(Minghui.org) Since May 2015, Falun Gong practitioners have continued to file criminal complaints against former Chinese Communist Party leader Jiang Zemin for starting the 16-year persecution of the spiritual practice.
Now, local authorities are contacting practitioners to discuss their criminal complaints against Jiang. However, they only ask a few questions and then let the practitioner go. This latest trend is a significant change.
Authorities in three cities in China, Renqin City, Jinan City, and Chongqing City, are among the latest known to have changed their intentions and showing restraint when it comes to persecuting practitioners.
Renqiu City, Hebei Province
Ms. Yu Xiuduo: “Police left without saying another word”
Police came to see Ms. Yu Xiuduo in early October, asking if she had submitted a criminal complaint against Jiang. Ms. Yu admitted to having mailed her complaint. She said, “I was illegally arrested several times because of the persecution launched by Jiang. My health was damaged because of Jiang's persecution.” The police left without saying another word.
Mr. Ma Kaihun: The Police Left
Mr. Ma Kaihua was asked to go to a village office and talk about his complaint against Jiang. Police told him to just tell them that he had not submitted a complaint. “Yes, I submitted the complaint,” said Mr. Ma, “I was unconscious for 18 hours after I was tortured. My collarbone is still deformed. All those people who tortured me did so under Jiang's direction. I sued Jiang, because I wanted to give those who tortured me another chance to repent.” The police left.
Mr. Mao Jianxun: “Police had nothing to say”
Police came to Mr. Mao Jianxun's home in early October, claiming that it was illegal to sue Jiang Zemin. Mr. Mao responded, “Jiang Zemin persecuted Falun Gong and is responsible for harvesting organs for profit from practitioners. Everyone should sue him.” Police had nothing more to say to him.
Mr. Li Yupeng: Principal and Wife Left
Mr. Li Yupeng is a teacher. The school's principal and his wife visited Mr. Li's home one day.
“Why did you mention our name in your lawsuit against Jiang Zemin,” said the principal's wife. “You do not have the right to sue him, given our school structure.”
Mr. Li's mother responded, “We sued him because the government allows us to do so. The government passed a new regulation that all criminal complaints filed by Chinese citizens must be processed. We are legally protected. Also, how did you know what we wrote in the complaint?”
The principal and his wife left immediately.
Mr. Chen Fenglei: “Do not go to Beijing”
In August, police called Mr. Chen Fenglei to ask him if he submitted a complaint against Jiang Zemin. Mr. Chen said yes. Police demanded that he come to the police department.
Mr. Chen told them that he and his wife were arrested and detained many times since the onset of the persecution in 1991. He told them that their young children were left without care, and that he was imprisoned for over 11 years. He sued Jiang Zemin because Jiang had ordered this persecution.
Police didn't say much. They said, “Do not to go to Beijing” and then let him go.
Jinan City, Shandong Province
“Just ride your bike”
A police officer saw a practitioner on the street and told him to go to the police station to verify his lawsuit against Jiang Zemin. The practitioner asked if the officer could give him a ride.
“Don't sit in the police car,” said the police officer, “It may make people think you were arrested. Just ride your bike.”
Police “are the true victims”
A police officer asked a practitioner about his lawsuit against Jiang Zemin. The practitioner talked to him about Falun Gong and said, “You are the true victims who are persecuted. The founder of Falun Gong told us to help you.”
The police are also victims, because Jiang Zemin ordered them to commit crimes against Falun Gong practitioners.
“Don't go to the Supreme People's Procuratorate directly then,” suggested the officer, “Start from the lower level and work your way up.”
Chongqing City
Video Evidence of the Persecution
Two police officers went to a practitioner's home on October 29 to verify his lawsuit against Jiang Zemin. They asked him to fill out and sign a form, and took a video while he filled out the form.
The elderly man talked to them about Falun Gong and told them that Jiang Zemin is the major culprit in the persecution of Falun Gong. He further explained that Jiang has caused the death of many practitioners, and that Jiang has violated China's Constitution, China's Criminal Law, and international laws.
“If I do what you asked me to do, there will be evidence to show that you have persecuted practitioners. It will ruin your future! You will become victims yourselves. Therefore, I can't do that and indirectly do harm to you.”
The two officers understood, and later they agreed to withdraw from the Chinese Communist Party (CCP).

Background
In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.
The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.
Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.
Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
