Latest Arrest
Ms. Liu, of Shenyang City, Liaoning Province, was accosted by an elderly woman when she passed by a senior center on June 4, 2026. Moments later, a police car pulled over and four plainclothes officers emerged, including Li Junfeng and Luo Hao of the Economic and Technological Development Zone Police Department, as well as Wang Cheng and Xu Bo of the Zhongchao Police Station.
The police took Ms. Liu to several nearby locations, including a bus station and a residential building. They forced her to stand by the Falun Gong posters at those locations. It’s not clear who put up the posters. She was videotaped and photographed at every location. They also searched her and confiscated some of her personal items. None of the officers produced IDs, an arrest warrant, or a search warrant.
The police used the photos and videos and accused Ms. Liu of putting up the Falun Gong posters. Seven of them broke into her home around 5 p.m., while the rest held her in a cruiser outside her apartment building.
The home raid lasted nearly one hour. The police confiscated her Falun Gong books, portrait of Falun Gong’s founder, and other personal belongings. They then took her to the Tiexi Police Department Case Processing Center. Officers Luo and Xu interrogated her for five hours straight and forced her to undergo a physical exam. She was found to have elevated blood pressure and blood sugar levels, as well as irregular heartbeat and signs of appendicitis. The police however still got her admitted to the Shenyang City First Detention Center around 4 a.m. on June 5.
Ms. Liu’s family went to the Zhongchao Police Station on June 8 to inquire about her case status and ask that her confiscated items be returned. Officers Luo and Li met with them but refused to provide any case updates or body-cam footage of the arrest and the physical exam reports. They also warned the family not to record the meeting.
The family mailed multiple documents to police chief Zhang Yang and officers Li and Luo between June 9 and 11, including an application to release her on bail; a request to not submit her case for review and issue an arrest warrant; a request to return the seized items; a request to withdraw the case; and evidence supporting Ms. Liu’s innocence.
But all of the documents were returned to the family without being processed.
The police submitted Ms. Liu’s case to the Dadong District Procuratorate days later, requesting a formal arrest warrant be issued for her.
Prosecutors Ge Mingyi and Wang Tingting deposed Ms. Liu on June 12. She refused to answer any questions, and demanded that the photos and the videos the police had forcibly taken of her not be included in the prosecution evidence.
Her family visited the procuratorate every day between June 14 and 16 to submit their request that no formal arrest warrant be issued. They were turned away each time. They mailed the request to the procuratorate but received no response.
The procuratorate issued a formal arrest warrant for Ms. Liu on June 18. Her family submitted a request on June 25 demanding to know the legal basis for the warrant. They called prosecutor Ge on July 1, but Ge refused to provide any legal basis because Falun Gong cases “are classified and do not meet the conditions for open hearings.” She used the excuse that she couldn’t verify the family member’s relationship with Ms. Liu.
The family submitted complaints to various levels of procuratorates seeking to hold accountable the perpetrators involved in Ms. Liu’s case.
Falun Gong Changed Her
Ms. Liu began suffering from insomnia when she was a teenager. She struggled with dizziness, headaches, and fatigue due to lack of sleep. She came across Falun Gong in 2009. Instead of reaching for her sleeping pills one night, she did the Falun Gong exercises. She then fell asleep as soon as her head hit the pillow. She couldn’t believe her over two decades of insomnia disappeared. Now in her 60s, she is in a better health than when she was young.
Ms. Liu’s husband had a violent temper, and they had endless conflicts. Unable to put up with him, she brought their child to live with her parents. After she began practicing Falun Gong, she returned to her husband. The couple now enjoys a harmonious marriage.
Ms. Liu also took good care of her parents-in-law, who moved in with her family in 2020. Her father-in-law had brain atrophy and was fussy all the time. She never complained and cared for him until he died. She continued to treat her 96-year-old mother-in-law well.
Her husband has two brothers. The three of them fought for family assets after their father died. Ms. Liu never got involved, and earned their respect.
Ms. Liu’s son lives in the south. She split her time in Shenyang and her son’s city after he had a new baby. She made sure her mother-in-law and her grandchild were both well taken care of. Her loved ones commented that she was the glue of the family that held everyone together.
More About Her Past Persecution
Prior to her latest persecution, Ms. Liu was given one year of forced labor at the Masanjia Labor Camp in 2010. After another arrest on January 3, 2014, she was detained for one week before being released on bail. She was taken back into custody on July 17 and issued a formal arrest warrant on August 22. The Heping District Procuratorate indicted her on December 31, 2014.
The Heping District Court sentenced Ms. Liu to three years on September 9, 2015. Her appeal was rejected by the Shenyang City Intermediate Court, and she was admitted to the Liaoning Province Women’s Prison on January 5, 2016.
Ms. Liu suffered brutal torture in the twelfth division. She was forced to sleep on a bare wood board with no bed cover almost every night in the three winter months in 2016. The only exception was during the Chinese New Year holiday when she was given a comforter for 3-4 days.
The guards also forced her to stand or squat for long periods of time. They occasionally beat her. She was not allowed to use the restroom before bedtime and wet her pants twice.
Ms. Liu was barred from brushing her teeth for as long as two months straight. The guards also did not allow her to wash her hair or body. They taunted her for smelling bad.
During the first three months of her imprisonment Ms. Liu was not allowed to purchase daily necessities. While the inmates typically used six rolls of toilet paper each month, she stretched the four rolls she brought from the detention center to three months. The guards didn’t allow her to wash her rice bowl after meals, and she had to use toilet paper to wipe it clean. After she ran out of toilet paper, she had to pick toilet paper from the trash bins to use.
Ms. Liu was forced to work at least 12 hours a day. Her arms often felt numb and she was in pain. The toxic glue used in the workshop caused her vision to deteriorate, her nasopharyngeal mucosa to swell, and her skin to develop rashes.
Ms. Liu was released from prison on July 8, 2017, only to be arrested weeks later on August 2, when she traveled to Suizhong City on vacation. The police at the Suizhong Train Station put her on ten days of administrative detention. She filed an administrative reconsideration to the Railway Police Department in Shenyang City. Section chiefs Zhao Chunguang and Pei accused her of framing the police and refused to accept her case.
