(Minghui.org) According to an insider, Wang Lujin, secretary of the Political and Legal Affairs Committee of the Hebei Provincial Party Committee, recently gathered the leaders of various levels of police agencies across the province to launch a campaign to “crack down on organized crime and gangs,” with the main target being Falun Gong practitioners.
The police were instructed to visit practitioners once a month to harass and take pictures of them. These practitioners have already been targeted and have been under police surveillance.
This report focuses on the intensified persecution of practitioners in Cangzhou City and its subordinate counties in September 2026.
Cangzhou City
Mr. Hou Dongliang and his parents were harassed on September 7 and 9.
Mr. Shi Rui was at work when he received a call from the police at around 4 p.m. on September 9, ordering him to return to his rental home. He complied and saw agents from the Wangjiapu Township Police Station and the Jindao Police Station waiting outside. They raided his home and interrogated him at the Wangjiapu Township Police Station for about four hours before releasing him.
Mr. Liu Zaiyun was arrested at home around 7 p.m. on September 9. He protested the persecution by hitting his head against the wall and was taken to a hospital for treatment. It is unclear where he currently is.
Daodong Police Station agents showed up at Ms. Chang Yufang’s home on September 9. They ended up not arresting her after noting she was unable to walk after taking a fall a while ago. Mr. Zhang Ping, who happened to be visiting, was arrested.
Many other practitioners were also harassed at home or on the phone in early September.
Cang County
The Dulin Township Police Station and the Cang County Police Department dispatched two Special Weapons and Tactics vehicles to Ms. Jin Yue’s home at around 1 p.m. on September 1. They took her to the Dulin Township Police Station and then to the Cang County Police Department. Her mother-in-law was told to “talk to Zhao Junfeng (captain of the Cang County Domestic Security Office)” if she had any questions.
Eight officers arrested Ms. Li Wenjun at around 2:30 p.m. on September 9, while she was tending to an ill patient. The same group of officers proceeded to Ms. Ma Fengrong’s home. She tried to stop the police from raiding her home, but they still managed to confiscate a copy of Zhuan Falun, the main book of Falun Gong. They ordered her to sign some paperwork and go with them to the police station. She refused and ran to the safety of her cornfield.
The police next showed up at Ms. Pang Huixia’s home. When she refused to let them in, they threatened to scale her backyard fence. She condemned them for their relentless persecution. They left.
Ms. Zhang Junying was the next to be targeted. She was not in, but the police confiscated a portrait of the founder of Falun Gong from her home.
Nanpi County
Two officers from the Wangsi Town Police Station, led by the local village secretary, harassed Ms. Liu Shuyan and Ms. Li Yuhua at their respective homes. They took the two women’s pictures against their will.
Ms. Yang Rongjun was arrested by officers from the Nanpi County Police Department on September 10. She is currently held at the Cangzhou City Detention Center.
