(Minghui.org) A woman in Weihai City, Shandong Province, was sentenced to four and a half years and fined 20,000-yuan fine on January 22, 2026, because she practices Falun Gong, a spiritual discipline that has been persecuted by the Chinese Communist Party since July 1999.
Ms. Tian Xianyan, a senior engineer at the Weihai City Hydrological Bureau, is filed an appeal with the Weihai City Intermediate Court. Her prison sentence stemmed from her arrest on July 16, 2025. Delivery driver Zhang Fan (in his 20s; +86-15706417947) from the Cainiao Company went to her home that day to pick up a returned item. She talked to him about Falun Gong and gave him some informational materials.
Zhang called the police after he exited Ms. Tian’s apartment building. Officers from the Chengli Police Station and the Huancui District Domestic Security Office soon arrived to arrest her and raid her home. The Huancui District Domestic Security Office agents drove a black sedan. The license plate number is: KC265H.
Ms. Tian was put in the Weihai City Detention Center and the Huancui District Procuratorate issued a formal arrest warrant on August 21, 2025. Her case was submitted to the Rongcheng City Procuratorate. Rongcheng is under the administration of Weihai. It is unclear when she was indicted or tried.
Judge Wang Dongmei from the Rongcheng City Court convicted Ms. Tian on January 22, 2026. The same judge had previously sentenced at least 15 other Falun Gong practitioners in recent years, including Mr. Wang Yifan (2 years) in 2020; Ms. Tian Lisha (9 years), Ms. Qu Aiping (3 years), Ms. Xu Changqing (2 years), Ms. Li Shuhong (2 years), Mr. Zhang Yingming (1 year), Ms. Lian Qingling (15 months), Mr. Cong Xu (9 months), Ms. Liu Mingming (8 months), Mr. Jiang Changmin (6 months), Ms. Zou Huaxiang (3.5 years), Ms. Jiao Guichun (4 years) and Ms. Wang Ce (3 years), and Ms. Cong Lanying (4 years) in 2023; Mr. Liu Linfeng (9 months) in 2024.
Past Persecution
Ms. Tian took up Falun Gong in 1997 and recovered from her illnesses. She also became a better employee and was well regarded by her supervisor and colleagues. After the persecution of Falun Gong began in July 1999, the police harassed her at her home and her workplace forced her to turn in her Falun Gong books.
On June 29, 2014, a security guard reported Ms. Tian for talking to people about Falun Gong in a plaza. She was taken to the Chengli Police Station. Captain Liu Jie seized the 1,000 yuan cash in her purse. He released her at midnight but went to her workplace on the third day threatening to arrest her again and put her in a brainwashing center. He also forced the human resources director to sign a notice of fines. It was unclear how much money Ms. Tian had to pay. Her husband worked out of town at the time, and the harassment terrified her daughter.
Captain Yu Shaoyong from the Torch High-tech Industrial Development Zone Domestic Security Office arrested Ms. Tian in March 2021. Yu also led the Yiyuan Police Station officers to raid her home and her office. Her computer, printer, Falun Gong books, portrait of Falun Gong’s founder, and other valuables were confiscated. Her workplace was notified to pick her up from the police station around 6 p.m. that day.
