary school pupil reported her for talking to him about Falun Gong. They didn’t arrest her because she had difficulty standing.
Ms. Ma, of Longkou City, Shandong Province, never recovered from her injuries. She died on January 22, 2024, at the age of 69.
Case 3. Falun Gong Practitioner Tortured in Shandong Province Women’s Prison
Ms. Xu Jinfeng from Liaocheng City was arrested on August 12, 2022, while studying the Falun Gong teachings at a private home. More than 30 agents broke in and seized Ms. Xu and over ten guests. She was sentenced to seven years with a 10,000-yuan fine on January 10, 2024. Only three months after she was admitted to the Shandong Province Women’s Prison, her vision and memory declined significantly.
Case 4. 71-Year-Old Shandong Man Dies One Day After Being Sentenced to 3.5 Years
Mr. Guo Shuqun, of Guan County, Shandong Province, was arrested in 2023 for distributing Falun Gong informational materials. He was sentenced to 3.5 years on November 27, 2024. The police took him to the Tianmayuan Detention Center and kept him there for a few hours before sending him home that night. He died at around 11 a.m. the next day.
Case 5. Tortured to Serious Condition After Four Months in Prison, 63-Year-Old Woman Dies Two Weeks After Medical Parole Release
Ms. Lin Jianping, of Qixia City, Shandong Province, was arrested in March 2023, and sentenced to three years. She was taken back into custody in mid-October 2024 to serve time. She was tortured while in custody and released on medical parole on January 30, 2025. She died on February 13, 2025. She was 63.
