(Minghui.org) Ms. Liu Haiyan, who lives in Longkou City, Shandong Province, was sent to the Shandong Province Women’s Prison in late October 2025 to serve a five-year term because she practices Falun Gong, Minghui.org recently learned.
Ms. Liu who’s around 60, was arrested on July 17, 2025, by officers from the Longkou Economic Development District Police Station. She was held at the Yantai City Detention Center and her arrest was approved on August 8. Minghui.org recently confirmed that she was sentenced to five years by the Longkou City Court in late October 2025, but details about her prosecution are not clear.
Ms. Liu, a former employee of the Longkou Mining Bureau Technical School, began practicing Falun Gong in 1997. After the persecution began in 1999, she was repeatedly arrested and detained. Her husband divorced her due to the pressure and she suffered a mental breakdown as a result.
Divorce and Mental Breakdown
Ms. Liu was arrested on July 20, 1999, for talking to people about Falun Gong. Wu Qijun, the chief of Longkou Mining Bureau Police Station, and Li Jingsong, a police director, beat her with batons. Her entire body was injured and bruised. She almost passed out and Wu force-fed her water. Wu kept beating her and shouted, “I will let you know who I am today!” Several other officers also joined Wu in beating her. They whipped her with batons and cursed her.
Ms. Liu was held at the police station for 25 days. She was then transferred to the Zhangjiagou Detention Center and the Xiadingjia Brainwashing Center.
Unable to cope with the pressure, her husband divorced her. She suffered a mental breakdown as a result. She was treated at the Laiyang City Psychiatric Hospital, but her condition did not improve. Encouraged by local Falun Gong practitioners, she resumed practicing and gradually recovered.
Three Labor Camp Terms and Involuntary Drug Administration
Ms. Liu was reported when she wrote messages about Falun Gong in public places on February 25, 2002, and she was arrested. She was given one year at the Wangcun Forced Labor Camp.
She was arrested again on February 25, 2008, also for writing Falun Gong messages in public places. Officers from the Longkou Economic Development District Police Station took her to the Zhangjiagou Lockup. One month later, she was transferred to the Wangcun Forced Labor Camp to serve another one-year term.
The labor camp guards Sun Hua, Wang Huiying, Li Ying injected Ms. Liu with unknown drugs. She experienced a mental condition and behaved like a child. She followed the inmates assigned to monitor her everywhere. She often pulled their clothes and said, “I’m afraid, I’m really afraid.”
After she talked to people about Falun Gong at a market on May 25, 2009, Ms. Liu was reported to the police and arrested. She was held at the Zhangjiagou Detention Center for 15 days, and then was given a third forced labor camp term of two years.
Because the authorities at the Wangcun Forced Labor Camp knew her medical history they refused to accept her. The police took her back to the Zhangjiagou Detention Center but they didn’t release her until July 27, 2009.
More Arrests and Detention
Ms. Liu was arrested on October 20, 2012, together with three other practitioners, including Mr. Xu Huanzheng, Ms. Yin Guohua, and Ms. Li Fengjie. The police handcuffed all four of them and took them to the Penglai City Police Department for interrogation. They were beaten and verbally abused. They were sent to the Penglai City Lockup where they were held for five days.
Ms. Liu was arrested again on January 3, 2019, together with Ms. Yu Xiaomei, while they distributed informational materials about Falun Gong. She was detained at the Yantai City Detention Center for five days.
