(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their respective governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the crimes committed by Zhang Fengwu, Party secretary and president of the Linghai City Court, Liaoning Province; Huang Yanchun, the vice president of the Linghai City Court; and Ma Liang, the Party secretary and chief prosecutor of the Linghai City Procuratorate.

Main Crimes
Since 2020, the Linghai City Procuratorate and the Linghai City Court have been designated to handle Falun Gong cases in the greater Jinzhou City area. Between 2022 and 2024, at least 75 Falun Gong practitioners were sentenced in Jinzhou, making it the region with the highest number of wrongful sentences in Liaoning Province.
Since taking office in 2021, Ma Liang, the chief prosecutor of the Lingyuan City Procuratorate, and Zhang Fengwu, the president of the Lingyuan City Court, have directly participated in approving practitioners’ arrests, indictments, and convictions.
Due to her active participation in the persecution, Huang Yanchun has received numerous “awards” and was promoted from her position as a regular judge to be the presiding judge of the criminal court and the vice president of the court.
Select Sentencing Cases
Case 1: Liaoning Woman Dies After Authorities Keep Trying to Take Her Back into Custody to Serve a 5-Year Prison Term for Practicing Falun Gong
Two women from the Linghai City Court went to Ms. Wei Xiuying’s home on November 28, 2024, to get her to sign some paperwork. Her husband was beyond infuriated as his wife had died the night before after repeated attempts by the authorities to take her back into custody to serve a five-year prison sentence for practicing Falun Gong.
Ms. Wei, around 76, was arrested on May 25, 2021, and was released on bail after she failed to pass the physical exam. She was sentenced to five years and fined 10,000 yuan on February 24, 2023. She lost her appeal two months later. The authorities repeatedly attempted to take her back into custody, including on November 28, 2024, the day after she died.
Case 2: Seven Women, Including Four in Their 70s and 80s, Sentenced for Practicing Falun Gong
During a group arrest in Jinzhou City on November 27, 2021, 11 practitioners were seized from Ms. Kang Guiyun’s home. Seven of them were sentenced by the Linghai City Court following a hearing on July 13, 2022.
- Ms. Zhang Yingling, 61, and Ms. Jin Xiaomei, 52, were each sentenced to three years and given a 5,000-yuan fine.- Ms. Kang Guiyun, 70, was given 2.5 years with a 5,000-yuan fine.- Ms. Liu Yurong, 60, Ms. Li Shufang, 80, and Ms. Chen Wenxue, 77, each got one year and were fined 2,000 yuan.- Ms. Liu Baolian, 81, was sentenced to one year with two years of probation and a 2,000 yuan fine.
Case 3: 81-Year-Old Woman Abused During her 15-Month Prison Term
Ms. Wang Guixia, 81, of Jinzhou City, Liaoning Province, was arrested on September 25, 2022, and later released on bail. She was taken back into custody on February 1, 2024. She was sentenced to 15 months in March 2024 by the Linghai City Court. She was admitted to the Liaoning Province First Women’s Prison on July 17, 2024, and assigned to Division 12 the next day. That division was specifically designed to torture Falun Gong practitioners, and no abuse was deemed excessive.
On July 18, 2024, Ms. Wang was put in a solitary cell with inmates Zhang Hanwen, Fan Lili, and Xu Liyan, who took turns monitoring her. They forced her to sit on a small plastic stool from 6 a.m. to 10 p.m. She suffered back pain and severe swelling on her legs and feet. Her ankles were the size of her calves at one point.
During the sitting torture, Ms. Wang was also beaten. At noon on July 18, 2024, inmates Zhang and Xu grabbed her shirt and rocked her back and forth, slamming her head against the metal bed frame. An egg-sized lump did not subside until many days later.
Ms. Wang yelled for help, but no guard showed up to stop the inmates. They taunted her, “No one cares if you die. The prison has two death quotas every year. We broke no law torturing you!”
The guards later accused Ms. Wang of “disrupting prison order” by yelling for help.
For three days in a row, the three inmates did not let Ms. Wang drink, eat, or use the restroom. They only gave her five minutes to brush her teeth and wash. There was no mattress, and she had to sleep on a hard bed board with only one thin comforter. She was not given a pillow.
When Ms. Wang was finally released in May 2025, she was emaciated and weak and her legs were severely swollen. Once cheerful and outgoing, she was withdrawn and timid. She also suffered from mental fatigue and struggled to focus.
Case 4: Six Falun Gong Practitioners Sentenced to Prison
Six practitioners in Linghai City were convicted on December 30, 2024, by the Linghai City Court. Mr. Wang Guiling, 69, was sentenced to five years and fined 7,000 yuan. Ms. Meng Chunying, 53, and Ms. Liu Yurong, 63, were sentenced to four and a half years and fined 6,000-yuan. Ms. Liu Jingju, around 70, and Ms. Jing Suming, 74, were each given two years and fined 4,000 yuan. Mr. Wang Zhoushan, 53, received one and a half years and was fined 3,000 yuan.
The six practitioners were all arrested on April 14, 2024. The police monitored them for months before arresting them. They followed the practitioners on foot and installed surveillance cameras near their homes, in some cases, placing tracking devices on their electric bikes. The police also went to Dalian City in the same province to interrogate Ms. Liu Yurong’s landlord. He was terrified and accused Ms. Liu of implicating him.
Case 5: Arrested While Job Hunting, Former Teacher Secretly Tried Without Lawyer’s Knowledge
When Ms. Liu Yurong’s family and lawyer went to the court to submit their defense statement on July 18, 2022, they were shocked to learn from judge Xu Bing that a hearing had already been held on July 13 without their knowledge.
Ms. Liu’s family said that when they called the judge on July 13 to inquire about her case, Xu didn’t mention anything about the hearing that had taken place earlier that day. She only asked the family how they had gotten her phone number and threatened retaliation. When the family later called their lawyer for help, their call wouldn’t go through.
Ms. Liu, a 60-year-old former middle school teacher in Jinzhou City, was arrested on November 27, 2021, while visiting another local resident, Ms. Kang, in her 70s, to ask for her help to find a job. The police quickly submitted her case to the Linghai City Procuratorate, which approved her arrest soon after.
In order to charge Ms. Liu, the police attempted to force her to plead guilty to going to Ms. Kang’s home to deliver Falun Gong materials instead of looking for a job. Ms. Liu refused to comply.
Both Ms. Liu’s family and her lawyer submitted letters to the police, demanding her release. They also wrote to the Linghai City Procuratorate, urging the prosecutor to withdraw the decision to approve her arrest. Neither the police nor the prosecutor responded to their requests.
Zeng Qiang, a prosecutor with the Linghai City Procuratorate, informed Ms. Liu’s lawyer on January 24, 2022, that there was no way she would be released. When the lawyer later reviewed Ms. Liu’s case document, he discovered that the prosecutor only charged her with “attempting to commit a crime” due to insufficient evidence.
Ms. Liu’s family called prosecutor Zeng. Although he answered the call, he told the family that they had dialed the wrong number after they began to talk about Ms. Liu’s case. When they called again, Zeng no longer answered.
The family also called judge Xu of the Linghai City Court to inquire about her case. The judge refused to provide any information and just told them to wait.
