The police ordered Mr. Li's family to sign the list of items they claimed they were confiscating and threatened that they would arrest Mr. Li whether they signed it or not. The same police officer came back the next day and extorted 500 yuan from the family, claiming that it was a fee for Mr. Li's physical.

The police handcuffed and shackled Mr. Li and Mr. Guan and took them to the Pingdu Traditional Chinese Medicine Hospital for a physical exam. The doctor asked the police to open the handcuffs and shackles during the exam, but the director of Cuizhao Police Station did not allow it.
Mr. Guan failed the physical, so the police took him to the Pingdu People's Hospital for a complete check-up, including an eye exam. He still didn't pass.
Liu Jie demanded that Mr. Guan's son pay him 3,000 yuan. Mr. Guang returned home on the afternoon of June 13.
