(Minghui.org) A 59-year-old woman in Jinan City, Shandong Province, was sentenced to four and a half years in prison around February 10, 2026, and is currently serving time in the 13th division of the Shandong Province Women’s Prison.

Ms. Luan Qingling was arrested on July 8, 2025, after being reported for distributing informational materials exposing the Chinese Communist Party’s ongoing persecution of Falun Gong. The night before her arrest, about ten officers showed up at her mother’s home, and left when no one answered the door. Her sister and brother-in-law’s home was raided the day of her arrest, even though the couple did not practice Falun Gong. They were interrogated at the Xinzhuang Police Station for hours before being released.

Ms. Luan was taken to the Jinan City Lockup and interrogated with torture. Her daughter hired a lawyer for her, but details of her indictment, trial, or sentencing are unknown.

Taking up Falun Gong

Ms. Luan was in extremely poor health in her younger years. She suffered from liver and stomach problems, chronic nausea and vomiting, headaches, insomnia, loss of appetite, and weakness and swelling in her legs. She was listless all day. After she took up Falun Gong in 1998, all of her illnesses disappeared, and she felt light and joyful. Her neighbor often commented that she looked 10 years younger than her actual age.

After the Chinese Communist Party launched a nationwide campaign against Falun Gong in July 1999, Ms. Luan held firm to her faith, and was repeatedly targeted.

Twice Arrested in 2000 for Appealing for Falun Gong in Beijing

Ms. Luan went to Beijing in April 2000 to appeal for the right to practice Falun Gong, and was arrested on Tiananmen Square. After being held briefly at the Beijing City Police Department, she was put on a large bus along with more than 100 other Falun Gong practitioners. They were driven to an unknown location in Beijing and put in various cells. Over a dozen were held in each cell and had to share a bare board as bed, which was placed over a huge cesspool. The practitioners were not given any comforters or provided with anything to eat or drink.

Ms. Luan was taken back to the Laiwu District Police Department in Jinan City two weeks later. Section chief Liu Qing ordered her to renounce Falun Gong. When she refused, he ordered her husband’s workplace, Taishan Steel Company, to pick her up and bring her home. Chief Li Jun of the Tieche Police Station kept harassing her and her parents. He threatened to loot her parents’ home and burn it to ashes.

Ms. Luan made another trip to Beijing in November 2000 and was taken to the Jinan City’s Liaison Office in Beijing, where two officers punched and kicked her. A section chief surnamed Zhou hurled abusive language at her. She was brought back to Laiwu District the next day and held overnight at the Tieche Police Station. She was subsequently taken to the Laiwu District Lockup and held for 15 days.

Ms. Luan went on a hunger strike in protest and was force-fed. Five men held her arms and legs, and a nurse inserted a thick tube into her nostril and down to her stomach. She almost suffocated during the force-feeding and couldn’t breathe. She vomited out the milk she was force-fed. When her father went to the lockup to seek her release, he was heartbroken to see her reduced to just skin and bones with her body covered with milk powder.

Two More Arrests in 2001

Ms. Luan was doing laundry at home one day in February 2001, when Su Donggong and another officer from the Tieche Police Station showed up and attempted to arrest her. During her struggle to escape, she was thrown several meters and fell, fracturing her right ankle. She was unable to stand, and the two men stuffed her into their cruiser. She was taken straight to the Laiwu District Lockup. She had severe swelling from her calf to her toes. Her right foot hurt so much that she couldn’t fall asleep at night. The police did not release her until 15 days later (after she was forced to pay an unknown amount of fine).

While distributing Falun Gong informational materials in neighboring Yiyuan County in November 2001, Ms. Luan was reported to the police and taken to the Xujiazhuang Township Police Station. Not long afterward she was moved to the town government building, where over ten officers interrogated her and two officers punched and kicked her. She was then cuffed to a pillar and had water poured all over her body. Her clothes were soaking wet. She was not allowed to sleep at night.

On the third day, Ms. Luan was taken to the Yiyuan County Criminal Investigation Team. She was restrained on a tiger bench with her hands cuffed to a metal frame and a metal chain wrapped around her waist. She was not allowed to sleep for ten days.

The police later took Ms. Luan to the Yiyuan County Hospital for force-feeding. An unknown substance was added to the food, as it tasted strange and caused burning pain and bloating in her stomach. She still refused to renounce Falun Gong, and the police hung her outdoors on a horizontal bar to freeze her.

Ms. Luan refused to reveal her name. Ten days later officers Liu from the Laiwu District Police Department and chief Li from the Tieche Police Station identified her and she was taken to the Laiwu District Detention Center. After another ten days there, she was given an unknown term of forced labor. While en route there, the police kept her at a hotel briefly. She jumped from the second floor to escape their torture and sustained severe injuries to her back, causing her to be unable to sit. Nonetheless, the police still took her to the Jinan City Labor Camp, which declined to admit her.

The police drove Ms. Luan to her parents’ neighborhood. They dumped her on the roadside and sped off.

Ms. Luan did the Falun Gong exercises and made a miraculous recovery in less than two weeks. Officer Su Donggong and deputy chief Huang from the Tieche Police Station kept harassing her parents. As soon as she recovered, they attempted to take her to a brainwashing center. She managed to escape and lived in destitution for nearly 15 years. After she returned home, she was arrested again on November 25, 2016.
