(Minghui.org) Minghui.org previously reported on the suspension of a 77-year-old veteran’s pension since May 2017 and his 3.5-year imprisonment for his faith in Falun Gong, a mind-body practice that has been persecuted by the Chinese Communist Party since July 1999. Mr. Fu Wende has been relying on local Falun Gong practitioners for food and shelter since he was released in December 2021. This report provides additional information about Mr. Fu.

Mr. Fu, who was born on August 23, 1948, was an officer at the Dong District Police Station in Panzhihua City, Sichuan Province. While on duty at a lockup in 2000, he was in charge of monitoring dozens of detained Falun Gong practitioners. He learned from them that Falun Gong taught people to live by the principles of Truthfulness-Compassion-Forbearance. He realized that the persecution of Falun Gong lacked legal basis and did his best to protect the practitioners under his watch.

He allowed two of the practitioners to return home at night and come back to the lockup the next morning. He also kept all the confiscated Falun Gong books safe and gave them to the practitioners to read when they asked for them.

Someone reported him to the Panzhihua City Police Department, and inspectors were sent to the lockup, but Mr. Fu had already transferred the Falun Gong books to a safe location.

Mr. Fu retired in 2002. In the next ten plus years he suffered from a frozen shoulder, bronchitis, enteritis, gout, rheumatism, lumbar strain, and hypertension. A Falun Gong practitioner gave him a copy of Zhuan Falun, the main book of the practice. He read it, and all his symptoms disappeared in just a few months. He the began to raise awareness of the persecution of Falun Gong like the detained practitioners he once monitored.

Mr. Fu was arrested in October 2016, after being reported for talking to people about Falun Gong in nearby Huaping County, Yunnan Province. He was released on bail 27 days later. The Panzhihua City Social Security Center suspended his pension (5,048.40 yuan per month at the time) in May 2017. The agency said the suspension was temporary, but the Dong District Judicial Bureau insisted it was permanent. He has not received any retirement benefits since.

Mr. Fu was sentenced to three and a half years on July 20, 2018, and taken back into custody that day. He was admitted to the Yunnan Province First Prison and monitored by four inmates around the clock. They dictated when he could eat, drink, sleep, or use the restroom. The guards promised to reduce his sentence if he wrote statements to renounce his faith. He refused to comply.

The guards also once stripped Mr. Fu naked to search him. He was moved from the 10th Division to the 11th Division in February 2019. Captain Jiang, instructor Zhao, and team lead Shan each talked to him separately, attempting to make him give up his spiritual belief. When he held firm to his faith, they forced him to sit on a small stool for long hours. They also drew a lot of blood from him and forced him to take unknown drugs.

Around 2020, Mr. Fu’s systolic blood pressure shot up to 240 mmHg (twice the normal level). Deputy division head Yang and eight guards put a black hood over his head and drove him to the Sichuan Province Labor Reformation Bureau Hospital. He was handcuffed and shackled during the trip. He refused to be hospitalized and was taken back to the prison.

About three months before his release, several prison guards harassed Mr. Fu’s family in Sichuan Province.

When Mr. Fu’s term ended on December 15, 2021, his son and daughter-in-law, both police officers, dared not pick him up for fear of being implicated. His local judicial bureau and police station in Panzhihua City took him home. Theywarned him not to practice Falun Gong anymore and ordered him to report to them once every two weeks. He said he’d never give up his faith.

Mr. Fu was unable to walk when he was released because his legs and feet had become extremely swollen due to abuse. He resumed practicing Falun Gong and was able to walk again in a few months.

The Dadukou Police Station officers arrested Mr. Fu on April 17, 2023, after receiving a tip he was talking to people about Falun Gong. They interrogated him until midnight before releasing him on bail. The Dong District Procuratorate lifted his bail and cleared him of charges on November 22, 2023.

Mr. Fu’s appeal to get his pension reinstated was never accepted for processing despite his repeated efforts. His son sold his house without giving him the proceeds. His landlord was pressured by the police to terminate his lease and evict him. He has had to rely on local Falun Gong practitioners for food and shelter all this time.
