(Minghui.org) I believe that all practitioners should read the Minghui website’s recent “Notice Regarding Suing Jiang” a number of times. We should use our righteous thoughts, not human notions, to interpret this notice.
Reporting a crime and filing a criminal complaint are not the same. The law allows a person to report a crime anonymously. However, in filing a criminal complaint, the complainant’s identity must be provided. Accusing someone of a crime is the same as filing a lawsuit. There must be a plaintiff and a defendant.
On the other hand, “reporting a crime” is to inform the authorities of someone’s criminal conduct with details, but the informant can choose to conceal his identity.
